THREE:This fleet had enough to do to cope with Rodney in the West Indian waters. Rodney, as we have hinted, with twenty sail of the line, came up with De Guichen's fleet of twenty-three sail of the line, besides smaller vessels, on the evening of the 16th of April, off St. Lucia. He came into action with it on the 17th, and succeeded in breaking its line, and might have obtained a most complete victory, but that several of his captains behaved very badly, paying no attention to his signals. The Sandwich, the Admiral's ship, was much damaged in the action, and the French sailed away. Rodney wrote most indignantly home[276] concerning the conduct of the captains, and one of them was tried and broken, and some of the others were censured; but they were protected by the spirit of faction, and escaped their due punishment. Rodney, finding he could not bring the French again to engage, put into St. Lucia to refit, and land his wounded men, of whom he had three hundred and fifty; besides one hundred and twenty killed. De Guichen had suffered far more severely. Rodney again got sight of the French fleet on the 10th of May, between St. Lucia and Martinique; but they avoided him, and made their escape into the harbour of Fort Royal. Hearing of the approach of a Spanish fleet of twelve sail of the line, and a great number of lesser vessels and transports, bringing from ten thousand to twelve thousand men, Rodney went in quest of it, to prevent its junction with the French; but Solano, the Spanish admiral, took care not to go near Rodney, but, reaching Guadeloupe, sent word of his arrival there to De Guichen, who managed to sail thither and join him. This now most overwhelming united fleet of France and Spain left Rodney no alternative but to avoid an engagement on his part. He felt that not only our West India Islands, but the coasts of North America, were at its mercy; but it turned out otherwise.

THREE:The evening of the 27th of January was fixed for the Minister's general statement upon the commercial policy of the Government. Sir Robert proposed the reduction of the duty on Russian tallow from 3s. 2d. to 1s. 6d.; the abolition of duty on the coarser fabrics of linen, cotton, and woollen, and the reduction on the finer from 20 to 10 per cent.; on French brandy and Geneva, a reduction from 22s. 10d. to 15s.; on foreign free-grown Muscovada sugar, a reduction from 9s. 4d. to 5s. 10d.; and on clayed 11s. 10d. to 8s.; the admission of Indian corn and buckwheat duty free; on butter, the duty to be reduced from 20s. to 10s.; and on cheese, from 10s. to 5s.; the duty on live animals, and fresh and salted meats, pork, and vegetables to be abolished. As to corn, in lieu of the then sliding scale, he proposed that when the average price of wheat was 48s., the duty should fall by 1s. with every 1s. of rise in price, till on reaching 53s. the duty should be a fixed one of 4s.; that this mitigated scale should last for three years, and, by a positive enactment, then disappear on the 1st of February, 1849, leaving for the future only a nominal rate of duty; and that all British colonial wheat and flour should be forthwith admitted at a nominal rate.

THREE:The Home Secretary once more submitted his views to the Duke, in a memorandum dated January 12th, that was written with a view to being submitted to the king, in which he put the inevitable alternative of a Cabinet united in the determination to carry Catholic Emancipation, or a Cabinet constructed on exclusively Protestant principles; and he came to the conclusion that no Cabinet so constructed could possibly carry on the general administration of the country. The state of the House of Commons appeared to him to be an insuperable obstacle to the successful issue of that experiment. Since the year 1807 there had been five Parliaments, and in the course of each of these, with one exception, the House of Commons had come to a decision in favour of the consideration of the Catholic question. The present Parliament had decided in the same manner. A dissolution, were it practicable, would not result in an election more favourable to the Protestant interest, if an exclusively Protestant Government were formed. Even should there be an increase of anti-Catholic members in England, it would not compensate for the increased excitement in Ireland, and the violent and vexatious opposition that would be given by fifty or sixty Irish members, returned by the Catholic Association and the priests. Then there would be the difficulty about preserving the peace in Ireland. During the last autumn, out of the regular infantry force in the United Kingdom, amounting to about 30,000 men, 25,000 men were stationed either in Ireland or on the west coast of England, with a view to the maintenance of tranquillity in Ireland, Great Britain being then at peace with all the world. What would be the consequence should England be involved in a war with some foreign Power? Various other considerations were urged, upon which Mr. Peel founded his advice to the king, which wasthat he should not grant the Catholic claims, or any part of them, precipitately and unadvisedly, but that he should, in the first instance, remove the barrier which prevented the consideration of the Catholic question by the Cabinet, and permit his confidential servants to consider it in all its relations, on the same principles on which they considered any other question of public policy, in the hope that some plan of adjustment could be proposed, on the authority and responsibility of a Government likely to command the assent of Parliament and to unite in its support a powerful weight of Protestant opinion, from a conviction that it was a settlement equitable towards Roman Catholics and safe as it concerned the Protestant Establishment.

