ONE:As in the whole history of the world, perhaps, so great a calamity as the Irish famine never called for sympathy and relief, so never was a more generous response elicited by any appeal to humanity. The Government and the Legislature did all that was possible with the means at their disposal, and the machinery that already existed, or could be hastily constructed, to meet the overwhelming emergency. The newly established Poor Law system, though useful as far as it went, was quite inadequate to meet such great distress. It had been passed while the country was comparatively prosperous, and contained no provision for such a social disorganisation as this famine. By the Acts of 1 and 2 Victoria, c. 56, no outdoor relief whatever could be given in any circumstances. The size of the unions was also a great impediment to the working of the Poor Law. They were three times the extent of the corresponding divisions in England. In Munster and[544] Connaught, where there was the greatest amount of destitution and the least amount of local agency available for its relief, the unions were much larger than in the more favoured provinces of Ulster and Leinster. The union of Ballina comprised a region of upwards of half a million acres, and within its desert tracts the famine assumed its most appalling form, the workhouse being more than forty miles distant from some of the sufferers. As a measure of precaution, the Government had secretly imported and stored a large quantity of Indian corn, as a cheap substitute for the potato, which would have served the purpose much better had the people been instructed in the best modes of cooking it. It was placed in commissariat dep?ts along the western coast of the island, where the people were not likely to be supplied on reasonable terms through the ordinary channels of trade. The public works consisted principally of roads, on which the people were employed as a sort of supplement to the Poor Law. Half the cost was a free grant from the Treasury, and the other half was charged upon the barony in which the works were undertaken. The expense incurred under the Labour Rate Act, 9 and 10 Victoria, c. 107," amounted to 4,766,789. It was almost universally admitted, when the pressure was over, that the system of public works adopted was a great mistake; and it seems wonderful that such grievous blunders could have been made with so many able statesmen and political economists at the head of affairs and in the service of the Government. The public works undertaken consisted in the breaking up of good roads to level hills and fill hollows, and the opening of new roads in places where they were not requiredwork which the people felt to be useless, and which they performed only under strong compulsion, being obliged to walk to them in all weathers for miles, in order to earn the price of a breakfast of Indian meal. Had the labour thus comparatively wasted been devoted to the draining, subsoiling, and fencing of the farms, connected with a comprehensive system of arterial drainage, immense and lasting benefit to the country would have been the result, especially as works so well calculated to ameliorate the soil and guard against the moisture of the climate might have been connected with a system of instruction in agricultural matters of which the peasantry stood so much in need, and to the removal of the gross ignorance which had so largely contributed to bring about the famine. As it was, enormous sums were wasted. Much needless hardship was inflicted on the starving people in compelling them to work in frost and rain when they were scarcely able to walk, and, after all the vast outlay, very few traces of it remained in permanent improvements on the face of the country. The system of Government relief works failed chiefly through the same difficulty which impedes every mode of relief, whether public or privatenamely, the want of machinery to work it. It was impossible suddenly to procure an efficient staff of officers for an undertaking of such enormous magnitudethe employment of a whole people. The overseers were necessarily selected in haste; many of them were corrupt, and encouraged the misconduct of the labourers. In many cases the relief committees, unable to prevent maladministration, yielded to the torrent of corruption, and individual members only sought to benefit their own dependents. The people everywhere flocked to the public works; labourers, cottiers, artisans, fishermen, farmers, men, women, and childrenall, whether destitute or not, sought for a share of the public money. In such a crowd it was almost impossible to discriminate properly. They congregated in masses on the roads, idling under the name of work, the really destitute often unheeded and unrelieved because they had no friend to recommend them. All the ordinary employments were neglected; there was no fishing, no gathering of seaweed, no collecting of manure. The men who had employment feared to lose it by absenting themselves for any other object; those unemployed spent their time in seeking to obtain it. The whole industry of the country seemed to be engaged in road-making. It became absolutely necessary to put an end to it, or the cultivation of the land would be neglected. Works undertaken on the spur of the momentnot because they were needful, but merely to employ the peoplewere in many cases ill-chosen, and the execution equally defective. The workers, desirous to protect their employment, were only anxious to give as little