The next day, however, being the 25th of May, Lord Dunmore, the governor of the province, dissolved the Assembly. The members, nothing daunted, retired to the "Raleigh" Tavern, and passed a series of resolutions. The chief of these were to purchase nothing of the East India Company, except saltpetre and spices, until their injuries were redressed; to request the members of all Corresponding Committees to take measures for the appointment of members to a General Congress; to summon the new members of the Assembly (the writs for which were already in course of issue) to meet at Williamsburg to elect delegates from that colony to the Congress.このページの先頭です

    THREE:The Swedes cursed the less than half assistance of their British allies, and Gustavus endeavoured to fight his way without them. He continued to win victory after victory on land; but Catherine soon brought down on his squadron of galleys, which attended his march along the coast to keep up his supplies, an overwhelming fleet of galleys[354] of her own. A desperate battle ensued, but the Swedish galley-fleet was at length overcome. Gustavus was thus greatly embarrassed, and compelled to stand merely on the defensive, till it was time to go into winter quarters. He continued for twelve months to do battle with Russia, and, though with insufficient forces, threatened the very capital of that country. A little support from Britain, Prussia, and Holland, would have enabled Sweden to regain its territories on the eastern shores of the Baltic, to curb the power of Russia, and to assume that station in the North which is essential to the peace of Europe. These countries, however, had not the statesmanship to appreciate this point, or the friendly feeling to effect it, and Gustavus was left to struggle on alone.

    THREE:The very name of Clive brought the war with Oude to a close. Sujah Dowlah was encamped on the borders of Bahar, strongly reinforced by bands of Mahrattas and Afghans, and anxious for another battle. But no sooner did he learn that Clive was returned, than he informed Cossim and Sombre that as he could no longer protect them, they had better shift for themselves. He then dismissed his followers, rode to the English camp, and announced that he was ready to accept such terms of peace as they thought reasonable. Clive proceeded to Benares to settle these terms. The council of Calcutta had determined to strip Sujah Dowlah of all his possessions, but Clive knew that it was far more politic to make friends of powerful princes. He therefore allowed Sujah Dowlah to retain the rank and title of vizier, and gave him back all the rest of Oude, except the districts of Allahabad and Corah, which had been promised to Shah Allum as an imperial domain. On Shah Allum, as Great Mogul, he also settled, on behalf of the Company, an annual payment of twenty-six lacs of rupees. Thus the heir of the great Aurungzebe became the tributary of the East India Company.

    THREE:When he was removed, it was evident that the temporising system would do no longer. The head of the Cabinet must take one side or the other. The Prime Minister must be a friend or an enemy of progressa Reformer or an anti-Reformer. In these circumstances the king had great difficulty in forming an Administration. The prostration of Lord Liverpool had come upon the political world "with the force of an earthquake," convulsing parties in the most violent and singular manner, and completely changing the aspect of affairs at Court and in the State. The Sovereign had before him, on one hand, Mr. Canning, the leader of the House of Commons, the most popular Minister, the most brilliant statesman in England since the days of Pitt. How could he put aside his claims to be Prime Minister? On the Tory side there was no statesman to whom the post could be safely entrusted. If Eldon could be kept in his place as Lord Chancellor, it was as much as could be expected at his time of life. The Duke of Wellington's military character, as well as his anti-Catholic feeling, prevented his being placed at the head of an Administration. Mr. Peel was considered too young to occupy so great a position. The latter was consulted, and gave it as his opinion that an anti-Catholic Ministry could not be formed. The issue was, that, after a fortnight's anxious suspense and difficulty, the king entrusted Mr. Canning with the formation of a Ministry. The task which he undertook was extremely delicate and difficult. He was greatly disliked by the chiefs of both parties. He belonged to no old aristocratic house. He had risen to the first position in the State by his genius and industry, by the wise and beneficent application of the most brilliant and commanding talents. These excited intense jealousy among those whose principal merit consisted in hereditary rank. When he had received the king's orders, though aware of their feelings towards him, he dealt with them in a frank and generous spirit. He wrote to his colleagues individually, courteously expressing his desire that the public service might still enjoy the advantages to be derived from the exercise of their administrative talents. Most of them answered evasively, pretending that they did not know who was to be Prime Minister, and postponing their decision till they had received that information. As soon as they learnt that they were to serve under Mr. Canning, the entire Administration, with very few exceptions, resigned. Mr. Peel did not share the antipathies of his aristocratic colleagues. Mr. Canning declared that[258] he was the only seceding member of the Government that behaved well to him at this time; and so high was his opinion of that gentleman that he considered him to be his only rightful political heir and successor. He was not deceived on either of those points. Mr Peel, writing confidentially to Lord Eldon, on the 9th of April, expressed his feelings frankly, and they did him honour. His earnest wish was to see the Government retained on the footing on which it stood at the time of Lord Liverpool's misfortune. He was content with his own position as Home Secretary. Though differing from every one of his colleagues in the House of Commons on the Catholic question, he esteemed and respected them, and would consider it a great misfortune were his Majesty to lose the services of any of them, "but particularly of Canning." He was willing to retire alone if the rest of his colleagues, who did not feel the same difficulty, would consent to hold office with Canning. He advised the king that an exclusive Protestant Government could not be formed. He also said that he was out of the question as the head of a Government under the arrangement that he considered the best that could be made, namely, the reconstruction of the late Administration, "because it was quite impossible for Canning to acquiesce in his appointment." He was, however, ready to give Canning's Government his general support.

