THREE:Fox was very indignant, and made no scruple of attributing the conduct of the king, not to mere report, but to fact. "There is," he said, "a written record to be produced. This letter is not to be put in the balance with the lie of the day;" whereupon he pulled from his pocket a copy of the note said to have been written by the king to Lord Temple. When he sat down, Mr. Grenville rose and stated that he had taken down the words read as the king's note, and had shown them to his relative, Lord Temple, who had authorised him to say that such words had never been made use of by him. But Fox demanded whether Lord Temple had not used words to that effect, and Grenville was silent. Fox continued in a very fierce strain, denouncing back-stairs lords and bedchamber politicians, and declared that the best-meant and best-concerted plans of Ministers were subject to the blasting influence of a villainous whisper. He added that he could not continue in office any longer consistently either with his own honour or the interests of the nation. He felt that he was goaded to it, and upbraided for not resigning instantly; but a very honourable majority of that House stood pledged to a great measure, and Ministers were equally bound not to abandon the affairs of State in the midst of so much anarchy. These last words, and the division, which was nearly two to one in favour of Ministers, left it doubtful, after all, whether Fox and his colleagues would resign. As such language, however, could not be used by Ministers with impunity, and a dissolution of the Cabinet was probable, Erskine moved a resolution, pledging the House to persevere in the endeavour to remedy the abuses in the government of India, and declaring "that this House will consider as an enemy to this country any person who shall presume to advise his Majesty to prevent, or in any manner interrupt, the discharge of this important duty." All strangers were excluded, but it was ascertained that the motion was severely censured as an invasion of the king's prerogative; yet the resolution was carried by one hundred and forty-seven votes against seventy-three.

Mr. Bickham and Captain Estcott, also strong defenders of the landlords' monopoly, published their conviction that the Corn Laws were no longer tenable; and on the 22nd of November Lord John Russell, who was at Edinburgh, addressed a letter to the electors of the City of London, which was duly circulated throughout the kingdom, and which contained the following remarkable passages:

TWO:Two more attempts were made. Mr. Crewe reproduced the Bill to disable revenue officers from voting at elections, which was at once rejected. Sir Philip Jennings Clerke then reintroduced his Bill to exclude contractors from the House of Commons, unless their contracts were obtained at a public bidding. This was suffered, for appearance' sake, to pass the House with little opposition; but it was arrested in the Peers by the law lords, at the head of whom were Mansfield and Thurlow, and thrown out.But no such easy rendering of the contract was contemplated by Buonaparte. He did not even adhere to the letter of it. French officers were to be placed in all the Dutch garrisons, and eighteen thousand troops were to be maintained, of whom six thousand were to be French. Instead of six thousand soldiers, General Oudinot appeared at the head of twenty thousand at Utrecht. These, Buonaparte informed Louis, were to occupy all the strong posts of the country, and to have their headquarters at Amsterdam, his capital. Louis determined to be no party to this utter subjugation of the country, nor any longer to play the part of a puppet sovereign. On the 1st of July he executed a deed of abdication in favour of his son, Napoleon Louis, expressing a hope that, though he had been so unfortunate as to offend the Emperor, he trusted he would not visit his displeasure on his innocent family. He then drew up a vindication of his conduct, saying that he was placed in an impossible situation, and that he had long foreseen this termination of it. He sent this to be published in England, the only place in which it could appear; and he then gave an entertainment to a number of his friends at his palace at Haarlem, and at midnight entered a private carriage and drove away. He proceeded to Graz, in Styria, where he devoted his leisure to the instruction of his children, and to literature, and wrote "Documens Hìstoriques et Rflexions sur le Gouvernement de la Holland"being an account of his administration of the government of that countryand also a novel, called "Marie, ou les Hollandaises." His wife, Hortense, went to Paris, where she became a great leader in the world of fashion. On the 9th of July, only eight days after the abdication of Louis, Buonaparte issued a decree declaring Holland "re-united to France!" Oudinot marched into Amsterdam, and took possession of it in the name of his master. It was declared the third city of the French empire. The French Ministers issued reports to vindicate this annexation, which was a disgraceful breach of Napoleon's[5] pledge to the Senatethat the Rhine should be the boundary of Franceand also of his repeated assurances that Holland should remain an independent kingdom.

