FORE:The very day that Lord Cornwallis had marched from Wilmington, Lord Rawdon was bravely fighting with Greene at Hobkirk's Hill, in South Carolina. Greene had not ventured to attack Lord Cornwallis; but he thought he might, by diverting his course into South Carolina, induce him to follow, and thus leave exposed all North Carolina to Wayne and Lafayette, as well as all his important posts in the upper part of North Carolina. Greene failed to draw after him Cornwallis, but he sat down at Hobkirk's Hill, about two miles from the outposts of Lord Rawdon's camp at Camden. Lord Rawdon, hearing that Greene was waiting to be reinforced by troops under Lieutenant-Colonel Lee, did not give him time for that. He marched out of Camden, at nine o'clock in the morning, on the 25th of April, and quietly making a circuit through some woods, he came upon Greene's flank, and drove in his pickets before he was perceived. Startled from his repose, Greene sought to return the surprise by sending Colonel Washington, a nephew of the American commander-in-chief, with a body of cavalry, to fall on Rawdon's rear, as he was passing up the hill. But Rawdon was aware of this man?uvre, and prevented it, still pressing up Hobkirk's Hill, in the face of the artillery, charged with grape-shot. Greene's militia fled[281] with all speed, and Rawdon stood triumphant on the summit of the hill, in the centre of Greene's camp. But the success was not followed up, owing to the insufficiency of the English troops, and Greene was able, without risking another engagement, to compel Rawdon to retire to Charleston. The American general encamped on the Santee Hills until September, when he descended on Colonel Stewart, who had succeeded Rawdon. After a severe struggle at Eutaw Springs on the 8th of September, Stewart retired to Charleston Neck, and all Georgia and South Carolina were lost to the English, with the exception of Charleston and Savannah. Meanwhile, Lord Cornwallis only allowed himself three days' rest at Presburg; he marched thence, on the 24th of May, in quest of Lafayette, who was encamped on the James River. Cornwallis crossed that river at Westover, about thirty miles below Lafayette's camp, and that nimble officer retreated in all haste to join General Wayne, who was marching through Maryland with a small force of eight hundred Pennsylvanians. Lafayette and Wayne retreated up the James River, and Cornwallis pursued his march to Portsmouth. There he received an order from Sir Henry Clinton, desiring him to look out for a position where he could fortify himself, and at the same time protect such shipping as might be sent to the Chesapeake to prevent the entrance of the French. Cornwallis fixed on York Town, on York River, and there, and at Gloucester, in its vicinity, he was settled with his troops by the 22nd of August. Sir Henry Clinton wrote, intimating that he should probably send more troops to the Chesapeake, as there was a probability that Washington and Rochambeau, giving up the attack of New York, would make a united descent on York Town. Wayne and Lafayette were already continually increasing their forces above York Town; but any such reinforcements by Sir Henry were prevented by the entrance of the Comte de Grasse, with twenty-eight sail of the line and several frigates, into the Chesapeake, having on board three thousand two hundred troops, which he had brought from the West Indies. These troops he landed, and sent, under the Marquis de St Simon, to join Lafayette, much to his delight.[See larger version]

FORE:[See larger version]On the 16th of April Parliament was dissolved and the elections were conducted with immense party heat. Each side did all in its power, by fair means and foul, to increase its adherents. Sir Robert used the persuasives for which he became so famous, that he boasted "every man had his price," and if we are to believe the journals of the day, the Opposition were not at all behind him, as far as their ability went. They made ample use, too, of the Septennial Act, the Riot Act, the Excise scheme, and the unrecompensed commercial claims on Spain. They declared the neutrality preserved under such circumstances disgraceful to the country, though they would have been the first to have denounced Ministers had they gone to war. They gained several seats, but when the Parliament met in January, 1735, it was soon discovered that, though less, the majority was as steady as ever, and the Opposition having tried their strength against it for a few times, became greatly depressed for a while. Bolingbroke quitted the country, and settled himself at Chanteloup, in Lorraine.
THREE:Before there was any declaration of war, the King of France, on the 18th of March, issued an[255] order to seize all British ships in the ports of that kingdom; and, nine days afterwards, a similar order was issued by the British Government as to all French ships in their harbours. The first act of hostility was perpetrated by Admiral Keppel. He had been appointed first Admiral on the earliest news of the treaty of France with America; and, being now in the Channel with twenty ships of the line, he discovered two French frigates, La Licorne and La Belle Poule, reconnoitring his fleet. Not troubling himself that there had been no declaration of war, Keppel ordered some of his vessels to give chase; and, on coming up with the Licorne, a gun was fired over her, to call her to surrender; and the Frenchman struck his colours, but not before he had poured a broadside into the America, commanded by Lord Longford, and wounded four of his men. The "saucy" Arethusa, famed in song and story, in the meantime, had come up with the Belle Poule, and, after a desperate action, drove her in amongst the rocks, whilst the Arethusa herself was so disabled as to require towing back to the fleet. A schooner and a French frigate were soon afterwards taken; and, finding on board these vessels papers stating that the fleet in Brest harbour consisted of thirty-two sail of the line and ten or twelve frigates, Keppel returned to Portsmouth for reinforcements.

