THREE:The Great Seal had remained in commission ever since the resignation of Sir Robert Peel, and it was supposed to be reserved for Lord Brougham when the king's objections to his reappointment should be overcome. Such, however was not the case, as Lord Melbourne was determined to have nothing more to do with him. On the 1st of January, 1836, Sir Charles Pepys, Master of the Rolls, was appointed to the office of Lord Chancellor, and created a peer by the title of Lord Cottenham. At the same time Mr. Henry Bickersteth, appointed Master of the Rolls, was called to the Upper House by the title of Baron Langdale. Lord Brougham, thus passed over, was too ill to make any protest, but before long he assumed an attitude of active opposition to the Ministry. Parliament was opened by the king in person on the 4th of February, 1836, in a Speech remarkable for the number and variety of its topics. It gave the usual assurances of the maintenance of friendly relations with all Foreign Powersexpressed regret at the continuance of the civil contest in the northern provinces of Spain, and hope of a successful result to our mediation between France and the United States. Referring to domestic affairs, the state of commerce and manufactures was declared to be highly satisfactory; but difficulties continued to press on agriculture. Measures were to be submitted for increasing the efficiency of the Church, for the commutation of tithes, for alleviating the grievances of Dissenters; and improvements in the administration of justice were recommended, especially in the Court of Chancery. The special attention of Parliament was directed to the condition of the poor of Ireland, and it was suggested that as experience had proved the salutary effect of the Poor Law Amendment Act in England, a similar measure might be found useful in alleviating the social condition of Ireland. Allusion was also made to the reform of Irish corporations, and the adjustment of the Irish Tithe question, which we have already disposed of in preceding pages. Chiefly with reference to these questions, amendments to the Address were moved in both Houses; in the Upper by the Duke of Wellington, whose amendment was carried without a division; in the Commons Ministers won by 284 against 243.

THREE:On the arrival of peace the fall of agricultural prices ruined great numbers who had pushed their speculations and land purchases beyond their legitimate means; but the Corn Laws again buoyed up both farmers and landlords, and the progress of improvement continued. Draining strong lands, manuring light ones with lime and marl, and the introduction of artificial grasses, added incalculably to the produce of the country. Turnips enabled the farmer to maintain his cattle and sheep in high condition during the winter, and the introduction of the Swedish turnip and mangel-wurzel extended this advantage till rye, rye-grass, sainfoin, and clover became plentiful. Before the end of the reign rentals had doubled, and lands, even in hilly districts, where it had been supposed that nothing but oats would grow, and where the reapers were often obliged to shake the snow from the corn as they cut it, were seen producing good wheat, and, from the better system of husbandry, at a much earlier period of autumn.

THREE:This noble independence was in bright contrast to that of Scottish juries. In this very autumn, fresh trials of accused seditionists had taken place at Edinburgh, in which the conduct of Government and the servility of the Scottish juries were equally reprehensible. One Robert Watt, a ruined tradesman of that city, was put upon his trial, on the 14th of August, charged with eighteen overt acts of high treasonin exciting many individuals to arm themselves, and to meet in convention to concoct plans for the overthrow of the Government. But it appeared on the trial that Watt had long been a Government spy, employed to instigate people to these courses, by direct orders from Mr. Secretary Dundas and the Lord Advocate of Scotland. Letters from these gentlemen containing these orders, and proofs of Watt being in the pay of Government for these purposes, were produced by Mr. Henry Erskine, the prisoner's counsel. It was shown unanswerably that he had been encouraged to have arms made and distributed, and to tempt soldiers in Edinburgh. He had been thus employed to mislead and ensnare unsuspecting persons from August, 1792, to October, 1793more than twelve months; and it was shown that after this the Government had abandoned him, and that he had then joined the Reformers in earnest. Notwithstanding this display of the infamous conduct of the Government, Watt was condemned to be hanged, drawn, and quartered.

Stanhope quitted that country, and the Spanish Government ordered the seizure of the Prince Frederick, a ship belonging to the South Sea Company. Twenty thousand men were assembled and sent against Gibraltar. All attempts on the great fortress were as useless as former ones had been. The English regarded the attack with even an air of indifference, whilst their guns, sickness, and desertion, were fast cutting off the besiegers. In four months the investing army, being reduced to half its number, drew off with this empty but destructive result.
