TWO:Besides the truths drawn by cross-examination from the witnesses for the slave-dealing merchants, who contended that even Sir William Dolben's Bill would nearly ruin Liverpool, Captain Parry, who had been sent by Pitt to Liverpool to examine some of the slave-ships, brought the directest proofs that the representations of these witnesses were false, and the accommodation for the slaves was most inhuman; Sir William Dolben himself had examined a slave-ship then fitting out in the Thames, and gave details which horrified the House. This Bill went to prohibit any ship carrying more than one slave to a ton of its register; the only matter in which the House gave way was that none should carry more than five slaves to every three tons, and a very few years proved that this restriction had been the greatest boon to the dealers as well as the slaves in the preservation of the living cargoes. The Bill met with some opposition in the Lords, and there Admiral Rodney and Lord Heathfield, both naturally humane men, were amongst its strongest opponents. The measure, however, passed, and received the Royal Assent on the 11th of July. Some well-meaning people thought that by legalising the freightage of slaves, England had acknowledged the lawfulness of the trade; but the advocates of the abolition made no secret of their determination to persevere, and this victory only quickened their exertions.

FORE:Whilst Walpole was thus labouring to secure the peace of Europe, Bolingbroke was as industriously at work to undermine him. TWO:Ministers carried their indemnity in the Commons by one hundred and sixty-two against sixty-nine; but this did not prevent a prolongation of the demands of the Reformers for a searching inquiry into their employment of the spies. But it is not likely that Oliver and his comrades, who were for months in daily communication with Ministers whilst on their detestable missions, would have dared so far to exceed their orders, or, had they done so, that they would have been protected at the expense of the reputations of Ministers themselves, and rewarded into the bargain. THREE:Mr. M'Cleland, ditto 3,300Accordingly, petitions were sent in from several of the principal men-of-war lying at Portsmouth, to Lord Howe, the commander of the Channel fleet, praying him to intercede with the Admiralty for the same liberality towards the seamen of the royal navy and their families as had been shown to the army and militia, in increase of pay and better provisions. Lord Howe, instead of complying with this reasonable desire, sent the petitions to the port-admiral, Sir Peter Parker, and to Lord Bridport, who commanded the Channel fleet under Howe. They treated the petitions as the work of some ill-disposed person, and therefore of no consequence; but Parker was very soon compelled to inform Lord Spencer, the head of the Admiralty, that he had discovered that there was a general conspiracy to take the command of the ships from the officers on the 16th of April. To test this, orders were immediately issued to put out to sea; and the moment that Lord Bridport signalled this order to the fleet, the effect was seen. The sailors all ran up into the rigging and gave several tremendous cheers. They thence issued orders for all the seamen to swear fidelity to the cause, and the next day they all swore. Had these admirals shown a proper attention to the health and claims of these men, their grievances must long ago have ceased; but though they were perfectly well aware of them, they now proposed, along with the Admiralty, to recommend the granting of part of their demands. This Admiralty committee then offered some of the terms, but left out the proposal that the pensions of the Greenwich veterans should be raised from seven pounds to ten pounds, and the crews of men-of-war should have vegetables when in port. The sailors, indignant at this miserable parsimony, returned on board and hoisted the red flag at every mast-head. This was a sign that no concession would be made. Yet, on the 22nd, the delegates addressed letters to the Admiralty, and to Lord Bridport, firm, but respectful. Government then tried its usual resource, the proclamation of a pardon, but without taking notice of the necessary concessions. With this proclamation, Lord Bridport went the next day on board the Royal George, and assured the seamen that he had brought a royal pardon, and also the redress of all their grievances. On this assurance, the crew hauled down the red flag, and all the other ships did the same.

THREE:A law in force since the time of Cromwell had provided that no merchandise from Asia, Africa, or America should be imported into Great Britain in any foreign ships; and not only the commander, but three-fourths of the crew, were required to be English. In addition to this restriction of our foreign commerce to English-built and English-manned ships, discriminating duties were imposed upon foreign ships from Europe, which had to pay more heavily than if the goods were imported under the British flag. The object of this system, which prevailed for one hundred and fifty years, was to maintain the ascendency of Britain as a Maritime Power. Adam Smith remarks that the Navigation Act may have proceeded from national rivalry and animosity towards Holland; but he held that its provisions were as beneficial as if they had been dictated by the most consummate wisdom. He admits, however, that they were not favourable to foreign commerce, or to the growth of that opulence that can arise from it, remarking, "As defence is of more value than opulence, the Act of Navigation is perhaps the wisest of all the commercial regulations of England." But had Adam Smith lived later on, he would have seen that the utmost freedom of commerce with foreign nations, and the most boundless opulence arising from it, are quite compatible with a perfect system of national defence; and whatever were the advantages of the restrictive system, other nations could act upon it as well as England. America did so, and thus commenced a war of tariffs equally injurious to herself and the mother country, causing the people of each to pay much more for most of the commodities they needed than they would have done if the markets of the world were open to them. The consequence was that both parties saw the folly of sending their ships across the Atlantic in ballast, and a commercial treaty was concluded in 1815, which put the shipping of both America and England upon an equal footing, and relieved them from the necessity of paying double freight. The reciprocity system was also partially adopted in our commerce with other countries. In 1822 Mr. Wallace had brought in four Bills, which made other important alterations. The 3 George IV., cap. 41, repealed certain statutes relating to foreign commerce which were passed before the Navigation Act. Another Act (cap. 42) repealed that part of the Navigation Act itself which required that goods of the growth or manufacture of Asia, Africa, and America should only be imported in British ships; and that no goods of foreign growth or manufacture should be brought from Europe, except from the place of their production, and in the ships of the country producing them. The next enactment prescribed certain specified goods to be brought to Great Britain from any port in Europe, in ships belonging to the ports of shipment. Two other Acts further extended freedom of commerce, and removed the vexatious restrictions that had hampered our colonial and coasting trade. In 1823 Prussia retaliated, as the United States had done, which led Mr. Huskisson to propose what are called the Reciprocity Acts, 4 George IV., cap. 77, and 5 George IV., cap. 1, which empowered the king, by Order in Council, to authorise the importation and exportation of goods in foreign ships from the United Kingdom, or from any other of his Majesty's dominions, on the same terms as in[240] British ships, provided it should first be proved to his Majesty and the Privy Council that the foreign country in whose favour the order was made had placed British ships in its ports on the same footing as its own ships. These enactments proved an immense advantage to the people of the nations affected by them, and satisfied all parties but the ship-owners, who cried out loudly that their interest was ruined. But their complaints were altogether unfounded, as will appear from the following figures. Under the restrictive system, from 1804 to 1823, the tonnage of British shipping had increased only ten per cent. Under the Reciprocity Acts and the Free Trade system, from 1823 to 1845, the increase rose to forty-five per cent. This result fully bore out the calculations and anticipations of Mr. Huskisson, in his answer to the arguments of the Protectionists.

With the Elizabeth the Young Pretender lost the greater part of his arms and ammunition. Yet he would not return, but set out in the Doutelle towards Scotland. In two days more the little vessel was pursued by another large English ship, but by dint of superior sailing they escaped, and made the Western Isles. In the ten years between 1821 and 1831 there was an addition of 276 churches; from 1831 to 1841, 667 were added. Taking the Nonconformist communities, we find the statistics of the progress of the Independents, or Congregationalists, to be scarcely less remarkable than those of the Established Church.
