THREE: Rt. Hon. Lodge Morris, made a peer.Meanwhile, the Highland army was continuing its retreat. On the 20th of December they left Carlisle, and crossed into Scotland by fording[103] the Esk. On the 26th Lord George entered Glasgow, and Charles, with the other division, on the 27th. At Glasgow the prince and the army lay for seven days to rest, and to levy contributions of all kinds of articles of apparel for the soldiers. On the 3rd of January, 1746, the same day that Cumberland left Carlisle for London, Charles marched his army out of Glasgow, new clad and new shod, for Stirling. The next day he took up his quarters at the house of Bannockburn, and distributed his men through the neighbouring villages, Lord George Murray occupying Falkirk. Lords Strathallan and Drummond soon arrived from Perth with their united force, attended by both battering-guns and engines from France.

THREE:On the 20th of June, when the Bill was in committee of the Peers, the Lord Chancellor urged his objection to the retrospective clause, as unsettling the rights of property. The report being brought up on the 25th, he repeated his objections, and moved that the retrospective clause should be omitted. The motion was negatived. On the 2nd of July, the day fixed for the third reading, his brother, Lord Stowell, made a similar motion, which was also defeated. The Lord Chancellor moved the insertion of a clause for giving validity to deeds, assignments and settlements made by persons having claims on any property affected by the Bill. The Marquis of Lansdowne opposed this clause, which, he said, would give the Bill the effect of declaring children legitimate and yet disinheriting them"of peopling the House of Lords with titled beggars." This clause having been negatived on a division, the Lord Chancellor proposed another to the same effect, with the addition of the words, "for good and valuable consideration." This also was rejected by a majority. This was too much for the temper of Lord Eldon, so long accustomed to have his way in that House. Irritated at being repeatedly thwarted in his efforts, on declaring the numbers he exclaimed with vehemence, "My lords, ten days ago I believed this House possessed the good opinion of the public, as the mediator between them and the laws of the country; if this Bill pass to-night, I hope in God that this House may still have that good opinion ten days hence. But to say the best of this measure, I consider it neither more nor less than a legal robbery, so help me God! I have but a short time to remain with you, but I trust it will be hereafter known that I used every means in my power to prevent its passing into law." Thenceforth the Lord Chancellor became sulky with his colleagues, feeling himself dragged on by their too rapid progress. He was very reluctant to attend their Cabinet meetings, and absented himself whenever he could make any excuse. In reply to a summons from Mr. Peel, the Home Secretary, to attend a meeting on the Alien Act, he answered that he could not possibly attend, adding, "My absence, however, can be of little, and possibly of no consequence." The Session ended on the 6th of August; the Parliament being prorogued by the king in person.

THREE:In the midst of the excitement at Pesth, Count Lamberg was appointed Commander-in-Chief of the Imperial army in Hungary; and a decree appeared at the same time ordering a suspension of hostilities. The Count immediately started for Pesth without a military escort. In the meantime Kossuth had issued a counter-proclamation, in which the appointment of Lamberg was declared to be illegal and null, as it was not countersigned by the Hungarian Minister, according to the Constitution, and all persons obeying him were declared to be guilty of high treason. Unknown assassins, translating this language into action, stabbed the Count to death in the public street (September 28, 1848). The Government of Vienna resolved now to crush the Hungarian insurrection at any cost. A decree was issued by the emperor, who had lately returned to the capital, dissolving the Diet, declaring all its ordinances and acts illegal and void, constituting Jellacic Commander-in-Chief in Hungary and Transylvania, with unlimited powers, and appointing also a new Hungarian Ministry. Kossuth met this by a counter-proclamation, asserting the entire independence of Hungary, and denouncing the Ban and the new Prime Minister as traitors. The power given to Jellacic excited the indignation not only of all Hungarians, but of the citizens of Vienna. They rose the second time, and again forced the Emperor to fly, this time to Olmütz.The whole company caught the royal infection. They vowed to die for the king, as if he were in imminent danger. Cockades, white or black, but all of one colour, were distributed; and it is said the tricolour was trodden under foot. In a word, the whole company was gone mad with champagne and French sentiment, and hugged and kissed each other in a wild frenzy. At this moment a door opened, and the king and queen, leading the dauphin by the hand, entered, and at the sight the tumult became boundless. Numbers flung themselves at the feet of the royal pair, and escorted them back to their apartments.

