On the 15th the British squadron brought in the Emigrant troops from the Elbe, under the young and gallant Count de Sombreuil; but they amounted only to eleven thousand men. No sooner, however, were they in the hands of the Republicans than all the officers and gentlemen were led out and shot; and the common men enrolled in Hoche's regiments.Not one of these monarchs, whose subjects had shed their blood and laid down their lives by hundreds of thousands to replace them in their power, had in return given these subjects a recompense by the institution of a more liberal form of government. The German kings and princes had openly promised such constitutions to induce them to expel Buonaparte; and, this accomplished, they shamefully broke their word. As Lord Byron well observed, we had put down one tyrant only to establish ten. In Spain, where we had made such stupendous exertions to restore Ferdinand, that monarch entered about the end of March; and his arrival was a signal for all the old royalists and priests to gather round him, and to insist on the annihilation of the Constitution made by the Cortes. He went to Gerona, where he was joined by General Elio and forty thousand men. Thence he marched to Saragossa and Valencia. At that city Te Deum was sung for his restoration, and, surrounded by soldiers and priests, he declared that the Cortes had never been legally convoked; that they had deprived him of the sovereignty, and the nobles and clergy of their status; and that he would not swear to the Constitution which they had prepared. On the 12th of May he entered his capital, amid the most frantic joy of the ignorant populace, and proceeded at once to seize all Liberal members of the Cortes, and throw them into prison. Wellington hastened to Madrid, and with his brother, Sir Henry Wellesley, the British Ambassador, and General Whittingham, in vain urged on Ferdinand to establish a liberal constitution, and govern on liberal principles. It was clear there was a time of terrible and bloody strife before Spain between the old tyrannies and superstitions and the new ideas.

Burgoyne said he would never admit that his retreat was cut off whilst he had arms in his hands; and Gates, who knew that Clinton was on his march, and might soon alter the whole face of things, was only too anxious to have Burgoyne's army out of the way. After some preliminaries, therefore, to save appearances, on the 16th it was agreed that the British should march out of their camp with all the honours of war; should deposit their cannon on the banks of the Hudson, and there pile their arms at the command of their own officers; that the troops, of whatever nation they might be composed, should retire in all security and honour to Boston, where they should be provided with all necessary comforts until they embarked for England, under condition of not serving against the United States again during that war; that the Canadians should be allowed to return in all honour to their own country; and that in no case should officers be separated from their own men. These were not such terms as are usually granted to conquered armies; and the reason was, that Clinton was every day drawing nearer. Scarcely were these terms agreed on, when this fact became known to Burgoyne. For a moment he hesitated whether he should sign the contract; but, on consultation with his officers, he felt himself bound in honour to ratify it, and accordingly, the next morning, the 17th of October, the deed was signed, and the troops, marching out, grounded their arms.The impeachment of Oxford followed. On the 9th of July, 1715, Lord Coningsby, attended by many of the Commons, carried up to the Lords the articles against him, sixteen in number, to which afterwards six more were added. The first fifteen related to the Peace of Utrecht; the sixteenth to the sudden creation of twelve peers in 1711, in order to create a Tory majority, by which it charged him with highly abusing the constitution of Parliament and the laws of the kingdom. When the Articles had been read, it was doubted whether any of the charges amounted to high treason. To decide this as a legal point, it was moved that the judges should be consulted; but this motion was rejected, and another was made to commit Oxford to the Tower; and, though reprieved a few days on account of an indisposition, he was committed accordingly, having made a very solemn plea of his innocence, and of having only obeyed the orders of the queen, without at all convincing the House. He continued to lie in the Tower for two years before he was brought to trial, matters of higher public interest intervening. Eventually the impeachment was dropped, the documentary evidence being considered insufficient.

The king's speech, at the opening of this Session, recommended a consideration of the trade and general condition of Ireland; and indeed it was time, for the concessions which had been made by the Rockingham Ministry had only created a momentary tranquillity. The Volunteers retaining their arms in their hands after the close of the American war, were evidently bent on imitating the proceedings of the Americans, and the direction of the movement passed from Grattan to Flood. In September, 1785, delegates from all the Volunteer corps in Ireland met at Dungannon, representing one hundred thousand men, who passed resolutions declaring their independence of the legislature of Great Britain. The delegates at Dungannon claimed the right to reform the national Parliament, and appointed a Convention to meet in Dublin in the month of November, consisting of delegates from the whole Volunteer army in Ireland. Accordingly, on the 10th of November, the great Convention met in Dublin, and held their meetings in the Royal Exchange. They demanded a thorough remodelling of the Irish Constitution. They declared that as matters stood the Irish House of Commons was wholly independent of the people; that its term of duration was equally unconstitutional; and they passed zealous votes of thanks to their friends in England. These friends were the ultra-Reformers of England, who had freely tendered the Irish Reformers their advice and sympathy. The Irish people were ready to hail the delegates as their true Parliament, and the regular Parliament as pretenders. Within Parliament House itself the most violent contentions were exhibited between the partisans of the Volunteer Parliament and the more orthodox reformers. Henry Flood was the prominent advocate of the extreme movement, and Grattan, who regarded this agitation as certain to end only in fresh coercion, instead of augmented liberty for Ireland, vehemently opposed it.Well had it been for Murat could he have made up his mind to seek the same asylum; for it appears clear that it would have been granted him, for he was no longer dangerous. But he clung convulsively to the fortunes of Napoleon, and making his way in a small coasting vessel, he followed him to France, and reached the port of Frjus on the 28th or 29th of May, where Buonaparte had landed on his return from Elba. From this place Murat wrote to Buonaparte[116] through Fouch, offering his services to him; but Buonaparte, who would have been duly sensible of the services of Murat had he succeeded in holding Italy against the Austrians, and thus acting as an important divider of the efforts of the Austrians, was equally sensible of the little value of Murat as a mere individual, defeated, and having lost Italy. He refused to give him a word of reply. Murat accordingly lay in concealment with his followers, vainly hoping for a word of encouragement, till the news of the utter defeat of Buonaparte at Waterloo came upon him like the shock of an earthquake. The south of France was no longer a place for any who had been prominent amongst the retainers of Buonaparte; some of Murat's followers made haste to escape from the search and the vengeance of the Royalists. As for Murat himself, he wrote again to Fouch, imploring his good offices with the Allies to obtain him a passport for England. Receiving no response to this, Murat condescended to write a most imploring letter to Louis XVIII., but he had no time to wait for the slow progress of diplomatic lifehe fled and, after many adventures, reached Corsica. There he was allowed to remain, and a few weeks would have brought him the assurance of entire freedom from enmity on the part of the Allies. But, unfortunately, by this time the shock of the utter overthrow and captivity of Buonaparte following on his own misfortunes, had overturned his intellect. He conceived the insane idea of recovering Naples by the same means that Buonaparte had for a while recovered Paris. A large number of Neapolitan and Corsican refugees encouraged him in the mad project."When corn is at 59s., and under 60s., the duty at present is 27s. 8d. At 63s. the existing duty is 23s. 8d.; the duty I propose is 9s. At 64s. the existing duty is 22s. 8d.; the duty I propose is 8s. At 70s. the existing duty is 10s. 8d.; the duty I propose is 5s. Therefore it is impossible to deny, on comparing the duty which I propose with that which exists at present, that it will cause a very considerable decrease of the protection which the present duty affords to the home grower, a decrease, however, which in my opinion can be made consistently with justice to all the interests concerned."