THREE:There was little for our fleets in various quarters to do but to watch the coasts of Europe where France had dominions for any fugitive French vessel, for the ships of France rarely dared to show themselves out of port. In March, however, Captain William Hoste fell in with five French frigates, with six smaller vessels, carrying five hundred troops up the Adriatic, near the coast of Dalmatia, and with only four frigates he encountered and beat them. Captain Schomberg fell in with three French frigates and a sloop off Madagascar, seized one of them, and followed the[20] rest to the seaport of Tamatave, in the island of Madagascar, of which they had managed to recover possession. Schomberg boldly entered the port, captured all the vessels there, and again expelled the French from Tamatave. On the American coast our ships were compelled to watch for the protection of our merchantmen and our interests, in consequence of the French mania which was prevailing amongst the North Americans, and which was very soon to lead to open conflict with us.

FORE:Samuel Taylor Coleridge (b. 1772; d. 1834) published his earliest poems in association with his friends, Wordsworth, Charles Lloyd, and Charles Lamb. But his contributions, especially of the "Ancient Mariner," soon pointed them out as belonging to a genius very different. In his compositions there is a wide variety, some of them being striking from their wild and mysterious nature, some for their elevation of both spirit and language, and others for their deep tone of feeling. His "Genevive," his "Christabel," his "Ancient Mariner," and his "Hymn in the Vale of Chamouni," are themselves the sufficient testimonies of a great master. In some of his blank verse compositions the tone is as independently bold as the sentiments are philosophical and humane. Besides his own poetry, Coleridge translated part of Schiller's "Wallenstein," and[187] was the author of several prose works of a high philosophical character. Southey was as different from Coleridge in the nature of his poetical productions as Coleridge was from Wordsworth. In his earliest poems he displayed a strong resentment against the abuses of society; he condemned war in his poem on "Blenheim," and expressed himself unsparingly on the treatment of the poor. His "Botany Bay Eclogues" are particularly in this vein. But he changed all that, and became one of the most zealous defenders of things as they are. His smaller poems are, after all, the best things which he wrote; his great epics of "Madoc," "Roderick, the Last of the Goths," "The Curse of Kehama," and "Thalaba," now finding few readers. FORE:Whilst these violent dissensions had sprung up from the French Revolution, Wilberforce and his coadjutors had been active in their exertions to abolish the Slave Trade. Thomas Clarkson, now devoted heart and soul to this object, was, with Dr. Dickson, sent out by the parent Anti-Slavery Society through the country, to call into life provincial societies and committees, and found themselves zealously supported and warmly welcomed by philanthropists, and especially by the Society of Friends. They circulated the evidence taken before the House of Commons' Committee, and made a great impression. On the other hand, the French Revolution proved as antagonistic to the cause of the abolitionists as it had to the friendship of Burke and Fox. The dreadful insurrection in St. Domingo was attributed to the formation of the Society in Paris of Les Amis des Noirs, and many otherwise enlightened men took the alarm, lest similar scenes in our West Indian colonies should be the result of the doctrines of the abolitionists. Few persons could be found willing to entertain the idea of immediate abolition of the trade in slaves; and even Dr. Parr, though a great Whig and adherent of Fox, declared that these Utopian schemes of liberty to blacks were alarming to serious men. Wilberforce was earnestly entreated to reconsider his plan; he was assured that immediate abolition would not pass the Commons, nor even gradual abolition the Lords. Wilberforce, however, could not be deterred from bringing on the question. On the 18th of April he moved for leave to bring in a Bill to prevent the introduction of any more slaves into our colonies. Besides showing