THREE:But in the midst of all this strife and turmoil the work of real amelioration steadily proceeded. The tithe proctor system was a great and galling grievance to Protestants as well as Roman Catholics, but especially to the latter, who constituted the mass of the tillers of the soil. Such an odious impost tended to discourage cultivation, and throw the land into pasture. The Tithe Commutation Act was therefore passed in order to enable the tenant to pay a yearly sum, instead of having the tenth of his crop carried away in kind, or its equivalent levied, according to the valuation of the minister's proctor. It was proposed to make the Act compulsory upon all rectors, but this was so vehemently resisted by the Church party that it was left optional. If the measure had been compulsory, the anti-tithe war, which afterwards occurred, accompanied by violence and bloodshed, would have been avoided. It was, however, carried into operation to a large extent, and with the most satisfactory results. Within a few months after the enactment, more than one thousand applications had been made from parishes to carry its requirements into effect. In 1824, on the motion of Mr. Hume for an inquiry into the condition of the Irish Church Establishment, with a view to its reduction, Mr. Leslie Foster furnished statistics from which it appeared that the proportion of Roman Catholics to Protestants was four to one. In Ulster, at that time, the Roman Catholic population was little more than half the number of Protestants.In America, such was the state of things, that a British commander there, of the slightest pretence to activity and observation, would have concluded the war by suddenly issuing from his winter quarters, and dispersing the shoeless, shirtless, blanketless, and often almost foodless, army of Washington. His soldiers, amounting to about eleven thousand, were living in huts at Valley Forge, arranged in streets like a town, each hut containing fourteen men. Such was the destitution of shoes, that all the late marches had been tracked in bloodan evil which Washington had endeavoured to mitigate by offering a premium for the best pattern of shoes made of untanned hides. For want of blankets, many of the men were obliged to sit up all night before the camp fires. More than a quarter of the troops were reported unfit for duty, because they were barefoot and otherwise naked. Provisions failed, and on more than one occasion there was an absolute famine in the camp. It was in vain that Washington sent repeated and earnest remonstrances to Congress; its credit was at the lowest ebb. The system of establishing fixed prices for everything had totally failed, as it was certain to do; and Washington, to prevent the total dispersion of his army, was obliged to send out foraging parties, and seize provisions wherever they could be found. He gave certificates for these seizures, but their payment was long delayed, and, when it came,[248] it was only in the Continental bills, which were fearfully depreciated, and contrasted most disadvantageously with the gold in which the British paid for their supplies.

THREE:The next step in the increase of means of traffic was the construction of canals. The rivers had previously been rendered more navigable by removing obstructions, deepening channels, and making good towing-paths along their banks; but now it was projected to make artificial rivers. In this scheme, Richard Brindley, under the patronage of the Duke of Bridgewater, was the great engineer; and his intrepid genius dictated to him to carry these canals over hills by locks, over rivers by aqueducts, and through the heart of hills by tunnels. These enterprises at that moment appeared, to the ordinary run of civil engineers, as rash experiments, which were sure to prove abortive. As all new ideas are, these ideas, now so commonplace, were ridiculed by the wise ones as little short of madness. Mr. Brindley's first great work was the formation of the Duke of Bridgewater's canal, from Worsley to Manchester. In this he at once proved all his plans of locks, tunnels, and aqueducts. He conducted his canal by an aqueduct over the river Irwell, at an elevation of thirty-nine feet; and those learned engineers who had laughed at the scheme as "a castle in the air," might now see boats passing over the river at that height with the greatest ease, while other boats were being drawn up the Irwell against the stream and under the aqueduct with five times the labour. At Worsley the canal was conducted into the very heart of the coal-mine by a tunnel, with branches, which conducted the boats up to the different parts of the[191] mine, so that the coal could be loaded on the spot where it was dug. The immediate effect of this canal was to reduce coals in Manchester to half the former price; and the canal being extended so as to connect it with the Mersey, at Runcorn, it reduced the freight of goods from Manchester to Liverpool to the same extent, from twelve shillings to six shillings per ton, the land carriage having been forty shillings. Brindley was next engaged to execute the Grand Trunk Canal, which united the Trent and Mersey, carrying it through Birmingham, Chesterfield, and to Nottingham. This was commenced in 1766, and exhibited further examples of his undaunted