In the class of mechanical knowledge that has been defined as general, construction comes in the third place: first, machine functions; next, plans or adaptation of machines; and third, the manner of constructing machines. This should be the order of study pursued in learning mechanical manipulation. Instead of studying how drilling-machines, planing-machines or lathes are arranged, and next plans of constructing them, and then the principles of their operation, which is the usual course, the learner should reverse the order, studying, first, drilling, planing, and turning as operations; next, the adaptation of tools for the purposes; and third, plans of constructing such tools.

"I am not here about that," he said, "at least, not for the present. I am afraid I have some bad news for you. I am speaking to the lady who is known to people generally as Countess Lalage."Considered as means for transmitting power, the contrast as to advantages and disadvantages lies especially between belts and gearing instead of between belts and shafts. It is true in extreme cases, such as that cited at Crewe, or in conveying water-power from inaccessible places, through long distances, the comparison lies between belts and shafts; but in ordinary practice, especially for first movers, the problem as to mechanism for conveying power lies between belts and gear wheels. If experience in the use of belts was thorough, as it is in the case of gearing, and if the quality of belts did not form so important a part in the estimates, there would be but little difficulty in determining where belts should be employed and where gearing would be preferable. Belts are continually taking the place of gearing even in cases where, until quite recently, their use has been considered impracticable; one of the largest rolling mills in Pittsburg, Pennsylvania, except a single pair of spur wheels as the last movers at each train of rolls, is driven by belts throughout.
ONE:Historians often speak as if philosophy took an entirely fresh start at different epochs of its existence. One such break is variously associated with Descartes, or Bacon, or some one of their Italian predecessors. In like manner, the introduction of Christianity, coupled with the closing of the Athenian schools by Justinian, is considered, as once was the suppression of the West-Roman Caesarate by Odoacer, to mark the beginning of a new rgime. But there can be no more a real break in the continuity of intellectual than in the continuity of political history, beyond what sleep or inactivity may simulate in the life of the organic aggregate no less than in the life of the organic individual. In each instance, the thread is taken up where it was dropped. If the rest of the world has been advancing meanwhile, new tendencies will come into play, but only by first attaching themselves to older lines of movement. Sometimes, again, what seems to be a revolution is, in truth, the revival or liberation of an earlier movement, through the decay or destruction of beliefs364 which have hitherto checked its growth. Thus the systems of Plato and Aristotle, after carrying all before them for a brief period, were found unsuitable, from their vast comprehension and high spirituality, to the undeveloped consciousness of their age, and were replaced by popularised versions of the sceptical or naturalistic philosophies which they had endeavoured to suppress. And when these were at length left behind by the forward movement of the human mind, speculative reformers spontaneously reverted to the two great Socratic thinkers for a better solution of the problems in debate. After many abortive efforts, a teacher appeared possessing sufficient genius to fuse their principles into a seemingly coherent and comprehensive whole. By combining the Platonic and Aristotelian spiritualism with a dynamic element borrowed from Stoicism, Plotinus did for an age of intellectual decadence what his models had done in vain for an age of intellectual growth. The relation in which he stood to Stoicism, Epicureanism, and Scepticism, reproduced the relation in which they stood to the various physical and sophistic schools of their time; but the silent experience of six centuries won for him a much more enduring success.

THREE:Near Louvain the train had to stop for another two hours, before it was allowed to enter the station, which was quite close by. I thanked my stars that at last I got rid of my companion, who travelled on to Brussels, whereas I got out at Louvain. It was too late to be allowed to walk in the streets,199 but the commander gave me an escort of two soldiers, who were to take me to the mission house of the Fathers of the Sacred Heart.

