I had already been near Huy, at a time when several burning houses shrouded the whole town in clouds of smoke. On August 24th, at ten o'clock at night, some shots had been fired in the neighbourhood of the viaduct. This was a sign for hundreds of soldiers to begin shooting at random and arrest several persons. Another principle in planing machines which deserves notice is the manner of driving carriages or platens; this is usually performed by means of spur wheels and a rack. A rack movement is smooth enough, and effective enough so far as a mechanical connection between the driving gearing and a platen, but there is a difficulty met with from the torsion and elasticity of cross-shafts and a train of reducing gearing. In all other machines for metal cutting, it has been a studied object to have the supports for both the tools and the material as rigid as possible; but in the common type of planing machines, such as have rack and pinion movement, there is a controversion of this principle, inasmuch as a train of wheels and several cross-shafts constitute a very effective spring between the driving power and the point of cutting, a matter that is easily proved by planing across the teeth of a rack, or the threads of a screw, on a machine arranged with spur wheels and the ordinary reducing gearing. It is true the inertia of a platen is interposed and in a measure overcomes this elasticity, but in no degree that amounts to a remedy.

It is another Cynic trait in Epicurus that he should67 address himself to a much wider audience than the Sophists, or even than Socrates and his spiritualistic successors. This circumstance suggested a new argument in favour of temperance. His philosophy being intended for the use of all mankind without exception, was bound to show that happiness is within the reach of the poor as well as of the rich; and this could not be did it depend, to any appreciable extent, on indulgences which wealth alone can purchase. And even the rich will not enjoy complete tranquillity unless they are taught that the loss of fortune is not to be feared, since their appetites can be easily satisfied without it. Thus the pains arising from excess, though doubtless not forgotten, seem to have been the least important motive to restraint in his teaching. The precepts of Epicurus are only too faithfully followed in the southern countries for whose benefit they were first framed. It is a matter of common observation, that the extreme frugality of the Italians, by leaving them satisfied with the barest sufficiency, deprives them of a most valuable spur to exertion, and allows a vast fund of possible energy to moulder away in listless apathy, or to consume itself more rapidly in sordid vice. Moreover, as economists have long since pointed out, where the standard of comfort is high, there will be a large available margin to fall back upon in periods of distress; while where it is low, the limit of subsistence will be always dangerously near.It was like a shadow and quite as noiseless.