TWO:The Irish corporations were included in the inquiry, which commenced in 1833. The Irish Commissioners took for their local investigations the one hundred and seventeen places which had sent representatives to the Irish Parliament. They found everywhere the grossest abuses. By an Act of George II., residence had been dispensed with as a qualification for corporate offices. The effect of this was to deprive a large number of them of a resident governing body. In some cases a few, very rarely a majority, of the municipal council were inhabitants of the town. In others, the whole chartered body of burgesses were non-resident, and they attended as a mere matter of form, to go through the farce of electing members of Parliament, or for the purpose of disposing of the corporate property. In some boroughs the charter gave the nomination of a member of Parliament to the lord of the manor or some local proprietor. In others the power of returning the Parliamentary representative was vested in a small self-elected body of freemen; almost invariably the power of nomination was actually possessed by the gentleman known as the "patron" or "proprietor," who could dispose of the seat as he thought proper, and if not reserved for himself or some member of his family, it was sold for the highest price it would bring in the markettreated in every respect as absolute property, which was transmitted, like the family estate, from father to son. This property was fully recognised at the union, and it was by buying it up at an exceedingly liberal price that Lord Castlereagh was enabled to carry that measure. By the Act of union a large number of those rotten corporations, some of which had not even a hamlet to represent, were swept away. But a considerable number remained, and of these the Commissioners of inquiry remarked:"This system deserves peculiar notice in reference to your Majesty's Roman Catholic subjects. In the close boroughs they are almost universally excluded from all corporate privileges. In the more considerable towns they have rarely been admitted even as freemen, and, with few exceptions, they are altogether excluded from the governing bodies. In someand among these is the most important corporation in Ireland, that of Dublintheir admission is still resisted on avowed principles of sectarian distinction. The exclusive spirit operates far more widely and more mischievously than by the mere denial of equal privileges to persons possessing perfect equality of civil worth; for in places where the great mass of the population is Roman Catholicand persons of that persuasion are for all efficient purposes excluded from corporate privilegesthe necessary result is that the municipal magistracy belongs entirely to the other religious persuasions; and the dispensation of local justice, and the selection of juries being committed to the members of one class exclusively, it is not surprising that such administration of the law should be regarded with distrust and suspicion by the other and more numerous body."

THREE:THE CONGRESS OF VIENNA.At the same unfortunate juncture, the king[196] insisted on Lord North demanding from Parliament half a million for the liquidation of his debts, though he possessed a civil list of eight hundred thousand a-year. Simple as were the habits of George and his queen, the most reckless disregard of economy was practised in his household. No means were taken to check the rapacity of his tradesmen, and it was shown that even for the one item of the royal coach, in 1762, there had been charged seven thousand five hundred and sixty-two pounds! The Commons voted the half million, the public grumbled, and the popularity of Wilkes, the great champion of reform, rose higher than ever. A fourth time the freeholders of Middlesex nominated him as their candidate; and on this occasion a fresh Government nominee presented himself. This was Colonel Henry Lawes Luttrell. Two other candidates, encouraged by Luttrell's appearance, came forward; and on the 13th of April the list of the poll, which had gone off quietly, showed Wilkes one thousand one hundred and forty-three; Luttrell, two hundred and ninety-six; Whitaker, five; and Roach, none.

