Disappointed in this quarter, the odious race of incendiary spies of Government tried their arts, and succeeded in duping some individuals in Yorkshire, and many more in Derbyshire. That the principal Government spy, Oliver, was busily engaged in this work of stirring up the ignorant and suffering population to open insurrection from the 17th of April to the 7th of June, when such an outbreak took place in Derbyshire, we have the most complete evidence. It then came out, from a servant of Sir John Byng, commander of the forces in that district, that Oliver had previously[126] been in communication with Sir John, and no doubt obtained his immediate liberation from him on the safe netting of his nine victims. In fact, in a letter from this Sir John Byng (then Lord Strafford), in 1846, to the Dean of Norwich, he candidly admits that he had received orders from Lord Sidmouth to assist the operations of Oliver, who was, his lordship said, going down into that part of the country where meetings were being frequently held, and that Oliver, who carried a letter to Sir John, was to give him all the information that he could, so that he might prevent such meetings. Here, as well as from other sources, we are assured that Oliver only received authority to collect information of the proceedings of the conspirators, and by no means to incite them to illegal acts. We have also the assurance of Mr. Louis Allsop, a distinguished solicitor of Nottingham, that Oliver was in communication with him on the 7th of June, immediately on his return from Yorkshire, and informed him that a meeting was the same evening to take place in Nottingham, and he and another gentleman strongly urged him to attend it, which Oliver did. Mr. Allsop says that Oliver had no instructions to incite, but only to collect information. All this has been industriously put forward to excuse Ministers. But what are the facts? We find Oliver not onlyaccording to evidence which came out on the trials of the unfortunate dupes at Derbydirectly stimulating the simple people to insurrection, but joining in deluding them into the persuasion that all London was ready to rise, and that one hundred and fifty thousand from the east and west of the capital only waited for them. We find him not only disseminating these ideas throughout these districts from the 17th of April to the 27th of May, but also to have concerted a simultaneous rising in Yorkshire, at Nottingham, and in Derbyshire, on the 6th of June. Thornhill-lees, in Yorkshire, was on the verge of action, and ten delegates, including Oliver, were arrested. In Derbyshire the insurrection actually took place.
[See larger version]"But perhaps it might be possible to get a Bill passed to disfranchise the Irish forty-shilling freeholdersa class of voters who, as they had been created for acknowledged purposes of corruption in the Irish Parliament, would have nobody to stand up for them in high places, now that they refused to play their patrons' game. This was quite as improbable an issue as the other. The disfranchisement of forty-shilling freeholders had, indeed, been talked of in former years; but, if effected at all, it was to be in connection with a measure of Catholic Emancipation. To propose it now for the avowed purpose of rendering Catholic Emancipation impossible would be to insure the rejection of the Bill. That plan, therefore, fell at once to the ground; and there remained but two others.
ONE:RETREAT OF THE HIGHLANDERS FROM PERTH. (See p. 31.)Having, for the third time, expelled the French from Portugal, with the exception of the single fortress of Almeida, Wellington proceeded to reconnoitre the situation of affairs in Spain. Whilst on his march after Massena he had sent word to General Menacho to maintain possession of Badajoz, promising him early assistance. Unfortunately, Menacho was killed, and was succeeded in his command by General Imaz, who appears to have been a regular traitor. Wellington, on the 9th of March, had managed to convey to him the intelligence that Massena was in full retreat, and that he should himself very soon be able to send or bring him ample assistance. Imaz had a force of nine thousand Spaniards, and the place was strong. He was besieged by about the same number of French infantry and two thousand cavalry, yet the very next day he informed Soult of Wellington's news, and offered to capitulate. Soult must have been astonished at this proceeding, if he had not himself prepaid it in French moneythe surrender of Badajoz, under the imminent approach of Wellington, being of the very highest importance. On the 11th the Spaniards were allowed to march out with what were called the "honours of war," but which, in this case, were the infamies of treachery, and Soult marched in. He then gave up the command of the garrison to Mortier, and himself marched towards Seville.
TWO:During this campaign Catherine had made great progress in her road to Constantinople. Suvaroff had reduced Ismail, a remarkably strong place, which was the key of the lower Danube and the only obstruction of any importance to the Russian advance to the Balkan mountains and to Constantinople. This city had been taken by storm, after a most desperate defence, on the 25th of December, and when, with a little more resistance, the Russians would have been compelled to quit the field by the severity of the season. The carnage on this occasion was of the most frightful kind. The Russians themselves lost nearly ten thousand men, and the Turks thirty thousand peoplemen, women, and children, who were indiscriminately butchered by the orders of Suvaroff, who said to his soldiers, "Brothers, no quarter to-day, for bread is scarce." Every horror possible[375] in war, especially between barbarians, was perpetrated by the Russian hordes in Ismail, who were guilty of the most diabolical atrocities, such as burning whole streets, mosques, and serais. Suvaroff sat down and wrote in Russian rhyme the words quoted by Lord Byron in "Don Juan," "Glory to God and the Empress, Ismail is ours." When Sir Charles Whitworth, the British ambassador, next saw Catherine, she said, in allusion to some strong remonstrances from Britain and Prussia, which took care not to go beyond remonstrances, which were cheap"Since the king, your master, wishes to drive me out of Petersburg I hope he will permit me to retire to Constantinople." The Czarina Catherine still continued her war on the Ottoman empire. The Turks gained several advantages over the Russians on the shores of the Black Sea, and near the Danube, but they were severely repulsed in an attempt to drive the Russians from their conquests between the Black and Caspian Seas, and suffered a terrible slaughter on the banks of the River Kuban. Then Britain, Prussia, Holland, and Austria, from the Congress of Reichenbach, announced to Catherine that they were resolved not to permit further encroachments on Turkey, but Catherine paid not the slightest attention to their remonstrances.

