ONE:The House then adjourned for the Easter holidays, till the 7th of May. The interval was one of the greatest possible public excitement. The narrowness of the majority made the Reformers tremble for the fate of the Bill in committee. The awful silence was now broken, and the voice of the nation was heard like peals of thunder. The political unions which had been resting on their arms, as if watching intently the movements of armies at a distance, now started to their feet, and prepared themselves for battle. At Leeds, at Birmingham, Manchester, Sheffield, Liverpool, Glasgow, Edinburgh, meetings were held, strong resolutions passed, and imperative petitions adopted. At Birmingham an aggregate meeting of the political unions of the surrounding districts was held on the 7th of May at the foot of New Hall Hill. Of this vast and formidable assembly, the northern division alone was estimated at 100,000 men, who marched with 150 banners and eleven bands of music, their processions extending over four miles. The total number of bands in attendance at the meeting was 200, and the number of banners 700. The commencement of the proceedings was announced by sound of bugle. A number of energetic and determined speeches was delivered, and a petition to the Lords was adopted, imploring them not to drive to despair a high-minded, generous, and fearless people, nor to urge them on by a rejection of their claims to demands of a much more extensive nature; but rather to pass the Reform Bill into law, unimpaired in any of its great parts and provisions, more especially uninjured in the clauses relating to the ten-pound franchise. The council of the Birmingham union declared its sitting permanent, and the vast organisation throughout the United Kingdom assumed an attitude of resolution and menace truly alarming.

ONE:Nelson, having blockaded the port of Alexandria, sailed to Naples to repair. There he received the news of the intense rejoicing his victory had spread through England, and that he was raised to the peerage by the title of Baron Nelson of the Nile. He found Ferdinand of Naples already collecting an army to drive the French from Rome and Tuscany. Austria, Switzerland, and other countries were again in arms. The Treaty of Campo Formio was at an end by the French violation of it everywhere, and as it was supposed that Buonaparte would never be allowed to get back again, the spirit of Europe had revived. Nelson, allowing himself as little repose as possible, in November had made himself master of the Island of Gozo, separated only by a narrow channel from Malta. He had blockaded Malta itself, and it must soon surrender. Pitt, elated by Nelson's success, and in consequence of the death of the old czarina, Catherine, some two years earlier, now entered into a treaty with her successor, Paul, who was subsidised by a hundred and twelve thousand pounds a month, and great expectations were raised of the effect of his victorious general, Suvaroff, leading an army into Italy. The other members of the second grand coalition were Austria, the Princes of Germany, and the Ottoman Empire. Prussia weakly held aloof. When the British Parliament met on the 20th of November, the late victory and this new alliance with Russia were the themes of congratulation from the throne. Twenty-nine million two hundred and seventy-two thousand pounds were granted with alacrity for the ensuing year, and the nation willingly submitted to the imposition of a new impostthe income tax.Trautmansdorff now hastened to conciliate in earnest. He issued two-and-twenty separate proclamations, made all kinds of fair promises, restored the arms of the citizens, and liberated the imprisoned patriots. But it was too late. The insurgents, under Van der Mersch, were fast advancing towards Brussels, and Dalton marched out to meet them; but he was confounded by the appearance of their numbers, and entered into an armistice of ten days. But this did not stop the progress of insurrection in Brussels. There the people rose, and resolved to open the gates to their compatriots. Women and children tore up the palisades, and levelled the entrenchments. The population assumed the national cockade, and the streets resounded with cries of "Long live the Patriots!" "Long live Van der Noot!" Dalton retreated into Brussels, but found no security there. The soldiers began to desert. The people attacked those who stood to their colours, and Dalton was glad to secure his retreat by a capitulation. In a few days the insurgents from Breda entered, Trautmansdorff having withdrawn at their approach, and the new federal union of the Netherlands was completely established. The State of Luxembourg was the only one remaining to Joseph, and thither Dalton retired with his forces, five thousand in number.

