Choiseul had been endeavouring to secure the alliance of Spain, and saw himself about to succeed. Spain was smarting under many losses and humiliations from the English during the late war. Whilst General Wall, the Spanish minister at Madrid, urged these complaints on the Earl of Bristol, our ambassador there, Choiseul was dexterously inflaming the minds of the Spanish Court against Britain on these grounds. He represented it as the universal tyrant of the seas, and the sworn enemy of every other maritime state. He offered to assist in the recovery of Gibraltar, and to make over Minorca to Spain. By these means he induced Spain to go into what became the celebrated Family Compact��that is, a compact by which France and Spain bound themselves to mutually succour and support each other; and to admit the King of Naples, the son of the Spanish king, to this compact, but no prince or potentate whatever, except he were of the House of Bourbon. But God does not create the world by a conscious exercise of power; for, as we have seen, every form of consciousness is excluded from his definition.319 Neither does it proceed from him by emanation, for this would imply a diminution of his substance.469 It is produced by an overflow of his infinite power.470 Our philosopher tries to explain and defend this rather unintelligible mode of derivation by the analogy of physical substances and their actions. Light is constantly coming from the sun without any loss to the luminary itself.471 And all things are, in like manner, constantly communicating their proper virtue to others while remaining unaltered themselves. Here we have a good example of the close connexion between science and abstract speculation. People often talk as if metaphysics was something beyond the reach of verification. But some metaphysical theories admit, at any rate, of disproof, in so far as they are founded on false physical theories. Had Plotinus known that neither the sun nor anything else in Nature can produce force out of nothing, he would, very probably, have hesitated to credit the One with such a power.

THREE:113 FORE:One great cause of this progress was the growth of our colonies. They began now to demand a considerable quantity of our manufactures and other articles of domestic comfort and convenience, and to supply us with a number of items of raw material. Towards the end of the reign of George I. our American colonies, besides the number of convicts that we sent thither, especially to Virginia and Maryland, attracted[165] a considerable emigration of free persons, particularly to Pennsylvania, in consequence of the freedom of its constitution as founded by Penn, and the freedom for the exercise of religion.

THREE:There was a new treaty, just made to that end. It was the fiercest of all the Apache tribes, the Chiricahuas, that had hidden itself in the fastnesses of the Sierra Madre, two hundred miles south of the boundary line. Geronimo and Juh and Chato, and other chiefs of quite as bloody fame, were with him. To capture them would be very creditable success. Bute had now to seek powerful connections to enable him to carry on. For this reason he conferred the Privy Seal on the Duke of Bedford, and the Seal of Secretary on the Earl of Egremont. To break the force of popular indignation for the loss of Pitt from the helm��for the people knew who was the great man and successful minister well enough��the king was advised to confer some distinguished mark of favour on Pitt. He was offered the government of Canada as a sinecure, with five thousand pounds a year. Pitt was not the man to undertake a highly responsible office without discharging the duties, and he was next offered the Chancellorship of the Duchy of Lancaster; but he preferred a simple pension of three thousand pounds a-year, and that a title should be conferred on his wife. By this arrangement he was left in the House of Commons, and in a position to continue his exertions for the country. Both these suggestions were complied with.
