
FORE:As in the whole history of the world, perhaps, so great a calamity as the Irish famine never called for sympathy and relief, so never was a more generous response elicited by any appeal to humanity. The Government and the Legislature did all that was possible with the means at their disposal, and the machinery that already existed, or could be hastily constructed, to meet the overwhelming emergency. The newly established Poor Law system, though useful as far as it went, was quite inadequate to meet such great distress. It had been passed while the country was comparatively prosperous, and contained no provision for such a social disorganisation as this famine. By the Acts of 1 and 2 Victoria, c. 56, no outdoor relief whatever could be given in any circumstances. The size of the unions was also a great impediment to the working of the Poor Law. They were three times the extent of the corresponding divisions in England. In Munster and[544] Connaught, where there was the greatest amount of destitution and the least amount of local agency available for its relief, the unions were much larger than in the more favoured provinces of Ulster and Leinster. The union of Ballina comprised a region of upwards of half a million acres, and within its desert tracts the famine assumed its most appalling form, the workhouse being more than forty miles distant from some of the sufferers. As a measure of precaution, the Government had secretly imported and stored a large quantity of Indian corn, as a cheap substitute for the potato, which would have served the purpose much better had the people been instructed in the best modes of cooking it. It was placed in commissariat dep?ts along the western coast of the island, where the people were not likely to be supplied on reasonable terms through the ordinary channels of trade. The public works consisted principally of roads, on which the people were employed as a sort of supplement to the Poor Law. Half the cost was a free grant from the Treasury, and the other half was charged upon the barony in which the works were undertaken. The expense incurred under the Labour Rate Act, 9 and 10 Victoria, c. 107," amounted to 4,766,789. It was almost universally admitted, when the pressure was over, that the system of public works adopted was a great mistake; and it seems wonderful that such grievous blunders could have been made with so many able statesmen and political economists at the head of affairs and in the service of the Government. The public works undertaken consisted in the breaking up of good roads to level hills and fill hollows, and the opening of new roads in places where they were not requiredwork which the people felt to be useless, and which they performed only under strong compulsion, being obliged to walk to them in all weathers for miles, in order to earn the price of a breakfast of Indian meal. Had the labour thus comparatively wasted been devoted to the draining, subsoiling, and fencing of the farms, connected with a comprehensive system of arterial drainage, immense and lasting benefit to the country would have been the result, especially as works so well calculated to ameliorate the soil and guard against the moisture of the climate might have been connected with a system of instruction in agricultural matters of which the peasantry stood so much in need, and to the removal of the gross ignorance which had so largely contributed to bring about the famine. As it was, enormous sums were wasted. Much needless hardship was inflicted on the starving people in compelling them to work in frost and rain when they were scarcely able to walk, and, after all the vast outlay, very few traces of it remained in permanent improvements on the face of the country. The system of Government relief works failed chiefly through the same difficulty which impedes every mode of relief, whether public or privatenamely, the want of machinery to work it. It was impossible suddenly to procure an efficient staff of officers for an undertaking of such enormous magnitudethe employment of a whole people. The overseers were necessarily selected in haste; many of them were corrupt, and encouraged the misconduct of the labourers. In many cases the relief committees, unable to prevent maladministration, yielded to the torrent of corruption, and individual members only sought to benefit their own dependents. The people everywhere flocked to the public works; labourers, cottiers, artisans, fishermen, farmers, men, women, and childrenall, whether destitute or not, sought for a share of the public money. In such a crowd it was almost impossible to discriminate properly. They congregated in masses on the roads, idling under the name of work, the really destitute often unheeded and unrelieved because they had no friend to recommend them. All the ordinary employments were neglected; there was no fishing, no gathering of seaweed, no collecting of manure. The men who had employment feared to lose it by absenting themselves for any other object; those unemployed spent their time in seeking to obtain it. The whole industry of the country seemed to be engaged in road-making. It became absolutely necessary to put an end to it, or the cultivation of the land would be neglected. Works undertaken on the spur of the momentnot because they were needful, but merely to employ the peoplewere in many cases ill-chosen, and the execution equally defective. The workers, desirous to protect their employment, were only anxious to give as little