FORE:Though Buonaparte had been absent, his family had taken care to keep public opinion alive to his importance. His wife, Josephine, lived at great expense, and collected around her all that was distinguished in society. His brother Lucien had become President of the Council of Five Hundred; and Joseph, a man much respected, kept a hospitable house, and did much to maintain the Buonaparte prestige. Talleyrand and Fouch were already in Napoleon's interest, and Bernadotte, now Minister of War, Jourdain, and Augereau, as generals, were prepared to act with him. The Abb Siys, with his perpetual constitution-making, had also been working in a way to facilitate his schemes. He had planned a new and most complicated constitution, known as that of the year Eight, by which the executive power was vested in three Consuls. Of the five Directors Buonaparte left in office, the most active had been removed; Abb Siys had succeeded Rewbell, and two men of no ability, Gohier and Moulins, had succeeded others. Roger Ducos, also in the interest of Buonaparte, made the fifth. All measures being prepared, on the 18th Brumaire, that is, the 10th of November, Buonaparte proceeded to enact the part of Cromwell, and usurp the chief authority of the State, converting the Republic into a military dictatorship. The army had shown, on his return, that they were devoted to his service. Jourdain, Bernadotte, Moreau, and Augereau were willing to co-operate in a coup-de-main which should make the army supreme. He therefore assembled three regiments of dragoons on pretence of reviewing them, and, everything being ready, he proceeded to the Council of Ancients, in which the moderate, or reactionary, party predominated, on the evening of the 10th of November. They placidly gave way in the midst of a most excited debate on the menaced danger, and every member, including Lucien Buonaparte, who was the President, had just been compelled to take an oath to maintain inviolable the Constitution of the year Three, when Napoleon entered, attended by four grenadiers of the Constitutional Guard of the Councils. The soldiers remained near the door, Napoleon advanced up the hall uncovered. There were loud murmurs. "What!" exclaimed the members, "soldiersdrawn swords in the sanctuary of the laws!" They rushed upon him, and seized him by the collar, shouting, "Outlawry! outlawry! proclaim him a traitor!" For a moment he shrank before them, but soon at the instigation of Siys returned, and quietly expelled them. Thus Buonaparte, with an army at his back, was openly dictator. He removed to the Palace of the Luxembourg, and assumed a state little inferior to royalty. He revised the Constitution of the Abb Siys, concentrating all the power of the State in the First Consul, instead of making him, as he expressed it, a personage whose only duties were to fatten, like a pig, upon so many millions a-year. FORE:The Opposition made no objection to the re-election of Onslow as Speaker of the Commons, but they made a determined attack on the Address. Lord Noel Somerset moved that in the Address his Majesty should be desired not to engage this kingdom in a war for the defence of his Hanoverian dominions. This was seconded by Shippen, who declared that he had grown old in the House of Commons only to see all the predictions of his life realised in the management of the nation. Pulteney seemed to be animated by a double portion of patriotic indignation.[78] He reviewed Walpole's whole administration, and accused him, not merely of individual acts of erroneous policy, but of deliberate treachery. The Whigs, elated by this fiery denunciation of the Minister, called for a division; but Pulteney, aware that they had not yet a majority, observed that dividing was not the way to multiply. Walpole, on his part, offered to leave out the paragraph thanking his Majesty for his royal care in prosecuting the war with Spain; but this was only regarded as a proof of conscious weakness, and Pulteney proceeded to charge Walpole with purposely ruining the nation to serve the Pretender. This called Walpole up, and he defended himself with all his accustomed self-command and ability. He retorted the charges of serving the Pretender on his enemies, and these with real grounds. He referred to Chesterfield's recent visit to the Pretender's Court at Avignon. He asked, as he had done before more than once, whether he, as Minister, had