TWO:The Great Seal had remained in commission ever since the resignation of Sir Robert Peel, and it was supposed to be reserved for Lord Brougham when the king's objections to his reappointment should be overcome. Such, however was not the case, as Lord Melbourne was determined to have nothing more to do with him. On the 1st of January, 1836, Sir Charles Pepys, Master of the Rolls, was appointed to the office of Lord Chancellor, and created a peer by the title of Lord Cottenham. At the same time Mr. Henry Bickersteth, appointed Master of the Rolls, was called to the Upper House by the title of Baron Langdale. Lord Brougham, thus passed over, was too ill to make any protest, but before long he assumed an attitude of active opposition to the Ministry. Parliament was opened by the king in person on the 4th of February, 1836, in a Speech remarkable for the number and variety of its topics. It gave the usual assurances of the maintenance of friendly relations with all Foreign Powersexpressed regret at the continuance of the civil contest in the northern provinces of Spain, and hope of a successful result to our mediation between France and the United States. Referring to domestic affairs, the state of commerce and manufactures was declared to be highly satisfactory; but difficulties continued to press on agriculture. Measures were to be submitted for increasing the efficiency of the Church, for the commutation of tithes, for alleviating the grievances of Dissenters; and improvements in the administration of justice were recommended, especially in the Court of Chancery. The special attention of Parliament was directed to the condition of the poor of Ireland, and it was suggested that as experience had proved the salutary effect of the Poor Law Amendment Act in England, a similar measure might be found useful in alleviating the social condition of Ireland. Allusion was also made to the reform of Irish corporations, and the adjustment of the Irish Tithe question, which we have already disposed of in preceding pages. Chiefly with reference to these questions, amendments to the Address were moved in both Houses; in the Upper by the Duke of Wellington, whose amendment was carried without a division; in the Commons Ministers won by 284 against 243.THE ROYAL FAMILY OF FRANCE ON THEIR WAY TO THE ASSEMBLY. TWO:By this treaty Parma and Tuscany were ceded in reversion to the infant Don Carlos; Sicily was to be made over to the Emperor, and, in exchange for it, Sardinia was to be given to Victor Amadeus of Savoy. As Sardinia was an island of so much less extent and value than Sicily, the succession to the Crown of Spain was guaranteed to the House of Savoy should Philip of Spain leave no issue. Before setting out, however, Admiral Byng had been despatched to the Mediterranean with twenty-one ships of the line, and peremptory orders to attack the Spanish fleet whenever he should find it engaged in any hostile attempt against Sicily, Naples, or any other of the Emperor's possessions in the Mediterranean.The revolutionary party in New York determined to carry them, and the revolutionary party in Pennsylvania the same, right or wrong. In Pennsylvania delegates insisted that those of their colleagues who were averse from the Declaration should absent themselves, and those favourable to it should attend and vote. From Delaware, one single delegate, C?sar Rodney, voted and decided the question in that province. The New York Assembly only nominally reconstructed its Provincial Congress. Instead of calling the electors together, as recommended by the report of the 28th of May, some of the freeholders and voters declared such of the old members as were willing to vote for the Declaration re-elected; and this irregular and clearly unconstitutional body attended and voted for the Declaration. Finally the moderate party, headed by John Dickinson, withdrew, and the Declaration was carried by one vote.

The British, however, having taken it before his arrival, he went cruising about and picking up such stray British merchantmen as he could meet with between the continents of Africa and South America. He then stood away for the West Indies, hoping to be able to destroy the British shipping in the ports of Barbadoes. Failing in that, he made for Martinique, which was still in the possession of the French. Willaumez had but six sail of the line, and the English admirals, Sir John Borlase Warren, who had the same number and a frigate, and Sir Richard Strachan, who had seven sail of the line and two frigates, were in eager quest of him. Meanwhile, Willaumez was attacked by a terrible tempest, and then chased by Strachan in the Chesapeake. Of his six ships of the line he took home only two, and was obliged to burn the British merchantmen that he had taken.

TWO:WILLIAM IV.At length, on the 22nd of September, Lord John Russell, attended by Lord Althorp, and a great body of the most distinguished Reformers, appeared at the bar of the House of Lords, and handed the English Reform Bill to the Lord Chancellor, praying the concurrence of their Lordships. This scene has been made the subject of a great historical painting. The Bill, without any opposition or remark from any Conservative peer, was read a first time on the motion of Earl Grey, and ordered to be read a second time on Monday week. The debate on the second reading commenced on the 3rd of October, with a speech from Lord Greygrave, elaborate, earnest, and impressive; simple, yet dignified. He described his own efforts in regard to Parliamentary Reform, spoke of the changes which had of necessity attended his opinions on the subject, and of the circumstances which, at the close of his long career, when the conservative spirit is naturally strongest in every man, had led him to endeavour to put in practice the theories and speculations of his youth and manhood. Lord Eldon described the progress of the debate from day to day in letters to members of his family. Lord Dudley and Lord Haddington quite surprised and delighted the zealous old manthey spoke so admirably against the Bill. Lord Carnarvon delivered a most excellent speech; but Lord Plunket's speaking[339] disappointed him. The fifth night of the debate was occupied by the lawyers. Lord Eldonfollowing Lord Wynford and Lord Plunketsolemnly delivered his conscience on this momentous occasion. He was ill and weak, and being an octogenarian, he might be said to be speaking on the edge of the grave. He expressed his horror of the new doctrines which had been laid down with respect to the law of the country and its institutions. He could not consent to have all rights arising out of Charters, and all the rights of close boroughs, swept away. Boroughs, he contended, were both property and trust. Close corporations had as good a right to hold their charters under the Great Seal as any of their lordships had to their titles and their peerages. He said that he was a freeman of Newcastle-upon-Tyne; he had received his education in the corporation school of that town on cheap terms, as the son of a freeman; he had a right to it; and he had hoped that, when his ashes were laid in the grave, he might have given some memorandum that the boys there, situated as he was, might rise to be Lord Chancellors of England, if, having the advantage of that education, they were honest, faithful, and industrious. The closing night of the debate brought out the two most illustrious law lords in the House, who had long been rivals and competitors in the arenas of professional and political lifeLord Brougham and Lord Lyndhurst. Each was holding back in order to have the opportunity of replying to the other; but Lord Lyndhurst managed to have the last word, the more excitable Lord Chancellor having lost patience, and flung himself into the debate. He implored the House on his knees to pass the Bill. But the coup de thatre miscarried, owing to the obvious anxiety of his friends lest he should be thought to be suffering from too much mulled port.

