TWO:Savary accompanied Ferdinand to conduct him safely into the snare. He spoke positively of meeting Napoleon at Burgos; but when they arrived there, they received the information that Napoleon was only yet at Bordeaux, about to proceed to Bayonne. Savary seemed so sure of his victim, that he ventured to leave Ferdinand at Vittoria, and went on to see Napoleon and report progress; probably, also, to receive fresh instructions. The opportunity was not lost by some faithful Spaniards to warn Ferdinand to make his escape during Savary's absence, and to get into one of his distant provinces, where he could, at least, negotiate with Napoleon independently. Ferdinand was astounded, but persuaded himself that Napoleon could not contemplate such treachery. Although the people opposed the Prince's going, Savary prevailed, and on they went.
TWO:The Virginians were the first to move to lead the agitation. Patrick Henry and Thomas Jefferson took the initiative in a measure which would have better suited the character of the religious New Englanders. A fast was ordered on account of the Boston Port Act. The next day, however, being the 25th of May, Lord Dunmore, the governor of the province, dissolved the Assembly. The members, nothing daunted, retired to the "Raleigh" Tavern, and passed a series of resolutions. The chief of these were to purchase nothing of the East India Company, except saltpetre and spices, until their injuries were redressed; to request the members of all Corresponding Committees to take measures for the appointment of members to a General Congress; to summon the new members of the Assembly (the writs for which were already in course of issue) to meet at Williamsburg to elect delegates from that colony to the Congress.
TWO:On the following evening Lord Melbourne, having explained why he resigned, said, "And now, my lords, I frankly declare that I resume office unequivocally and solely for this reason, that I will not abandon my Sovereign in a situation[463] of difficulty and distress, and especially when a demand is made upon her Majesty with which I think she ought not to complya demand, in my opinion, inconsistent with her personal honour, and which, if acquiesced in, would make her reign liable to all the changes and variations of political parties, and render her domestic life one constant scene of unhappiness and discomfort." The Whigs, therefore, returned to office, but not to power.

TWO:The next day, the 8th of July, Louis a second time entered his capital, escorted by the National Guard. Fouch announced to the two Chambers that their functions were at an end; but they still declared themselves sitting in permanence. But General Desolles, commander of the National Guard, proceeded to close the Chambers. He found both of them deserted, and locked the doors, and put his seal upon them, setting also a guard. Soon afterwards the members of the Chamber of Representatives, who had only adjourned, began to arrive, but were received with jeers by the Guards, which were eagerly joined in by the populace, and they retreated in confusion. Fouch, in reward for his politic private correspondence with the Allies, was reinstated in his old office of Minister of Police, and the government of Louis recommenced in great quietaffording the French much more real liberty than they had enjoyed either under Buonaparte or the factions of the Revolution. And thus ended the celebrated Hundred Days from the landing of Napoleon to his second exclusion.