the cruelties practised in the collection and transmission of negroes, he brought forward evidence to prove that, so far from this trade being, as had been represented before the Committee of the Commons, the nursery of British seamen, it was their grave. He showed that of twelve thousand two hundred and sixty-three men employed in it, two thousand six hundred and forty-five had been lost in twelve months. This was calculated to produce far less effect than the surrender of hundreds of thousands of negroes, inasmuch as profit and loss was a more telling argument with the slave traders than mere humanity; and they exerted all their influence in defence of their traffic. Wilberforce added that even had this trade really been a beneficial one as regarded mere political economy, there was a smell of blood about it that all the perfumes of Arabia could not disguise. He was ably supported by Fox and Pitt; but, on this occasion, the Prime Minister could not command[381] his large majority; the motion was lost by one hundred and sixty-three against eighty-eight. FORE:The Tory Ministry was now in a most shattered condition, and it was believed that it could not repair itself. On the 23rd of September official letters were addressed to Lords Grey and Grenville to endeavour to form a coalition with the Tories, but they declined. The Tory Ministry was therefore readjusted by the introduction of Lord Wellesley (who had been replaced in his embassy in Spain by his brother Henry, afterwards Lord Cowley), who took the post of Canning in the Foreign Office, Perceval taking the Premiership, which Portland had only nominally held, as well as the Chancellorship of the Exchequer, which he held before. Lord Palmerston also made his first appearance in this Cabinet as Under-Secretary of State for the War Department, in place of Sir James Pulteney. Lord Liverpool took Castlereagh's place as Secretary at War; and the Hon. R. FORE:In the interval, the character and conduct of the Prince of Wales came prominently before the public. The two great friends of the prince were Fox and Sheridan. If the intellectual qualities of these two remarkable men had been equalled by their moral ones, no fitter companions for a young prince could have been found. But, unfortunately, they were as distinguished for their drinking and dissipation, and Fox for his reckless gambling, as for their talents. Pitt and they were in violent opposition, and as Pitt, with his cold, unimpulsive nature, stood firmly by the king, Fox and Sheridan were, as matters of party, warmly the advocates of the prince. Hence the king and his son, sufficiently at strife on the ground of the prince's extravagance and debauchery, were rendered doubly so by the faction fire of their respective adherents. Pitt, who might have softened greatly the hostile feeling between the royal father and son, by recommending less parsimony on the part of the king, and kindly endeavouring to induce the prince to exhibit more respect for his father, never displayed the slightest disposition to act so generous and truly politic a part. Sheridan and some others of the Whig party mentioned the prince's debts, and urged the propriety of something being done to save the honour of the Heir Apparent; but Pitt turned a deaf ear, and the king informed the prince that he could not sanction the payment of his debts by Parliament, nor was he disposed to[337] increase his allowance from the Civil List. On this the prince determined to break up his household, which had been appointed by the king, and cost the prince twenty thousand pounds, to sell his horses and carriages, and to live in a few rooms like a private gentleman. This he did; his fine horses were paraded through the streets on their way to Tattersall's to be sold, and he stopped the building of Carlton House. All this would have been admirable had it proceeded from a real desire to economise on the part of the prince, in order to satisfy his clamorous creditors, and to commence a real reform of his habits; but the whole was only a mode of mortifying the king and Court party by thus exhibiting the Heir Apparent as compelled, by the refusal of a proper allowance, to abandon the style befitting his rank, and sink himself into that of a mere lodger of scanty means.
