THREE:A fresh war had broken out with us in India. Tippoo Sahib had resumed hostilities. He conceived the idea of obtaining the aid of an army from France, and of thus driving us, according to his vow, entirely out of India. He opened communications with M. du Fresne, the Governor of Pondicherry, which Britain had very imprudently restored to France at the peace after the American war. M. Leger, civil administrator in England, brought Tippoo's proposals to Paris. Louis replied to the proposal that the matter too keenly reminded him of the endeavour to destroy the power of Britain in America, in which advantage had been taken of his youth, and which he should never cease to regret. He had learned too deeply the severe retribution which the propagation of Republicanism had brought upon him. But, without waiting the arrival of the hoped-for French troops, Tippoo had broken into the territories of the British ally, the Rajah of Travancore, and by the end of 1789 had nearly overrun them. Lieutenant-Colonel Floyd, suddenly attacked by Tippoo with an overwhelming force, had been compelled to retire before him, with severe losses amongst his sepoys. But General Medows advanced from Trichinopoly with fifteen thousand men, and following nearly the route so splendidly opened up by Colonel Fullarton, took several fortresses. Tippoo retreated to his capital, Seringapatam; but there he again threatened Madras; and General Medows was compelled to make a hasty countermarch to prevent that catastrophe. In the meantime, General Abercrombie landed at Tellicherry with seven thousand five hundred men from the presidency of Bombay; took from the Mysoreans all the places which they had gained on the Malabar coast; restored the Hindoo Rajahs, who, in turn, helped him to expel the forces of Tippoo from the territories of the Rajah of Travancore, who was completely re-established. This was the result of the war up to the end of the year 1790; but Tippoo still menaced fresh aggressions.

THREE:Lord Castlereagh, in recounting the aid given by Great Britain to the sovereigns of the Continent in this grand effort to put down the intolerable military dominance of Buonaparte, drew a picture of expenditure such as no country had presented since the commencement of history. He said that the nations of the north of Europe were so exhausted by their former efforts, that not one of them could move without our aid; that this year alone we had sent to Russia two million pounds; to Prussia two million pounds; to Austria one million pounds in money, and one hundred thousand stand of arms; to Spain two million pounds; to Portugal one million pounds; to Sicily four hundred thousand pounds. By these aids Russia had been able to bring up men from the very extremities of the earth, and Prussia to put two hundred thousand men into the field. We had sent during the year five hundred thousand muskets to Spain and Portugal, and four hundred thousand to other parts of the Continent. There was something sublime in the contemplation of one nation, by the force of her wealth and her industry, calling together the armies of the whole world to crush the evil genius of the earth.Until the beginning of the nineteenth century the state of mathematical science was very low in England. The commencement of a better era originated with Woodhouse at Cambridge and Playfair in Edinburgh, by both of whom the Continental methods were introduced into the studies of their respective Universities. About 1820 the translation of La Croix's "Differential Calculus," superintended by Sir John Herschel and Dean Peacock, came into use as a text-book. Soon afterwards the writings of Laplace and Poisson were generally read in the Universities; and a few men of active and daring minds, chiefly of the Cambridge school, such as Professor Airy and Sir John Lubbock, grappled with the outstanding difficulties of physical astronomy; whilst a larger number applied themselves to the most difficult parts of pure analysis, and acquired great dexterity in its use, in the solution of geometrical and mechanical problems.

THREE:Refused in this quarter, the people proceeded to hold a meeting without such sanction, and invited Mr. "Orator" Hunt to go down and take the chair. Perhaps they could not have selected a more unsafe guide on the occasion, for personal vanity was Hunt's besetting sin. Hunt, instead of encouraging the very constitutional object of the meetingto petition Parliament for the repeal of the obnoxious lawtreated the petitioning that House as ridiculous, and persuaded the excited people to put their sentiments into the form of a remonstrance to the Prince Regent. The meeting then dispersed quietly; but Hunt found occasion to keep himself in the public eye there a little longer. Some officers of the 7th Hussars, who were posted at Manchester, treated him rudely as he appeared at the theatre, asserting that when "God Save the King" was called for, he hissed. Whether he did so or not, the conduct of the officers answered his purpose of making political capital; he wrote to the Commander-in-Chief, the Duke of York, and then sent his letter to the newspapers. Still more, he wrote to Samuel Bamford to support him in a scheme which was particularly calculated to produce riot and bloodshed, and in this case Bamford did not exercise his usual good sense. At Hunt's suggestionto select a dozen stout fellows, and appear on the evening of the following Monday in the pit of the theatre, armed with stout cudgels, to inflict a summary chastisement on the officers in case of a second demonstration of their feelingsBamford appeared at the time appointed with ten stout, picked fellows, with knotty cudgels, marching along the streets to the theatre. The object was immediately perceived by the people, who crowded to the door of the theatre, completely filling the space in front. But the manager was too prudent to open his theatre in such circumstances. He announced[148] that there would be no performance that evening. Hunt was, therefore, disappointed of a catastrophe in the theatre; but he drove up in a carriage, mounted the box, and addressed the crowd in very exciting tones, declaring that the magistrates desired nothing so much as an opportunity of letting loose the bloody butchers of Waterloo upon themmeaning the 7th Hussars. It was not his fault that all went off quietly.[See larger version]

Dr. John Mayow published new facts respecting nitre, and on the phenomena of respiration and combustion, as revealed by experiments on this and other substances. At the commencement of the eighteenth century Stahl, a German chemist, propounded his theory of phlogiston as the principle of combustion, which was only exploded by the further discoveries of Dr. Black, Cavendish, and Priestley. Soon after, Dr. Hales threw new light on a?riform bodies, or, as they are now termed, gases; and finally, Dr. Black demonstrated the presence of a gas in magnesia, lime, and the alkalies, which had long before been noticed by Van Helmont, but had been forgotten. This was then termed fixed air, but has now acquired the name of carbonic acid gas, or carbon dioxide. FORE:The English lay all night on their arms, and, as day dawned, began to entrench their position. If ever a general needed to push on his advantage it was now. Every day was consuming Burgoyne's stores; every day was augmenting the forces of the enemy. The country was closed to Burgoyne; it was open with all its resources to the Americans. Yet he lay there, as if paralysed, from the 20th of September to the 7th of October. The reason of this fatal delay is said to have been that Burgoyne had received a letter from General Sir Henry Clinton at New York, informing him that he must expect no co-operation from General Howe, but that he himself would take the responsibility of making a diversion in his favour by attacking the Forts Montgomery and Clinton, on the lower part of the Hudson. Burgoyne, on receiving this intelligence, sent Clinton word that he would remain where he was till the 12th of Octobera fatal resolve, as a calculation of his stores should have shown him, which the acts of the Americans were certain to render calamitous. Elated at being able to stand their ground in some degree, this novel and almost sole success in the war had raised the spirits of the Colonials as by a miracle.
