On the 16th, General Lincoln arrived, and was greatly incensed to find that D'Estaing had broken the agreement to wait for him, and still worse, had summoned the place in the name of France instead of the Congress.

Delighted to be thus liberated from their embarrassment, the Directors accepted the resignation at once, and elected Mr. Edward Wheler to the vacant place in the Council.