THREE:Among the most interesting of Plutarchs religious writings is one entitled On the Delays in the Divine Vengeance. As might be expected from the name, it deals with a problem closely akin to that which ages before had been made the subject of such sublime imagery and such inconclusive reasoning by the author of the Book of Job. What troubled the Hebrew poet was the apparently undeserved suffering of the just. What the Greek moralist feels himself called on to explain is the apparent prosperity and impunity of the wicked. He will not for a moment admit that crime remains unavengeful; his object is to show why the retribution does not follow directly on the deed. And, in order to account for this, he adduces a number of very ingenious reasons. By acting deliberately rather than in blind anger, the gods wish to read us a useful lesson in patience and forbearance. Sometimes their object is to give the sinner an opportunity for repentance and amendment; or else they may be holding him in reserve for the performance of some beneficial work. At other times, their justice is delayed only that it may be manifested by some signal and striking form of retribution. In many cases, the final stroke has been preceded by long years of secret torment; and even where no suffering seems to be inflicted, the pangs of remorse may furnish a sufficient expiation. Or again, vengeance may be reserved for a future generation. Some persons hold that to267 visit the sins of the fathers on the children is unjust, but in this they are profoundly mistaken. Members of the same family and citizens of the same state are connected as parts of one organic whole; sharing in the benefits which accrue from the good deeds of their predecessors, it is right that they should also share in the responsibility for their crimes. Moreover, the posterity of the wicked inherit a sinful disposition which, as the gods can clearly foresee, would betray itself in overt acts were they not cut off in their youth. And it is equally an error to suppose that the original wrongdoers remain unaffected by the retribution which befalls their descendants. On the contrary, they witness it from the next world, where it adds poignancy to their remorse, and entails on them fresh penalties over and above those which they have already been doomed to suffer.

FORE:But the German troops had ample provisions for themselves, and as an officer noticed that I went all over the town to find some food in one of the58 restaurants, he offered me, the "friendly" Netherlander, something to eat at the Guard House. This I declined, however, for I could not have enjoyed bread taken from the starving population. There isnt anybody! Larrys eyes became used to the duller light that filtered through the thick dust on the roof skylight.

THREE:Lawrence gave the necessary information. He was a little surprised to hear that his hostess had never heard of the tuberose. Nor, fond of flowers as she seemed, did she appear in the least interested.Isaac Isidore was lunching at his chambers in his own simple way. A hard trying life like his, to say nothing of half his nights spent in society, called for a careful regime. Plain food and a total absence from intoxicants enabled the man to get through an enormous amount of work and pleasure.

FORE:There were three kinds of strain mentionedtorsional, deflective, and accidental. To meet these several strains the same means have to be provided, which is a sufficient size and strength to resist them; hence it is useless to consider each of these different strains separately. If we know which of the three is greatest, and provide for that, the rest, of course, may be disregarded. This, in practice, is found to be accidental strains to which shafts are in ordinary use subjected, and they are usually made, in point of strength, far in excess of any standard that would be fixed by either torsional or transverse strain due to the regular duty performed.

The inquest was sensational from the very start. After the dead man's landlady of the house by the docks and her landlord's agent proved the handwriting of the deceased, Sergeant Prout told the story of the missing banknotes. A good few of the packed audience knew Bruce by sight, and as the evidence proceeded he found the scrutiny of so many eyes quite trying. It was a cruel sight. At a tolerably quick pace59 hundreds of soldiers marched out in the direction of the fort, dragging light ordnance with them. One of the officers explained to me that the big guns could not yet operate here; and now a division of foot-artillery was commanded to occupy a small hill near the fort. The big guns had to support them on the way. The guns roared as if all the thunderbolts of heaven had been flung into space. The smoke of the powder poisoned the air and made me cough. Gradually my surroundings were enveloped in a thin haze, which became denser and more suffocating the longer the guns roared. And at last those hundreds of men, dragging their guns along the byways, looked merely like shades. This problem of whether to move the material or to move the tools in planing, is an old one; both opinion and practice vary to some extent, yet practice is fast settling down into constant rules. What have you done about it? asked Larry. In the garden she might have seen a great deal. She might have heard a great deal, too, as Balmayne was bound to admit. But then when she had disclosed herself in the garden her face was quite tranquil, there had been nothing on it but a certain natural surprise. The old gleam was coming back to his eyes. Leona drew a deep breath. She had half expected this at the time; there was always the chance that this man knew a great deal more than she imagined. But help must be near her by this time, and she could always prevaricate."The miserable behaviour of the men has been the cause that a non-commissioned officer and a private were seriously wounded by German ammunition.