FORE:The duties on bricks and tiles were opposed, as affecting brick-makers rather than the public, because stones and slates were not included. These duties were, however, carried, and the Bill passed; but great discontent arising regarding the duties on coals and on licences to deal in excisable commodities, the Chancellor of the Exchequer was obliged to produce a supplementary Budget, and, after withdrawing these, to lay others on the sale of ale, gold and silver plate, the exportation of lead, and postage of letters, at the same time limiting the privilege of franking. It was high time that the latter practice were put under regulation, for the privilege was enormously abused. Till this time, a simple signature of a member of Parliament, without name of the post town whence it was sent, or date, freed a letter all over the kingdom. Many persons had whole quires of these signatures, and letters were also addressed to numbers of places where they did not reside, so that, by an arrangement easily understood, the persons they were really meant for received them post-free. The loss to Government by this dishonest system was calculated at one hundred and seventy thousand pounds a year. By the present plan, no member was to permit any letter to be addressed to him except at the place where he actually was; and he was required, in writing a frank, to give the name of the post town where he wrote it, with the dates of day and year, and to himself write the whole address.Besides those enumerated, "The Four Election Scenes," "The Enraged Musician," "The Distressed Poet," and "England and France"all made familiar to the public by engravingsare amongst his best works. In 1760 occurred the first exhibition of pictures by British artists, the works of Hogarth being an actuating cause. He had presented to the Foundling Hospital, besides his "March to Finchley," his "Marriage la Mode," and his "Moses brought before Pharaoh's Daughter," his most successful picture of that kind; and Hayman and other artists having followed his example, a company of artists conceived the idea that an exhibition of the works of living artists might be made profitable. Hogarth fell readily into the plan, till it was proposed to add to this a royal academy of arts, which he opposed with all his might. THREE:In the opening of the reign the gentlemen retained the full-skirted coat, with huge cuffs, the cocked-hats and knee-breeches of the former period. Pigtails were universal, and the more foppish set up their hair in a high peak, like the women. After that the king repulsed all the prince's advances towards a reconciliation. Frederick betook himself to Norfolk House, St. James's Square, and there all the opponents of his father's Government collected around him. The prince was now the head and centre of the Opposition himself.It was on this occasion that the loyalty of the British settlers in Upper Canada shone forth with the most chivalrous devotion to the throne of the Queen. The moment the news arrived of Mackenzie's attack upon Toronto, the militia everywhere seized their arms, mustered in companies, and from Niagara, Gore, Lake Shireve, and many other places, set out on their march in the heavy snow in the depth of winter. So great was the excitement, so enthusiastic the loyalty, that in three days 10,000 armed volunteers had assembled at Toronto. There was, however, no further occasion for their services in that place, and even the scattered remnants of the insurrection would have been extinguished but for the interference of filibustering citizens of the United States, who were then called "sympathisers," and who had assembled in considerable numbers along the Niagara River. They had established their headquarters on Navy Island in the Niagara River, about two miles above the Falls, having taken possession of it on the 13th of December, and made it their chief dep?t of arms and provisions, the latter of which they brought from the American shore by means of a small steamer called the Caroline. Colonel M'Nab resolved to destroy the Caroline, and to root out the nest of pirates by whom she was employed. On the 28th of December a party of militia found her moored opposite Fort Schlosser, on the American side, strongly guarded by bodies of armed men, both on board and on shore. Lieutenant Drew commanded the British party, and after a fierce conflict the vessel was boarded and captured, a number of those who manned her being taken prisoners. These being removed, the British set the vessel on fire, and the flaming mass was swept down the rapids, and precipitated into the unfathomable abyss below. According to the American version of this affair, the British had made an unprovoked and most wanton attack upon an unarmed vessel belonging to a neighbouring State, on American territory, at a time of profound peace. FORE:Such was the condition into which an army and navy, once illustrious through the victories of Marlborough and Blake, were reduced by the aristocratic imbecility of the Newcastles, Bedfords, and Cumberlands. This last princely general had, in fact, put the climax to his career. He had placed himself at the head of fifty thousand confederate troops, in which there were no English, except the officers of his own staff, to defend his father's Electorate of Hanover. But this ruthless general, who never won a battle except the solitary one of Culloden, against a handful of famished men, was found totally incompetent to cope with the French general, d'Estres. He allowed the French to cross the deep and rapid Weser, and continued to fall back before them as they entered the Electorate, until he was driven to the village of Hastenbeck, near Hameln, where the enemy overtook and defeated him. He then continued his retreat across the desolate Lüneburg Heath, to cover Stade, near the mouth of the Elbe, where the archives and other valuable effects of Hanover had been deposited for safety. At this time Richelieu succeeded to the command