labour as possible, in which their overlookers or gangers in many cases heartily agreed. The favouritism, the intimidation, the wholesale jobbing practised in many cases were shockingly demoralising. The problem was to support 2,000,000 or 3,000,000 of destitute persons, and this was in a great measure effected, though at an enormous cost to the empire.FREE TRADE HALL, MANCHESTER. The British fleets were everywhere busy attacking[174] the Spanish colonies, and cutting off the Spanish ships at sea. A fleet had been dispatched, under Admiral Rodney, at the latter end of the last year, against Martinique, carrying nearly twelve thousand men, commanded by General Monckton. They landed on the 7th of January at Cas de Navires, besieged and took Port Royal, the capital, St. Pierre, and, finally, the whole island. This was followed by the surrender of St. Vincent, Grenada, and St. Lucia, so that the English were now masters of the whole of the Caribbees. A portion of this squadron, under Sir James Douglas, then proceeded to join an expedition, which sailed from Portsmouth on the 5th of March; the fleet commanded by Admiral Sir George Pococke, and the army by the Earl of Albemarle. The squadron arrived before Havana on the 4th of JuneKing George's birthdayand effected a landing without much difficulty.During this period Richard Bentley, Master of Trinity College, Cambridge, and archdeacon of Ely, figures prominently as one of the most profound classical scholars that Great Britain has produced, and, at the same time, as one of the most quarrelsome, arrogant, and grasping of men. The circumstance which made the most noise in his career was his controversy with the Hon. Charles Boyle regarding the authenticity of the Epistles of Phalaris and the Fables of ?sop. In this dispute he had to contend with Drs. Atterbury, French, King, and Smallridge, who made the reply to him in their "Examination of Bentley's Dissertation on the Epistles," in the name of Boyle. Swift also attacked him in "The Battle of the Books." The controversy made an immense noise at the time, and Bentley completely proved his assertion, that both the Epistles of Phalaris and the Fables of ?sop, in their present form, are spurious. The services of Bentley in publishing corrected editions of various classical works are of no ordinary kind. Amongst the authors who have received the benefit of his critical touches are Aristophanes, Cicero, Menander, Philemon, Horace, Nicander, Ph?drus, and Homer. In his editions of Horace and Homer, however, he laid himself open to severe criticism by his rash and arbitrary emendations of the text, and still more so by his edition of Milton's "Paradise Lost," from the same cause. In this case he showed that he was as deficient in the Italian and romantic learning, which Milton had made himself master of, as he was great in his own classical field. Bentley displayed himself as a theologian of great distinction by his refutation of Collins's "Discourse of Freethinking," and his lectures at Oxford in defence of the Christian religion.

TWO:Meanwhile, Frederick of Prussia was waging a tremendous war with France, Russia, and Austria. To disable Austria before her allies could come up to her aid, he suddenly, in April, made an eruption into Bohemia. His army threaded the defiles of the mountains of the Bohemian frontier in different divisions, and united before Prague, where Marshal Braun and Prince Charles of Lorraine met him with eighty thousand men, his own forces amounting to about seventy thousand. A most obstinate and sanguinary conflict took place, which continued from nine in the morning till eight at night, in which twenty-four thousand Austrians were killed, wounded, or taken prisoners, and eighteen thousand Prussians. The Prussians were destitute of pontoons to cross the Moldau, or their writers contend that not an Austrian would have escaped. But Marshal Daun advancing out of Moravia with another[128] strong army, to which sixteen thousand of the fugitives from Prague had united themselves, Frederick was compelled to abandon the siege of Prague, and march to near Kolin, where he was thoroughly defeated by Daun, with a loss of thirteen thousand of his bravest troops.Rodney, who was still commanding in the West Indies, had been on the look-out for De Grasse, but, missing him, he had dispatched Sir Samuel Hood after him, supposing that he had made for New York. Hood had with him fourteen ships of the line, and, arriving at Sandy Hook on the 28th of August, he found that De Grasse had then sailed for the Chesapeake. Admiral Arbuthnot had been replaced by Admiral Graves, but Graves had only seven ships of the line, and of these only five fit for action. Taking the chief command, with these twenty-one ships Graves set sail for the Chesapeake, with Hood as second in command. There, on the 5th of September, he discerned the fleet of De Grasse at anchor, just within the Capes of Virginia, and blocking up York River with his frigates. Graves had his nineteen ships, De Grasse twenty-eight, and Nelson could have desired nothing better than such a sight in the narrow waters of the Chesapeake: not a ship would have escaped him; but Graves was no Nelson, and allowed De Grasse to cut his cables and run out to sea. There, indeed, Graves attacked him, but under infinitely greater disadvantages, at four o'clock in the afternoon. The night parted them, and De Grasse returned to his old anchorage in the Chesapeake, and Graves sailed away again for New York.