raised the war in Germany, or advised the war with Spain? Whether he was amenable for the deaths of the late Emperor and the King of Prussia, which opened up all these complications? Whether the lawless ambition of Frederick, and the war between Sweden and Russia, were chargeable on him? He offered to meet the Opposition on the question of the state of the nation, if they would name a day. This challenge was accepted, and the 21st of January, 1742, was fixed upon. FORE:As to the silk and wool trades, in the ten years preceding 1824 the quantity of raw and thrown silk used by our manufacturers was on an average of 1,882,311 lbs. per annum. In the ten succeeding years the average was nearly double, viz. 95 per cent. higher; and in the sixteen years which ended in 1849 there was an increase of 120 per cent. over the quantity used under the restrictive system. According to the report of the inspectors of factories, there were, in 1835, 231 silk factories in England, six in Scotland, and one in Ireland. The total number of females thus employed was over 20,000, and the total number of both sexes was about 31,000. The total number of woollen and worsted factories at work in 1835 was returned by the inspectors of factories as being 1,313, showing an increase of ten per cent. in four years. The total number of persons employed in them in 1835 was 71,274, on which there was an increase of twenty per cent. up to 1839. There was a general depression in the price of British wool, in consequence of which a Committee of the House of Commons was appointed to inquire into the causes. From the evidence which they received, it appeared that the actual number of sheep in England and Wales had increased one-fifth since the year 1800, when it was 19,000,000, yielding about 95,000,000 lbs. of wool, or about five pounds[419] for each fleet. It was estimated that the quantity used for manufacturing purposes increased during the first half of the nineteenth century by 115 per cent. Yorkshire is the chief seat of the woollen manufacture, and the best proof of its progress, perhaps, is presented in the state of the population, which in the whole of the West Riding increased during the first forty years of the century at the rate of 104 per cent. At the census of 1801 it was 563,953, while the census of 1841 showed it to be 1,154,101.He had, however, lost something of his old self-confidence, and the opposition which he had met with from the State, and the alienation of the people, were not exhilarating. Napoleon saw that he must conciliate the French by concessions, but neither his temperament nor his necessities permitted him to do this liberally. He gave nominal freedom to the press, but he bought up the majority of the editors and proprietors; yet, not being able to do this wholly, the opposition spoke bitter things to him and of him, and damaged his cause seriously. He called on Siys, Carnot, and Fouch to assist in framing his constitution; and he gave peerages to Carnot and Siys, and those once stern Republicans accepted them. But, even with their aid, he could not bring himself to grant a free constitution. Nobody believed him to be sincere even in what he did give. FORE:In the midst of these cabals died the Regent, and Townshend, acting with Walpole, sent over Walpole's brother Horace to watch their interests at Paris. Carteret, on the other hand, ordered Sir Luke Schaub to make every exertion for the grant of the dukedom. On the arrival of Horace Walpole, Bolingbroke, obeying the impulses of the courtier and not of the man, immediately waited on him, and placed all his influence at the French Court at his service; but Walpole, who had an invincible repugnance to Bolingbroke, whilst he availed himself of the advantages offered by Bolingbroke, still kept him at a great and stately distance. Undeterred by this conduct, however, Bolingbroke swallowed his mortification, and continued to keep his eye and his hope on the Walpole Ministry. Unassisted by Bolingbroke, the dukedom could not be obtained; but George reconciled Madame Platen to the match by giving her daughter a portion of ten thousand pounds. He found an excellent successor to Lord Eldon, as Chancellor, in Sir John Copley, the Master of the Rolls, who was created Lord Lyndhurst. The new Master of the Rolls was Sir John Leech, the Attorney-General Sir James Scarlett, and the Solicitor-General Sir N. Tindal.