THREE:On the 17th of July the new Premier, Lord Melbourne, who, declining, on the king's suggestion, to form a coalition with the Duke of Wellington and Mr. Stanley, had made few alterations in the Ministry, announced a less offensive Coercion Bill for Ireland, which led to an animated debate, in which Lords Wicklow and Wharncliffe, the Duke of Wellington, and other peers strongly censured the conduct of the Government for its alleged inconsistency, vacillation, and tergiversation. The new Coercion Bill passed quickly through both Houses, and became the law of the land before the end of the month. The Tithes Bill was rejected in the House of Lords, on the motion of Lord Ellenborough, by 189 votes to 122.[See larger version]

    FORE:Whilst the French were seizing on Portugal, the Spanish royal family was convulsed by quarrels. Ferdinand, the Prince of Asturias, and heir to the throne, hated Godoy, as usurping the power which he himself ought to enjoy, and, stimulated by his friends, who shared in his exclusion, appealed to Napoleon for his protection, and to win his favour requested him to choose a wife for him out of his own family. This[550] at one time would have been a subject of the highest pride to Buonaparte, that a member of the Bourbon family, and future King of Spain, should solicit a personal alliance with his; but that day was gone by. Buonaparte had determined to make himself master of Spain, and he left the request of the Prince without any answer. Urged on by his party, the Prince seems to have determined to do without Buonaparte, and to depose his father, but the plot was discovered, and the person of the Prince secured. The imbecile king, instead of contenting himself by the exercise of his own authority, appealed to Napoleon; and at the same time, to make the disgrace of his family as public as possible, he appealed to the Spanish people, by a proclamation against the conduct of his son, and informing them that he had put the Prince under arrest. But the appeal to Buonaparte did not succeed; for his own purposes, the French Emperor appeared to take part with the Prince, and caused his Ambassador, Beauharnais, to remonstrate with the king on his severity towards him. Charles IV. wrote again to Napoleon, and ventured to mention the Prince's private application to him for a wife, hoping, the king said, that the Emperor would not permit the Prince to shelter himself under an alliance with the Imperial family. Buonaparte professed to feel greatly insulted by such allusions to his family, and the poor king then wrote very humbly, declaring that he desired nothing so much as such an alliance for his son. Ferdinand, through this powerful support, was immediately liberated. But these mutual appeals had greatly forwarded Buonaparte's plans of interference in Spain. He levied a new conscription, and avowed to Talleyrand and Fouch that he had determined to set aside the royal family of Spain, and to unite that country to France. Both those astute diplomatists at once disapproved, and endeavoured to dissuade him from the enterprise. They reminded him of the pride of the Spanish character, and that he might rouse the people to a temper of most stubborn resistance, which would divide his attention and his forces, would be pretty certain to bring Britain into the field for their support, and unite Britain again with Russia, thus placing himself between two fires. Talleyrand, seeing that Buonaparte was resolutely bent on the scheme, dropped his opposition, and assisted Napoleon in planning its progress; thus enabling the Emperor afterwards to charge Talleyrand with the responsibility of this usurpation, as he had before charged him with counselling the death of the Duke d'Enghien. In after years, Napoleon used to denounce his own folly in meddling with Spain, calling it "that miserable war" and describing it as the origin of his ruin.

