And truly the prospects of the reign before him were such as might have daunted a much bolder and wiser man than Joseph. The people of Madrid had watched with increasing resentment the spiriting away of the different members of the royal family to Bayonne. They were wrathful that Godoy had been carried beyond the reach of their vengeance, and every day they were on the look-out for news from Bayonne as to the cause of Ferdinand, and this news grew even more unfavourable. On the evening of the 30th of April the populace had retired in gloomy discontent, because no courier had arrived bringing intelligence of Buonaparte's intentions towards Ferdinand. On the morning of the 1st of May numbers of men assembled about the gate of the inn and the post-office, with dark looks, and having, as was supposed, arms under their long cloaks. The French mustered strongly in the streets, and the day passed over quietly. But the next morning, the 2nd of May, the same ominous-looking crowds, as they assembled, were agitated by reports that the only remaining members of the royal family, the widowed Queen of Etruria and her children, and the youngest son of King Charles, Don Francisco, were about to be sent off also to Bayonne. They presently saw these royal personages conducted to their carriages; Don Francisco, a youth of only fourteen, weeping bitterly, and the sight roused the people to instant fury. They fell on the French, chiefly with their long knives, massacred seven hundred soldiers of the line, and wounded upwards of twenty of the Imperial Guard. The French, in return, fired on the people, and killed a hundred and twenty of them. Murat poured in troops to suppress the riot, but could not disperse them till after several volleys of grape-shot and repeated charges of cavalry. Unprepared as the country was, the people felt by no means daunted. The Alcalde of Mostoles, about ten miles south of Madrid, hearing the firing, and understanding the cause, sent a bulletin to the south in these words, "The country is in danger: Madrid is perishing through the perfidy of the French: all Spaniards come to deliver it!" That was all that was necessary. The fact of being in possession of[554] Madrid was a very different thing to being in possession of Paris, Spain consisting of various provinces, having their separate capitals, and everywhere was a martial people, just as ready and able to maintain a struggle against an invader as if Madrid were free. At Valencia, the populace, headed by a priest, fell on the French, and massacred two hundred of them. Solano, the governor of Cadiz, suspected of favouring the French, was dragged out of his house and murdered. Even before the insurrection at Madrid there had been one at Toledo, and the French had been menaced with destruction.

Whilst Cornwallis was pursuing Washington through the Jerseys, Clinton swept Rhode Island of the American troops, and drove Commodore Hopkins with some ships up Providence River, where he remained. Rhode Island, however, required a strong body of English soldiers constantly to defend it. Meanwhile Sir Guy Carleton, having destroyed the American flotilla on Lake Champlain, was daily expected to march from Crown Point and invest Ticonderoga, which was only fifteen miles distant, and where Schuyler lay prepared to abandon it on the approach of the English. But Carleton, who had displayed so much activity and energy, now, like the rest of our generals, seemed at once to abandon them at the decisive point. He descended the Champlain to Isle-aux-Noix, put his forces into winter quarters there, and proceeded himself to Quebec, to prepare for the next campaign. Thus ended the campaign of 1776.THE STANDARD OF PRINCE CHARLIE'S BODYGUARD, TAKEN AT CULLODEN. (In the possession of Sir Archibald Lamb at Beauport, Sussex.)

THREE:On the 22nd of January, 1801, the first Imperial Parliament met, and Addington was re-elected Speaker. The king did not meet this Parliament till the whole of its members had been sworn; his opening of it for business took place on the 2nd of February, and his speech had no cheering topics to give spirit to its first proceedings; on the Continent there had been nothing but defeat on the part of the Allies, of triumph on that of France. Our late ally, Paul, had not only seized our merchant vessels in the ports of the Baltic, and the property of our merchants in the Russian towns, but he had entered into a league with Sweden and Denmark to close the Baltic altogether to us, and to compel us to relinquish the right of search. This confederacy, by stopping the supplies of corn from the North, threatened us with great aggravation of the distresses at home; and some members advocated the surrender of the right of search, or the acceptance of the principles of an armed neutrality, such as Catherine of Russia had endeavoured to establish. But Pitt plainly showed that to allow neutral vessels to carry arms, ammunition, and commodities of life into the ports of our enemies would render all blockades of their forts useless, and enormously increase our difficulties during war. Orders were immediately issued to send a powerful fleet into the Baltic to chastise the insane Czar.