TWO:[See larger version]As the wind was light, the British vessels set their studding-sails, and bore down steadily on the enemy. There were of the British twenty-seven sail of the line, four frigates, one schooner, and one cutter. Of the French and Spaniards there were thirty-three sail of the line, five frigates, and two brigs; but the French vessels were in far superior condition to the old weather-worn ones of Nelson. The French had two thousand six hundred and twenty-six guns, Nelson two thousand one hundred and forty-eight. Collingwood's line first came into contact with the enemy in the Royal Sovereign, and was speedily in the midst of a desperate conflict. It was some time before Nelson's line got up, and Collingwood, amid the din of cannon and the crash of spars, turned to his captain, and said, "Rotherham, what would not Nelson give to be here?" It was just past twelve o'clock at noon as Collingwood's vessel came to close quarters with the Spanish flagship, Santa Anna, and it was more than a quarter of an hour before Nelson's ship came close up to the stupendous four-decker Spaniard, the Santissima Trinidad. He was soon in a terrible contest not only with this great ship, but with the Bucentaure, of eighty guns, the Neptune, of eighty guns, and the Redoubtable, of seventy-four guns. The Victory and Redoubtable were fast entangled together by their hooks and boom-irons, and kept up the most destructive fire into each other with double-shotted cannon. Both ships took fire; that in the Victory was extinguished, but the Redoubtable finally went down. But it was from the mizen top-mast of this vessel that one of the riflemen marked out Nelson by his stars, and shot him down. He fell on the deck, on the spot where his secretary, John Scott, had fallen dead just before. Captain Hardy, to whom Nelson had shortly before said, "Hardy, this is too warm work to last long," stooped, and observed that he hoped that he was not severely wounded. He replied, "Yes, they have done for me at last, Hardy." Hardy said he hoped not. "Yes," he answered; "my back-bone is shot through." He was carried down to the cock-pit, amongst the wounded and the dying, and laid in a midshipman's berth. The ball was found to have entered the left shoulder and to have lodged in the spine; the wound was mortal. For an hour the battle went on in its terrible fury, as the dying hero lay amid those expiring or wounded around him. He often inquired for Captain Hardy, but Hardy found it impossible, in the midst of one of the fiercest and most mortal strifes that ever was wagedthe incessant cannonades sweeping away men, masts, tackle at every momentto go down. When he was able to do it, Nelson asked how the battle went. Hardy replied, "Well, fourteen or fifteen vessels had struck." "That is well," said Nelson; "but I bargained for twenty." He then told Hardy to anchor, foreseeing that a gale was coming on; and Hardy observed that Admiral Collingwood would now take the command. At this the old commander blazed forth in the dying man for a moment. He endeavoured to raise himself in the bed, saying, "Not while I live, Hardy! No, do you anchor!" And he bade Hardy signal to the fleet this order. His last words were again to recommend Lady Hamilton and his daughter to his country, and to repeat several times, "Thank God, I have done my duty!"