TWO:The new Administration arranged itself as follows:The Duke of Portland, First Lord of the Treasury; Lord North, Home Secretary; Fox, Secretary for Foreign Affairs; the Earl of Carlisle, Privy Seal; Lord John Cavendish, again Chancellor of the Exchequer; Admiral Lord Keppel, the head of the Admiralty again; Lord Stormont, President of the Council; the great stumbling block, Thurlow, removed from the Woolsack, and the Great Seal put into commission; Burke again Paymaster of the Forces, and his brother Richard as Secretary to the Treasury in conjunction with Sheridan. Such was this strange and medley association, well deserving Burke's own description of a former Administration, as of a strange assemblage of creatures, "all pigging together in one truckle-bed." Those who formed exclusively the Cabinet were Portland, North, Fox, Cavendish, Carlisle, Keppel, and Stormont, so that the great Whigs had taken care again to shut out Burke, who was only a man of genius. Such an incongruous company could not long hold together. The king did not conceal his indignation at seeing Fox in office; the whole Court openly expressed its loathing of the anomalous union; the country had no confidence in it; Fox felt that he had wounded his popularity by his sudden and violent change.[77]
TWO:Chatham, undeterred by the fate of his motion, determined to make one more effort, and bring in a Bill for the pacification of the colonies, and he called upon Franklin to assist in framing it. On the following Tuesday, Franklin hurried down to Hayes with the draft of the Bill left with him, and with his full approbation of it, having, he says, only added one word, that of "constitutions" after "charters." The next day (Wednesday), the 1st of February, Chatham appeared in the House of Lords with his Bill. He declared that it was a[215] Bill not merely of concession, but of assertion, and he called on the Lords to entertain it cordially, to correct its crudenesses, and pass it for the peace of the whole empire. The Bill first explicitly asserted our supreme power over the colonies; it declared that all that related to the disposing of the army belonged to the prerogative of the Crown, but that no armed force could be lawfully employed against the rights and liberties of the inhabitants; that no tax, or tollage, or other charge for the revenue, should be levied without the consent of the provincial Assemblies. The Acts of Parliament relating to America passed since 1764 were wholly repealed; the judges were made permanent during their good behaviour, and the Charters and constitutions of the several provinces were not to be infringed or set aside, unless upon some valid ground of forfeiture. All these concessions were, of course, made conditional on the recognition by the colonies of the supreme authority of Parliament.
[See larger version]During the Session, however, a Bill was passed sanctioning the establishment of a company which had been formed several years before, for trading to the new settlement of Sierra Leone, on the coast of Africa. In 1787 this settlement was begun by philanthropists, to show that colonial productions could be obtained without the labour of slaves, and to introduce civilisation into that continent through the means of commerce carried on by educated blacks. In that year four hundred and seventy negroes, then living in a state of destitution in London, were removed to it. In 1790 their number was increased by one thousand one hundred and ninety-eight other negroes from Nova Scotia, who could not flourish in so severe a climate. Ten years after the introduction of the blacks from Nova Scotia, five hundred and fifty maroons were brought from Jamaica, and in 1819 a black regiment, disbanded in the West Indies, was added. The capability of this settlement for the production of cotton, coffee, sugar, etc., was fully demonstrated; but no spot could have been selected more fatal to the health of Europeans. It is a region of deep-sunk rivers and morasses, which, in that sultry climate, are pregnant with death to the white man.

THREE:Before these discussions took place, an attempt had been made by similar means to lead the people of Scotland into insurrection. Emissaries appeared in the towns and villages informing the people that there were preparations made for a general rising, and they were ordered to cease all work and betake themselves to certain places of rendezvous. On the morning of Sunday, the 2nd of April, the walls of Glasgow were found placarded everywhere by a proclamation, ordering all persons to cease labour and turn out for a general revolution. The next morning the magistrates called out the military, and they were drawn up in the streets in readiness for the appearance of an insurrection, but none took place. The people were all in wonder, and assembled to see what would happen; but there appeared not the slightest disposition to make any disorder, and some of the cotton mills were at work as though nothing was expected to take place. But still, the mischief had not altogether failed. Some fifty poor ignorant men had been decoyed out of Glasgow to near Kilsyth, on the assurance that four or five thousand men would there join them, and proceed to take the Carron Ironworks and thus supply themselves with artillery. These poor dupes were met on the road, on some high ground on Bonnymuir, by a detachment of armed men sent out against them, and, after some resistance, during which some of them were wounded, nineteen were made prisoners and the rest fled. Other arrests were made in different parts of Scotland, and they were tried in the following July and August; but so little interest was felt in this attempt, or in the details of what was called "the Battle of Bonnymuir," that three only were punished and the rest discharged.The Americans did not make their Declaration of Independence till they had communicated with France. The British Government, as Lord North publicly declared in Parliament, had long heard of American emissaries at Paris seeking aid there. A secret committee, which had Thomas Paine for its secretary, was appointed to correspond with the friends of America in Great Britain, Ireland, and other parts of the world. Encouraged by the assurances of France, the secret committee was soon converted into a public one, and agents were sent off to almost every court of Europe to invite aid of one kind or another against the mother country, not omitting even Spain, Naples, Holland and Russia. Silas Deane was dispatched to Paris in March of this year, to announce the growing certainty of a total separation of the colonies from Great Britain, and to solicit the promised co-operation.
