TWO:A new Ministry was appointed with Prince Schwarzenberg at its head, and on the 2nd of December the Emperor Ferdinand abdicated in favour of his nephew, Francis Joseph, whose father Francis Charles, next in succession, renounced his claim to the throne. The retiring emperor stated that the pressure of events, and the immediate want of a comprehensive reformation[580] in the forms of State, convinced him that more youthful powers were necessary to complete the grand work which he had commenced. The real reason was that Lord Palmerston, who in his private correspondence held the Emperor to be "next thing to an idiot," had been constantly advising him to resign his sceptre into firmer hands. The young Emperor, in his proclamation, expressed his conviction of the value of free institutions, and said that he entered with confidence on the path of a prosperous reformation of the monarchy.He had, however, lost something of his old self-confidence, and the opposition which he had met with from the State, and the alienation of the people, were not exhilarating. Napoleon saw that he must conciliate the French by concessions, but neither his temperament nor his necessities permitted him to do this liberally. He gave nominal freedom to the press, but he bought up the majority of the editors and proprietors; yet, not being able to do this wholly, the opposition spoke bitter things to him and of him, and damaged his cause seriously. He called on Siys, Carnot, and Fouch to assist in framing his constitution; and he gave peerages to Carnot and Siys, and those once stern Republicans accepted them. But, even with their aid, he could not bring himself to grant a free constitution. Nobody believed him to be sincere even in what he did give. The police were as strict as ever, and yet every night the walls of Paris were covered with proclamations of Louis XVIII., forbidding the payment of taxes, and announcing the approach of one million two hundred thousand men.

THREE: Joseph H. Blake, created Lord Wallscourt.In order to enable the revenue to furnish the required million surplus for the Sinking Fund, Pitt found it necessary to propose to extend the excise laws to foreign wine, which had hitherto been under the jurisdiction of the Custom House. He contended that, on a moderate calculation, the sum lost to the revenue by the frauds in the trade in wine amounted to upwards of two hundred and eighty thousand pounds per annum. To remedy this, and to prevent at once smuggling and the adulteration of wine, the excise officers were to have free access to the cellars of all who sold wine, but not into private ones. To abate that repugnance to the law which excise laws awaken in the public mind, Pitt stated that the change would not amount to more than thirteen thousand pounds a year, and that not more than one hundred and seventy additional officers would be required, who could add little to the influence of the Crown, as they were by law incapable of voting at elections. He carried his Bill with little difficulty through the Commons; but in the Lords, Lord Loughborough made a decided set against it, and pointed out one most shameful provision in itnamely, that in case of any suit against an exciseman for improper seizure, a jury was prohibited giving more damages than twopence, or any costs of suit, or inflicting a fine of more than one shilling if the exciseman could show a probable cause for such a seizure. Lord Loughborough declared justly that this was a total denial of justice to the complaint against illegal conduct on the part of excisemen, for nothing would be so easy as for the excise to plead false information as a probable cause. It was a disgraceful infringement of the powers of juries, and Lord Loughborough called on Lord Camden to defend the sacred right of juries as he had formerly done. Camden was compelled to confess that the clause was objectionable; but that to attempt an alteration would destroy the Bill for the present Session, and so it was suffered to pass with this monstrous provision.

  • Concentrations can be controlled within product specifications by the cascade control using the concentrations of concentrated solution and the raw solution supply and also by the arithmetic control of raw solution concentrations, etc. (Result for sugar solutions: 75±0.2wt%)
  • High-viscosity solutions and solutions that may crystallize can also be utilized by installing a propeller in the evaporator as a forced circulation system.
THREE:Fox, on this occasion, also introduced the subject of the Prince of Wales's allowance, who, he contended, had far less than had been granted to a Prince of Wales since the accession of the House of Hanover, that allowance being one hundred thousand pounds a-year; and the present parsimony towards the prince being grossly aggravated by the royal Civil List having been raised, in this reign, from six hundred thousand pounds to nine hundred thousand pounds, and the Privy Purse from six thousand pounds to sixty thousand pounds. Fox's remarks were rendered all the more telling because, when the House went into committee on the finances, Pitt had made a most flourishing statement of the condition of the Exchequer. He took off the taxes which pressed most on the poorer portion of the populationnamely, on servants, the late augmentations on malt, on waggons, on inhabited houses, etc.,to the amount of two hundred thousand pounds and appropriated four hundred thousand pounds towards the reduction of the National Debt. Still blind to the storm rising across the strait of Dover, he declared that these were mere trifles compared with what he should be able to do shortly, for never was there a time when a more durable peace might be expected!

This is a process example of a device that continuously and simultaneously concentrates two types of waste liquid with a single high-efficiency steam compressor.

THREE:
  • By evaporating the steam using a mechanical compressor and reusing it, almost no heating steam is alomost required except the time of start-up, so large energy savings can be expected.
  • By combining with a thin film falling heat exchanger that does not raise the boiling point due to the liquid depth, it is possible to utilize the temperature difference of the compressor at the maximum.
  • Since the residence time and heating time are short and the holding amount is small, starting and stopping can be performed in a short time.
  • It will prevent scale adhesion in the can that the evaporator is divided into two parts, and that the supply of the undiluted solution is alternately switched over a fixed period of time to perform heat concentration.
