A native can tell you what his own district or province produces, but he is often lamentably ignorant of the resources of other parts of the country. It is to break up this ignorance, and also to stimulate improvements in the various industries, that these national fairs have been established.

But an institution that is working at a loss cant get a further loan from a public body without giving some security for its repayment. At least, if I was on that public body, I would resign my place rather than consent to it. What sort of balance sheet would we have to show the taxpayers? No, my lord, thats quite out of the question.