TWO:Still, emissaries continued to pass to and fro, and notwithstanding that the promised armament had failed to reach Ireland, the impatient Irish were determined to rise. In February, 1798, they sent appeals to the French to come over, assuring them that they had three hundred thousand men banded to receive them, who only wanted arms; and Talleyrand sent them word that a fresh armament was preparing. But on the 28th of that month, O'Connor, one O'Coigley, an Irish priest, and Burns, a leading member of the London Corresponding Society, were arrested at Margate as they were about to embark for France. Papers found on O'Coigley, or Quigley, proved his treason. One was a direct invitation to the French to send an army into England, as certain to prevent the sending of British forces into Ireland, and thus to make the descent there sure. He was condemned and executed, but Burns was acquitted, and O'Connor remanded for fresh evidence. That was soon forthcoming; for one Thomas Reynolds, who had been the treasurer for the insurgents in his county, and also a colonel in the intended revolutionary army, being pressed for money, betrayed his associates. In consequence of the information which he gave, a number of the conspirators were arrested at their place of meeting. The four chief leaders, however, were not there, as expected, namely, Lord Edward Fitzgerald, Emmet, Sampson, and MacNevin, but they were afterwards secured. Lord Edward Fitzgerald was surprised at one Murphy's, 153, Thomas Street, Dublin, and made a desperate resistance. He attacked Major Swan, who presented the warrant, with a dagger, and, being a powerful man, was very formidable. Major Swan discharged a pistol at him, but missed. Captain Ryan, next entering, was stabbed mortally by Lord Edward, and a bloody struggle ensued, Captain Ryan, who was, practically speaking, unarmed, behaving with great courage and self-sacrificing heroism. Major Sirr, who had surrounded the house with soldiers, then rushed in and fired at Fitzgerald, and wounded him in the shoulder. He was then overpowered and secured by the soldiers, and conveyed first of all to Dublin Castle and then to Newgate. This took place on the 19th of May. Captain Ryan died of his wounds on the 30th. Lord Edward died of fever, the consequence of his wounds, and of mortification at the failure of the enterprise (June 4).

Whilst at Mayence, on the Rhinewhere the German princes flocked to pay abject homage to him as their protector, no nations, except Great Britain, Russia, and Sweden, keeping aloofhe despatched one of his aides-de-camp, General Caffarelli, an Italian, to invite the Pope to go to Paris to crown the new emperor and empress. Pius VII. had already been compelled to submit to the terms of the Concordat, which had made such inroads into the ancient power of the Church; and he knew very well that to refuse this request would bring down upon him fresh humiliations. Buonaparte, who affected to imitate Charlemagne as the founder of the French nation, passing over all the kings of France as unworthy of notice, determined to inaugurate the Second Empire by a still bolder stretch of authority than Charlemagne himself. That monarch had condescended to make the journey to Italy to receive the privilege of coronation from Pope Leo; but Buonaparte resolved that poor old Pope Pius VII. should come to him in France. His desire was carried out to the letter, and Pius arrived at Fontainebleau on the 25th of November. The 2nd of December having been fixed for the coronation, the Cathedral of Notre Dame was gorgeously decorated for the occasion, and the ceremony was performed amidst the utmost pomp and magnificence, Napoleon himself putting the crown on his head and then placing the Empress's diadem on the head of the kneeling Josephine. During the whole proceedings the Pope was made to play a secondary part. He simply "assisted" at the function. The ceremony was followed by a profuse creation of marshals and nobles.
[576]These cases may serve as illustrations of the state of the country at that time. On the 10th of January between twenty and thirty of the convicts were brought up together for sentence, and it seemed difficult to believe that so ill-looking and desperate a set of villains could be congregated in one place. They had all, with one[563] exception, been found guilty, without any recommendation to mercy from the jury. After an impressive address from the judge, the sentences were pronounced, varying in the amount of punishment assigned. But they heard their doom with the greatest indifference. The commission next adjourned to Ennis, the assize town of the county of Clare, where the results were equally satisfactory. The judges arrived at Clonmel, the chief town of Tipperary, on the 24th of January. There they found upwards of four hundred prisoners in gaol, charged with crimes marked by various degrees of atrocity. The trial that excited most attention here was that of John Sonergan, for the murder of Mr. William Roe, a landed proprietor and a magistrate of the county, who was shot in the open day, upon the road near one of his own plantations. The scene which was presented in this court on the 31st of January, was described in the report of the trials as scarcely ever paralleled. Five human beings, four of whom were convicted of murder, and one of an attempt to murder, stood in a row at the front of the dock, to receive the dreadful sentence of the law, which consigned them to an ignominious death.King of the prow, the ploughshare, and the sword![289]