labour as possible, in which their overlookers or gangers in many cases heartily agreed. The favouritism, the intimidation, the wholesale jobbing practised in many cases were shockingly demoralising. The problem was to support 2,000,000 or 3,000,000 of destitute persons, and this was in a great measure effected, though at an enormous cost to the empire.The naval transactions of 1810 were almost wholly confined to watching the French, Spanish, and Italian coasts, to thwart the French, who, on their part, were continually on the watch for any of our blockading ships being driven by the weather, or called to some other station, in order to run out and convey men and stores into Spain. The last action of Lord Collingwood took place in this service. Though his health was fast failing, and he had repeatedly entreated the Admiralty to allow him to give up the command and go home to his familythe only chance of his long survivalthey always refused. His complaint was declared by the faculty to be owing to his long confinement on board ships, and he had now scarcely set foot on shore for three years. But notwithstanding all this, with a singular selfishness the Admiralty kept him on board, and he was too high-minded to resign his commission whilst he could be of service to his country. In this state of health he was lying off Toulon, blockading that port, when he was driven to Minorca by a gale of wind. He had regained the coast of Catalonia, when he heard that the French fleet had issued from Toulon, and were making for Barcelona. The whole British fleet were in exultation; but on sighting this supposed fleet it was found to consist only of three sail of the line, two frigates, and about twenty other vessels, carrying provisions to the French army at Barcelona. They no sooner caught view of the British fleet than they made off in all haste, and the British gave chase. Admiral Martin was the first to come up with them in the Gulf of Lyons, where two of the ships of the line ran ashore, and were set fire to by the French admiral, Baudin. Two others ran into the harbour of Cette; and eleven of the store-ships ran into the Bay of Rooas, and took refuge under the powerful batteries; but Lord Collingwood, in spite of the batteries, sent in the ships' boats, and in the face of the batteries, and of boarding nets, set fire to and destroyed them. Five other store-ships were captured. This was the last exploit of the brave and worthy Collingwood. His health gave way so fast, that, having in vain endeavoured again to induce the Admiralty to relieve him of his command, expressly assuring them that he was quite worn out, on the 3rd of March he surrendered his post to Rear-Admiral Martin, and set sail in the Ville de Paris for England. But it was too late; he died at sea on the 7th of March, 1810. Very few admirals have done more signal service, or have displayed a more sterling English character than Lord Collingwood; and perhaps none were ever more grudgingly rewarded or so unfeelingly treated by the Admiralty, who, in fact, killed him by a selfish retention of his services, when they could be continued only at the cost of his life.

FORE:The Nabob of Oude zealously embraced the cause of Meer Cossim. He possessed not only great resources in his own province, but he possessed additional authority with the natives from having received also at his court the titular emperor of Delhi, Shah Allum, who, though driven from his throne and territory by the Mahrattas, was still in the eyes of the people the Great Mogul. With the Great Mogul in his camp, and appointed vizier by him, Sujah Dowlah advanced at the head of fifty thousand men against Major Adams and his little army, now numbering about one thousand two hundred Europeans and eight thousand Sepoys. Before the two armies came in sight of each other Adams died, and the command was assumed by Major, afterwards Sir Hector Munro. Munro led his army to Buxar, more than a hundred miles higher up the Ganges. There, in the month of October, 1764, he came into conflict with the army of Oude, and put it thoroughly to the rout, killing four thousand men and taking one hundred and thirty pieces of cannon and much spoil."I have to lament that, in consequence of the failure of the potato crop in several parts of the United Kingdom, there will be a deficient supply of an article of food which forms the chief subsistence of great numbers of my people.

FORE:Austria professed great friendliness to Napoleon, and he thought that she would not like to break with him on account of the Empress. But Austria, on the 27th of June, signed an engagement with Russia and Prussia, at Reichenbach, in Silesia, binding herself to break with him if he did not concede the terms which they demanded. These were to restore Illyria and the whole of Austrian Italy; to reinstate the Pope; to leave Poland to the three Powers who had formerly possessed themselves of it, and to renounce Spain, Holland, Switzerland, and the Confederation of the Rhine. Buonaparte treated these demands as sheer madness; but he was nearly mad himself when Talleyrand and Fouch, and still more, his best military counsellors, advised him at least to fall back to the left bank of the Rhine, and make that the boundary of France. He offered to annihilate the Grand Duchy of Warsaw, giving up the whole of Poland to Russiasuch was his gratitude to the Poles!to restore Illyria to Austria, but to cut down Prussia still more by pushing the Rhenish Confederation to the Oder.