FORE:The Government at once sent Dr. Lindley and Dr. Playfair, two men of science, to Ireland, in the hope that they might be able to suggest remedies for staying the progress of the disease, or preserve that portion of the crop which was still untainted; and the consular agents in different parts of Europe and of America were directed to make inquiries and endeavour to obtain a supply of sound potatoes for seed; indeed, the seed question was even more important than that more immediately pressing one, of how the people were to be fed. In addition to this, early in October, they secretly gave orders for the purchase abroad of 100,000 worth of Indian corn, to be conveyed to Irish ports for distribution among the people. These measures, however, proved of little avail, and meanwhile it grew evident that in a great portion of the United Kingdom a famine was inevitable, which could not fail to influence the price of provisions of all kinds elsewhere. During this time it became known that the harvest, about which opinions had fluctuated so much, would be[518] everywhere deficient. The friends of Sir Robert Peel in the Cabinet who shared his Free Trade tendencies knew then how impossible it was that the already tottering system of the Corn Laws could be any longer maintained. The Ministers had scarcely reached the country seats in which they looked for repose after the labours of the Session, ere the cry of "Open the ports!" was raised throughout the kingdom; but except three, none of them took his view of the gravity of the crisis. All knew that the ports once open, public opinion would probably for ever prevent the reimposition of the duties, and the majority of the Cabinet for a time still adhered to their Protectionist principles.

"To call Parliament together on the 27th instant, to ask for indemnity and a sanction of the order by law.Whilst the debate was proceeding, great crowds gathered round the House, and became even more numerous and more agitated. Walpole, irritated by the persuasion that these throngs were collected by the arts of the Opposition, threw out a remark which he afterwards deeply repented. He said gentlemen might call themselves what they liked, but he knew whom the law called "Sturdy Beggars." This phrase, carried out of doors, highly incensed the crowd, who considered that it was meant to cast contempt on the people at large. At two o'clock in the morning, and after thirteen hours' debate, on division there appeared two hundred and sixty-six for the measure, and two hundred and five against. The great increase of the minority struck Walpole with surprise and alarm.In the face of such facts it was clear that something must be done, even by a Protectionist Ministry, to diminish the effect of the growing belief that bad legislation was at the bottom of the country's difficulties. In the spring men had looked eagerly for the Budget of the new Ministry. It had been bitterly remarked that at the time when Parliament was prorogued there were nearly 21,000 persons in Leeds whose average earnings were only 11-3/4 d. per weekthat in one district in Manchester alone a gentleman had visited 258 families, consisting of 1,029 individuals, whose average earnings were only 7? d. per head a week; and that while millions were in this deplorable condition, the duty on wheat stood at 24s. 8d. a quarter, and Sir Robert Peel and his colleagues demanded four months' leisure at their country abodes before they would permit the Legislature to take the distress of the people into consideration. At length came the meeting of Parliament, at which the Queen in person read the Speech prepared by her Ministers. It acknowledged with deep regret "the continued distress in the manufacturing districts," and that the sufferings and privations which had resulted from it had been "borne with exemplary patience and forbearance." Finally, her Majesty recommended to the consideration of both Houses "the laws which affect the import of corn and other articles." What was the intention of the Ministers was not then known; but it was already understood that, unlike their rivals, who had proposed a fixed duty, the new Government would attempt some modification of the sliding scale. In the account of these transactions which Sir Robert Peel left to be published by his executors after his death, he says:"One of the first acts of the Government over which I presided (the Government of August, 1841) was to propose a material change in the Corn Law of 1828. I brought the subject under the consideration of my colleagues by means of written memoranda, in preference to proposals made verbally. In the first of these memoranda I recommended my colleagues to undertake the revision of the Corn Laws of 1828, as an act of the Government. In the second, after I had procured their assent to the principle of revision, I submitted a proposal in respect to the extent to which such revision should be carried, and to the details of the new law." Then were seen the first symptoms of that estrangement from his party which reached its climax in 1846. Glaring as was the necessity for change, and evident as it was, even to the body of the landowners, that they must choose between the mild reform of Peel and the more objectionable measure of his antagonists, there were members of the Cabinet who would still have held out for no concession. The Duke of Buckingham retired from the Ministry, and the Duke of Richmond refused to allow his son to move the Address.Grenville, chagrined as he was, still clung to the Government, and called in the Duke of Bedford as President of the Council, Lord Sandwich as Secretary of State. Lord Hillsborough succeeded Lord Shelburne at the Board of Trade. Such was the Government which was to supersede the necessity of Pitt; Lord Chesterfield declaring that they could not meet the Parliament, for that they had not a man in the Commons who had either abilities or words enough to call a coach.
