FORE:But in the midst of all this strife and turmoil the work of real amelioration steadily proceeded. The tithe proctor system was a great and galling grievance to Protestants as well as Roman Catholics, but especially to the latter, who constituted the mass of the tillers of the soil. Such an odious impost tended to discourage cultivation, and throw the land into pasture. The Tithe Commutation Act was therefore passed in order to enable the tenant to pay a yearly sum, instead of having the tenth of his crop carried away in kind, or its equivalent levied, according to the valuation of the minister's proctor. It was proposed to make the Act compulsory upon all rectors, but this was so vehemently resisted by the Church party that it was left optional. If the measure had been compulsory, the anti-tithe war, which afterwards occurred, accompanied by violence and bloodshed, would have been avoided. It was, however, carried into operation to a large extent, and with the most satisfactory results. Within a few months after the enactment, more than one thousand applications had been made from parishes to carry its requirements into effect. In 1824, on the motion of Mr. Hume for an inquiry into the condition of the Irish Church Establishment, with a view to its reduction, Mr. Leslie Foster furnished statistics from which it appeared that the proportion of Roman Catholics to Protestants was four to one. In Ulster, at that time, the Roman Catholic population was little more than half the number of Protestants.

FORE:Wilberforce, on the 27th of January, had obtained a committee of inquiry into the slave trade. He, Clarkson, and the anti-slavery committees, both in London and the provinces, were labouring with indefatigable industry in collecting and diffusing information on this subject. The Committee of the Commons found strong opposition even in the House, and, on the 23rd of April, Lord Penrhyn moved that no further evidence should be heard by the Committee; but this was overruled, and the hearing of evidence continued through the Session, though no further debate took place on the question.[See larger version]

FORE:In America, the belligerents were early afoot this year; but the attention and the forces of the English were drawn from the States to the West Indies by the determined attempts of the French to make themselves masters of our islands there. D'Estaing, who was joined by another French squadron under the Marquis de Vaudreuil, was early opposed by Admiral Byron, who arrived at St. Lucia from the American coast on the 6th of January. This Admiral Vaudreuil, on his way, had visited our settlements on the coast of Africa, and taken from us Senegal; but Sir Edward Hughes soon arrived there, and took their settlement of Goree, so that it was a mere exchange of territory. In June Admiral Byron was obliged to escort our merchant fleet to a certain distance, and D'Estaing seized that opportunity to make himself master of St. Vincent and Grenada, where the garrisons were weak. On the return of Byron, on the 5th of July, he came to an engagement with D'Estaing off Grenada; but the French admiral, after an indecisive action, took advantage of the night to sail away, boasting of a great victory. He now made for Georgia and Carolina, to assist the Americans in endeavouring to wrest from us our recent conquest of Savannah, in Georgia.