FORE:Such were the difficulties under which Congress and Washington had been struggling through this winter to raise and keep together any considerable force; whilst General, now Sir William Howe, had been completely dozing at New York. The first movements of Howe were to execute several detached evolutions, and a vast quantity of stores were destroyed. As a retaliation, the Americans sent Colonel Meigs over to Long Island, to a place called Sag Harbour, where the English had a great quantity of provision stores, which they learned were very remissly guarded. Meigs, who had been trained under Arnold, conducted the enterprise very adroitly. He passed the Sound in whale-boats in the night, landed without much difficulty before the break of day, and began to fire the magazines. He met with a brave resistance from the crews of the merchants' vessels; but, having two hundred men, and there being no soldiers to oppose him, he destroyed twelve of the trading vessels, took ninety prisoners, and returned triumphantly without the loss of a single man. In the meantime, Washington had quitted his encampment at Morristown, and taken up a strong position at Middlebrook, about twelve miles from Princeton. On the 13th of June[238] Howe at last marched out of New Brunswick to attack him. On this, Washington called to his assistance a great part of the troops in the highlands, the whole force of the Jersey militia, whilst Arnold, who had the command at Philadelphia, was actively engaged with Mifflin in preparing defences for the Delaware. The object of Howe was to draw Washington from his entrenchments, certain that, on fair ground, it would require little exertion to totally dissipate his army; therefore, after marching up almost to the American lines, he commenced a retreat, evacuated even New Brunswick, and fell back to Amboy. Washington fell into the snare; he sent a strong force in pursuit of Howe, who, keeping up the ruse, threw a bridge over the narrow strait which divides Staten Island from the mainland, and sent over part of his baggage and a number of troops. Satisfied then that Howe was bent on resuming his old quarters at New York, Washington quitted his camp, which had cost him so much labour to create, and descended with his main body to Quibbletown. On seeing this, Howe advanced again, and dispatched several bodies of soldiers by different routes, to get, if possible, between Washington and his old post on the hills, so as to bring him to an engagement on the plain. Washington instantly became aware of his design, and retreated with all speed. Lord Cornwallis, who led the British van, notwithstanding, managed to come up with him, and fell upon a division of three thousand strong, advantageously posted, and defended with cannon. Cornwallis's charge, however, threw him into confusion, the rout became general, and the British pursued them as far as Westfield, when, coming to a woody country, and the heat of the day being intense, they halted for the night. This halt was the salvation of Washington: it enabled him to regain his old fortified post in the hills, leaving behind him part of his cannon, and about two hundred men killed.The Frankfort Parliament had spent a year doing nothing but talking. They came, however, to the important resolution of offering the Imperial Crown of Germany to the King of Prussia. As soon as the Prussian Assembly heard this, they adopted an address to the king, earnestly recommending him to accept the proffered dignity. They were deeply interested by seeing the house of Hohenzollern called to the direction of the Fatherland and they hoped he would take into his strong hands the guidance of the destinies of the German nation. On the 3rd of April, 1849, the king received the Frankfort deputation commissioned[578] to present to him the Imperial Crown. He declined the honour unless the several Governments of the German States should approve of the new Imperial Constitution, and concur in the choice of the Assembly. As soon as this reply was made known, the second Prussian Chamber adopted a motion of "urgency," and prepared an address to the king, entreating him to accept the glorious mission of taking into firm hands the guidance of the destiny of regenerated Germany, in order to rescue it from the incalculable dangers that might arise from the conflicting agitations of the time. The address was carried only by a small majority. The king had good reason for refusing the imperial diadem; first, because Austria, Würtemberg, Bavaria, and Hanover decidedly objected; and secondly because the king required changes in the Frankfort Constitution which the Parliament refused to make. These facts enabled his Majesty to discover that the imperial supremacy was "an unreal dignity, and the Constitution only a means gradually, and under legal pretences, to set aside authority, and to introduce the republic." In July the state of siege was terminated in Berlin, and the new elections went in favour of the Government.