    FORE:The Duke of Leinster, in pursuance of his intention to oppose the Bill in all its stages, moved that the order of the day be rescinded. The motion was negatived by a majority of two hundred and sixty to forty-one; the number of peers present being three hundred and one. Lord Carnarvon denounced the Bill of Pains and Penalties as a measure unnecessary and unconstitutional. It was a species of ex post facto and illegitimate mode of proceeding against an individual, an unprecedented anomaly in the law. In one of the cases which they had adduced as the best precedent, the sentence passed on the criminal was that he should be boiled to death! Far better to have drawn a veil over the transactions, than to have searched the Alps, the Apennines, and the ocean for evidence against the queen.     FORE:Buonaparte allowed his army, now reunited in Smolensk, five days' rest and enjoyment of the stores there, and on the 14th of November he again marched out to force his way into Poland. The second division, under Davoust, followed on the 16th, and the rear, still under Ney, on the 17th. The worn-down Italians of Prince Eugene could not move till the 15th, and did not overtake Buonaparte and assume their proper position till the 17th. The road which Buonaparte was taking was by Wilna, Krasnoi, and Borissov to Minsk; at the last two places he had his stores. But his way was now hemmed in on all sides by Russian armies. Wittgenstein was already at Vitebsk, and thence advanced on Borissov on the Beresina, where Buonaparte hoped to cross; whilst Tchitchagoff, who had joined Tormasoff, and thus raised their force to sixty thousand men, had driven the Austrians, under Schwarzenberg, back on the Bug, and had taken Minsk on the very day that Napoleon marched out of Smolensk. At the same time Kutusoff, with the grand army of Russia, was marching in a parallel line on the left flank of the Emperor, ready to fall on him whenever he was reduced to extremities by the other converging Russian forces. Now was coming the grand crisis. The elements were fighting fearfully against him; his men were wearied, half-starved, and disheartened; his enemies on all sides were alert with hope and revenge. Had Kutusoff used more alertness, and secured the passage of the Beresina as it ought to have been secured, the event which Bernadotte had planned must have taken place, and Buonaparte, with the remainder of his army, must have remained a prisoner there.     FORE:Meanwhile, Buonaparte, summoned by the Directory to take the command of the army of England, had arrived in Paris on the 5th of December, 1797, and had taken up his abode in his former residence, in the Rue Chantereine, which the Commune immediately changed, in honour of the conquest of Italy, into the Rue de la Victoire. But it was necessary that Buonaparte should prepare for the invasion of England, for which purpose he had been called home. All France was in transports of joy at the thought of seeing England at last overrun. The Directory had raised their cry of "Delenda est Carthago!" "It is at London," they said, "that all the misfortunes of Europe are manufactured; it is in London that they must be terminated." On the 8th of February, 1798, Napoleon left Paris to obtain information as to the coasts of the English Channel, preparatory to the sailing of the armament. He visited taples, Ambleteuse, Boulogne, Calais, Dunkirk, Furnes, Nieuwport, Ostend, and Walcheren, making at these different ports the necessary surveys, and holding long and earnest conversations with sailors, pilots, smugglers, and fishermen. He returned to Paris on the 22nd, having, in a fortnight, quite satisfied himself that the attempt had better be relinquished so long as England commanded the sea.

TWO:Still more inglorious were the proceedings of our fleet on the coasts of the Spanish-American colonies. Sir Chaloner Ogle joined Vernon in Jamaica on the 9th of January, 1741, and no time was to be lost, for the wet season set in at the end of April, which, besides the deluges of rain, is attended by a most unhealthy state of the climate. Vernon, however, did not move till towards the end of the month, and then, instead of directing his course towards the Havannah, which lay to the leeward, and could have been reached in three days, he beat up against the wind to Hispaniola, in order to watch the motions of the French fleet under D'Antin. It was the 15th of February before he learned distinctly that the French had sailed for Europe in great distress for men and provisions. Now was the time to make his way to Cuba; but, instead of that, he called a council of warthe resource of a weak commander,which was followed by its almost invariable result, a contrariety of advice. It was at length concluded that, as Admiral Torres had now sailed for the Havannah, and thus closed the opportunity for its attack, the fleet should take in wood and water at Hispaniola, and make for the continent of New Spain. On the 4th of March the fleet came to anchor in Playa Grande, to the windward of Carthagena.(After the Portrait by Dance, in Greenwich Hospital.)

TWO:Amid these popular outbursts the great body of the Spaniards were calmly organising the country for defence. A junta or select committee was elected in each district, and these juntas established communications with each other all over the land. They called on the inhabitants to furnish contributions, the clergy to send in their church plate to the mint, and the common people to enrol themselves as soldiers and to labour at the fortifications. The Spanish soldiers, to a man, went over to the popular side, and in a few days the whole nation was in arms. The crisis of which Buonaparte had warned Murat was come at once, and the fight in Madrid on the 2nd of May was but the beginning of a war which was to topple the invader from his now dizzy height. This made Buonaparte convene a mock national junta, or Assembly of Notables, to sanction the abdication, and the appointment of Joseph Buonaparte as the new monarch. Joseph entered Madrid on the 6th of June, and proclaimed a new constitution.