of d'Estres in this quarter, and he continued to drive Cumberland before him, taking Hameln, G?ttingen, and Hanover itself, and soon after Bremen and Verden. Thus were Hanover and Verden, which had cost England such millions to defend, seized by France; nor did the disgrace end here. FORE:But Joseph did not live to see the full extent of the alienation of the Netherlands. He had despatched Count Cobentzel to Brussels on the failure of Trautmansdorff's efforts. Cobentzel was an able diplomatist, but all his offers were treated with indifference. On the last day of 1789 the States of Brabant, in presence of the citizens of Brussels, swore to stand by their new freedoman act which was received by the acclamations of the assembled crowds. They soon afterwards ratified their league with the other States, and entered into active negotiation with the revolutionists of France for mutual defence. On the 20th of February, 1790, Joseph expired, leaving a prospect full of trouble to his brother Leopold, the new Emperor.Buonaparte apparently lost no time, after his return to Paris from Sch?nbrunn, in communicating to Josephine the fact that the business of the divorce and the new marriage was settled. On the 30th of November, 1809, he opened the unpleasant reality to her in a private interview, and she fell into such violent agitation, and finally into so deep a swoon, as to alarm Napoleon. He blamed Hortense for not having broken the matter to her three days before, as he had desired. But however much Napoleon might be affected at this rude disruption of an old and endeared tie, his feelings never stood in the way of his ambitious plans. The preparations for the divorce went on, and on the 15th of December a grand council was held in the Tuileries on the subject. At this important council all the family of Napoleon, his brothers and sisters, now all kings and queens, were summoned from their kingdoms to attend, and did attend, except Joseph from Spain, Madame Bacciochithat is, Eliseand Lucien, who had refused to be made a king. Cambacrs, now Duke of Parma and arch-chancellor of the Empire, and St. Jean d'Angly, the Minister of State, attended to take the depositions. Napoleon then said a few words expressive of his grief at this sad but necessary act, of affection for and admiration of the wife he was about to put away, and of his hope of a posterity to fill his throne, saying he was yet but forty, and might reasonably expect to live to train up children who should prove a blessing to the empire. Josephine, with a voice choked with tears, arose, and, in a short speech, made the act a voluntary one on her part. After this the arch-chancellor presented the written instrument of divorce, which they signed, and to which all the family appended their signatures. This act was presented to the Senate the very next day by St. Jean d'Angly, and,[3] strangely enough, Eugene Beauharnais, Josephine's son, was chosen to second it, which he did in a speech of some length. The Senate passed the necessary Senatus Consultum, certifying the divorce, and conferring on Josephine the title of empress-queen, with the estate of Navarre and two millions of francs per annum. They also voted addresses to both Napoleon and Josephine of the most complimentary character. TWO:Whilst blood was thus flowing by the guillotine, not only in Paris, but, under the management of Jacobin Commissioners, in nearly all the large towns of France, especially Lyons, Bordeaux, and Nantes, a terrible work of extermination was going on against the royalists of La Vende. The simple people of that province, primitive in their habits and sincere in their faith, desired no Republic. Their aristocracy, for the most part of only moderate possessions, lived amongst them rather like a race of kindly country squires than great lords, and the people were accordingly cordially attached to them. In March of the year 1793 the Convention called for a conscription of three hundred thousand, and the Vendans, to a man, refused to serve under a Government that had persecuted both their priests and their seigneurs. This was the certain signal of civil war. Troops were ordered to march into La Vende, and compel obedience. Then the peasants flew to arms, and called on the nobles and priests to join them. At first they were entirely successful, but matters changed when Kleber was put in practical command.

TWO:After the flight from Ballingarry, and the desertion of his followers, Smith O'Brien abandoned the cause in despair, and concealed himself for several days among the peasantry in a miserable state of mind. He had none of the qualities of a rebel chief, and he had not at all calculated the exigencies of the position that he had so rashly and criminally assumed, involving the necessity of wholesale plunder and sanguinary civil strife, from which his nature shrank. Besides, he soon found that the people would not trust a Protestant leader, and that there was, after all, no magic in the name of O'Brien for a Roman Catholic community. But to the honour of the peasantry it should be spoken, that though many of them were then on the verge of starvation, not one of them yielded to the temptation of large rewards to betray him or his fugitive colleagues, and several of them ran the risk of transportation by giving them shelter. In these circumstances, on the 5th of August, Mr. O'Brien walked from his hiding-place in Keeper Mountain into Thurles, where he arrived about eight o'clock in the evening. He[570] went immediately to the railway station to procure a ticket for Limerick. On the platform there were seventeen constables in plain clothes, who did not know him; but a railway guard named Hulme, an Englishman, recognised him, and tapping him on the shoulder, he presented a pistol at him and said, "You are the Queen's prisoner." A strong escort of police was immediately procured, and the prisoner was conveyed in a special train to Dublin, where he was lodged in Kilmainham gaol.