skill, and, as he had been laughed at by the pedants of the profession, he now in his turn laughed at their puny mediocrity. One of his tunnels, at Harecastle Hill, in Staffordshire, was two thousand eight hundred and eighty yards long, twelve feet wide, nine high, and in some parts seventy yards below the surface of the ground. This tunnel, after half a century's use, was found too confined for the traffic, and a new one, much wider, was made by Telford. By this time the art of tunnelling had made great progress, and whilst Brindley required eleven years to complete his tunnel, Telford made his much larger one in three. Many causes intervened to check for a time the progress of canals, so that from 1760 to 1774 only nineteen Acts were passed for them; but in the two years of 1793 and 1794 no fewer than thirty-six new Bills were introduced to Parliament, with others for extending and amending rivers, making altogether forty-seven Acts, the expenditure on the canals of these two years' projection amounting to five million three hundred thousand pounds. The work now went on rapidly, and investments in canal shares exhibited at that day, in miniature, the great fever of railway speculation at a later period. Lines of canals were made to connect the Thames, the Tweed, the Severn, and the Mersey; so that the great ports of London, Liverpool, Hull, and Bristol were connected by them, and put into communication with nearly all the great inland manufacturing towns. In 1779 a ship-canal was completed from the Forth to the Clydea work proposed as early as the reign of Charles II. This canal, thirty-five miles in length, had thirty-nine locks, which carried the canal to a height of one hundred and fifty-six feet above the sea, and it crossed the river Kelvin by an aqueduct eighty-three feet from the bed of the river to the top of the masonry. A few years later a much larger ship-canal united Gloucester to the Severn, and wonderfully increased the trade and growth of that city.

THREE:LONDON BRIDGE IN 1760.One of the most appalling of the narratives sent to the Central Committee of the Society of Friends was Mr. William Bennet's account of his journey in Ireland. He left Dublin on the 12th of January, and proceeded by coach to Longford, and thence to Ballina, from which he penetrated into remote districts of the county Mayo. In the neighbourhood of Belmullet he and his companion visited a district which may serve as a representation of the condition of the labouring class generally in the mountainous and boggy districts, where they burrowed and multiplied, more like a race of inferior animals than human beings. "Many of the cabins," wrote Mr. Bennet, "were holes in the bog, covered with a layer of turf, and not distinguishable as human habitations from the surrounding moors, until close down upon them. The bare sod was about the best material of which any of them were constructed. Doorways, not doors, were provided at both sides of the latter, mostly back and front, to take advantage of the way of the wind. Windows and chimneys, I think, had no existence. A second apartment or partition of any kind was exceedingly rare. Furniture properly so called, I believe, may be stated at nil. I cannot speak with certainty, and wish not to speak with exaggeration, we were too much overcome to note specifically; but as far as memory serves, we saw neither bed, chair, nor table at all. A chest, a few iron or earthen vessels, a stool or two, the dirty rags and night coverings, formed about the sum total of the best-furnished. Outside many were all but unapproachable from the mud and filth surrounding them; the scene inside is worse, if possible, from the added closeness, darkness, and smoke.... And now language utterly fails me in attempting to depict the state of the wretched inmates.... We entered a cabin. Stretched in one dark corner, scarcely visible from the smoke and rags that covered them, were three children huddled together, lying there because they were too weak to rise, pale and ghastly; their little limbs, on removing a portion of the covering, perfectly emaciated; eyes sunk, voice gone, and evidently in the last stage of actual starvation. Crouched over the turf embers was another form, wild and all but naked, scarcely human in appearance. It stirred not nor noticed us. On some straw, soddened upon the ground, moaning piteously, was a shrivelled old woman, imploring us to give her something, baring her limbs partly to show how the skin hung loose from her bones, as soon as she attracted our attention. Above her, on something like a ledge, was a young woman with sunken cheeks, a mother, I have no doubt, who scarcely raised her eyes in answer to our inquiries; but pressed her hand upon her forehead, with a look of unutterable anguish and despair.... Every infantile expression had entirely departed; and, in some, reason and intelligence had evidently flown. Many were remnants of families, crowded together in one cabin; orphaned little relatives taken in by the equally destitute, and even strangersfor these poor people are kind to each other, even to the end. In one cabin was a sister, just dying, lying beside her little brother, just dead. I have worse than this to relate; but it is useless to multiply details, and they are, in fact, unfit."