Patrick Henry and Thomas Jefferson took the initiative in a measure which would have better suited the character of the religious New Englanders. A fast was ordered on account of the Boston Port Act. The next day, however, being the 25th of May, Lord Dunmore, the governor of the province, dissolved the Assembly. The members, nothing daunted, retired to the "Raleigh" Tavern, and passed a series of resolutions. The chief of these were to purchase nothing of the East India Company, except saltpetre and spices, until their injuries were redressed; to request the members of all Corresponding Committees to take measures for the appointment of members to a General Congress; to summon the new members of the Assembly (the writs for which were already in course of issue) to meet at Williamsburg to elect delegates from that colony to the Congress.このページの先頭です

TWO:Nothing could exceed the indignation of the public at the attempt that was being made by the Court, in league with an intriguing faction, to resist the national will. All classes, high and low, rich and poor, nobles and commoners, Churchmen and Dissenters, were roused into a state of wild excitement and fierce determination. Indignation meetings were everywhere held and threatening resolutions passed. The House of Commons was called upon to stop the supplies; placards were put up in the windows of shops expressing the determination of the inhabitants to pay no taxes. This determination was not confined to the middle classes; men of the highest rank and largest property, such as Lord Milton, told the tax-collector not to call again. A complete and active organisation existed in London for the purpose of stimulating and directing public[351] feeling in the provinces, and obtaining from the people vehement petitions, which poured in to both Houses rapidly, especially to the House of Commons. The political unions were everywhere preparing for actual insurrection. In London meetings were held by day and by night, at which the most violent language was used even by persons of property and rank. The Common Council of London met, and passed resolutions denouncing those who had advised the king not to create peers as enemies of their Sovereign, who had put to imminent hazard the stability of the Throne and the security of the country. A standing committee was appointed to watch the course of events. The feeling excited by these extraordinary proceedings proved, beyond the possibility of doubt, that the whole mercantile and trading classes in the metropolis were prepared to adopt revolutionary measures, if such were necessary, for the attainment of the Reform Bill. Immense numbers of persons who had hitherto considered the proceedings of the National Political union in London too violent, were now, says the Times of the 11th of May, at their own solicitation, admitted members. Similar excitement prevailed throughout the provinces.

TWO:Arnold had meanwhile arranged everything with Washington, at Cambridge, for his expedition. He marched away from Cambridge with twelve hundred men, and on reaching the Kennebec River, one hundred and thirty miles north of Boston, embarked upon it, carrying with him one thousand pounds in money, and a whole cargo of manifestoes for distribution among the Canadians. Thence he had to traverse a terrible wilderness of woods, swamps, streams, and rugged heights, where the men had to carry their boats and provisions on their shoulders, and where, for two-and-thirty days, they saw no house, wigwam, or sign[221] of human life. So extreme were their distresses, that for the last several days they had to live on their own dogs. It was the 3rd of November before they reached the first Canadian settlement on the river Chaudire, which flows into the St. Lawrence opposite to Quebec. They emerged on the river St. Lawrence, at Point Levi, immediately over against Quebec. Could Arnold have crossed immediately, such was the suddenness of the surprise, he probably would have taken the city. But a rough gale was blowing at the time, and for five days he was detained on the right bank of the river by that circumstance and the want of boats. Arnold, nevertheless, managed to cross the river in the night, about a mile and a half above the place where Wolfe had crossed. Finding the cliffs there too high to scale, he followed the shore down to Wolfe's Cove, and ascended the heights just where Wolfe had done so. Like Wolfe, Arnold formed his band on the Heights of Abraham, and, trusting to the belief that the Canadians were in favour of the Americans, proposed to make a dash up to the gates of the city before day broke; but his followers protested against this design. When day dawned, Arnold saw so many men on the walls and batteries that he knew the assault was hopeless, and retired to Point aux Trembles, where he was joined by Montgomery, who took the chief command.

But now Sir James Yeo made a formal and plain-spoken charge against him, and especially for his wicked abandonment of Captain Downie and his squadron to destruction. He was recalled; but it was too late: a natural death had, in the meantime, rescued him from that punishment which he so richly deserved. It could not, however, rescue him from the disgrace which must hang on his memory so long as the history of these transactions remains.
