FORE:Grenville rose and defended the Stamp Act. He denied that the right of taxation depended on representation. He complained justly, that when he proposed to tax America, there was little opposition in that House. He contended that protection and obedience were reciprocal, and he exposed the fallacy of Pitt's distinction between taxes and duties. There was much justice in these remarks. The words of Grenville, so pointedly directed against him, immediately called up Pitt again. He had spoken; it was contrary to all rule, but the lion of Parliament broke recklessly through the meshes of its regulations, and when he was called to order the members supported him by cries of "Go on! go on!" He went on, severely castigating Grenville for complaining of the liberty of speech in that House; and dropping in his indignation the terms of courtesy towards the late Minister of "honourable" or "right honourable," said simply��"Sir, the gentleman tells us that America is obstinate��America is almost in open rebellion. Sir, I rejoice that America has resisted. Three millions of people so dead to all the feelings of liberty as voluntarily to submit to be slaves, would have been fit instruments to make slaves of all the rest." He then exposed the cases quoted by Grenville to show that taxation in this country had been imposed without representation, showing that these very instances led to immediate representation. "I would have cited them," he continued, "to show that even under arbitrary reigns Parliaments were ashamed of taxing a people without their consent. The gentleman asks when the Americans were emancipated? But I desire to know when they were made slaves?" He then touched on the true sources of benefit from our colonies, the profits of their trade. He estimated the profits derived from the American commerce at two millions sterling, adding triumphantly, "This is the fund that carried us victoriously through the late war. This is the price America pays us for protection." He then alluded to the comparative strength of the two countries. "I know the valour," he said, "of your troops. I know the skill of your officers. In a good cause, on a sound bottom, the force of this country can crush America to atoms. But in such a cause as this your success would be hazardous. America, if she fell, would fall like the strong man. She would embrace the pillars of the state, and pull down the constitution along with her."The examination of the witnesses for the defence continued till the 24th of October, and then powerful speeches were delivered by the Attorney-General, Sir Robert Gifford, and by the Solicitor-General, Mr. Copley. The speech of the former was considered so effective, that William Cobbett threw off one hundred thousand copies of an answer to it. Sir Archibald Alison, the Tory historian, admits that it was not the evidence for the prosecution that told against the queen, "for it was of so suspicious a kind that little reliance could be placed on it, but what was elicited on cross-examination from the English officers on board the vessel which conveyed her Majesty to the Levant��men of integrity and honour, of whose testimony there was not a shadow of suspicion. Without asserting that any of them proved actual guilt against her Majesty, it cannot be disputed that they established against her an amount of levity of manner and laxity of habits, which rendered her unfit to be at the head of English society, and amply justified the measures taken to exclude her from it."

The only discussion of interest that took place in connection with them referred to the dissolution, and the circumstances in which it occurred. The Opposition denounced it as an impolitic proceeding, bearing the appearance of a revolutionary coup d'��tat. They charged the Lord Chancellor with making a false statement, in alleging that the Commons had stopped the supplies, which, if true, was not the real cause of the dissolution, the Cabinet having previously resolved upon that measure. Some of the Ministers also, in their addresses to their constituencies��Sir James Graham, for example��conveyed the same injurious impression, stating that "the last division, which had the effect of delaying the supplies, left no alternative but that of abandoning the Bill or of appealing to the people." With this "factious" conduct the Tory candidates were taunted at the elections, and they complained that they suffered in consequence much unmerited odium. The Chancellor denied the imputation. Not only had the Ministers decided upon the measure of dissolution, but the requisite commission had been actually prepared; and Lord Brougham said, "Knowing this, I must have been the veriest dolt and idiot in the creation, if I had said what has been attributed to me. I stated a fact��that the dissolution being resolved upon, if there were wanting any justification for the step, the conduct of the House of Commons the night before furnished ample justification for that proceeding." But the truth is, the Opposition were smarting under the sense of defeat; they had been out-man?uvred by Lord Grey, and defeated by the use of their own tactics.