THREE:When Buonaparte, early in the morning of the 18th, mounted his horse to reconnoitre Wellington's position, he was rejoiced to observe so few troops; for many were hidden behind the height on which Wellington took his stand. One of his staff suggested that Wellington would be joined by Blucher; but so wholly ignorant was Napoleon of the settled plan of the two generals that he scouted the idea. "Blucher," he said, "is defeated. He cannot rally for three days. I have seventy-five thousand men: the English only fifty thousand. The town of Brussels awaits me with open arms. The English opposition waits but for my success to raise their heads. Then adieu subsidies and farewell coalition!" And, looking again at the small body of troops visible, he exclaimed, in exultation, "I have them there at last, these English!" General Foy, who had had ample experience of "these English" in Spain, said, "Wellington never shows his troops; but, if he be yonder, I must warn your majesty that the English infantry, in close fighting, is the very devil!" And Soult, who had felt the strength of that infantry too often, confirmed Foy's assertion.

THREE:Undaunted by this display of prelatical bigotry, Lord Stanhope immediately gave notice of a Bill to prevent a tyrannical exercise of severity towards Quakers, whose principles did not permit them to pay tithes, church-rates, or Easter offerings; this he did on the 3rd of July of the same year. By the 7 and 8 William III. two justices of peace could order a distress on a Quaker for tithes under the value of ten pounds; and by 1 George I. this power was extended to the non-payment of Easter and other dues; but his Lordship showed that of late the clergy had preferred to resort to an Act of Henry VIII., a time when Quakers did not exist, which empowered the clergy, by warrant from two justices of peace, to seize the persons of the defaulters and throw them into prison, where, unless they paid the uttermost farthing, they might remain for life. Thus the clergy of the eighteenth century in England were not satisfied with the humane enactments of William III. or George I., by which they could easily and fully obtain their demands, but they thirsted for a little vengeance, a little of the old enjoyment of imprisoning and tormenting their neighbours, and therefore went back to the days of the brutal Henry VIII. for the means. They had, two months before, thrown a Quaker of Worcester into gaol for the non-payment of dues, so called, amounting to five shillings, and there was every prospect that he might lie there for life. At Coventry six Quakers had lately been prosecuted by the clergyman for Easter offerings of the amount of fourpence each; and this sum of two shillings amongst them had, in the ecclesiastical court, been swelled to three hundred pounds. For this three hundred pounds they were cast into prison, and might have lain there for life, but being highly respected by their townsmen, these had subscribed the money and let them out. But this, his Lordship observed, would prove a ruinous kindness to the Quakers, for it would whet the avarice of the clergy and proctors to such a degree that the people of that persuasion would everywhere be hunted down without mercy for small sums, which might be recovered at once by the simple process of distraint. He declared that he would have all clerical demands satisfied to the utmost, but not by such means, worthy only of the dark ages; and he therefore, in this Bill, proposed the repeal of the obnoxious Act of 27 Henry VIII. But the glutting of their vengeance was too precious to the clergy of this period, and the Bill was rejected without a division.RICHARD COBDEN. (From a Photograph by Messrs. W. and D. Downey.)

But the most important operations were at this moment taking place in the south between Dupont and Casta?os. Casta?os was quartered at Utrera with twenty thousand men. Dupont had been ordered by Murat to march from Madrid into the south-west, and make himself master of the important post of Cadiz. After a countermand, he again advanced in that direction, and had crossed the Sierra Morena, so celebrated in the romance of "Don Quixote," and reached the ancient city of Cordova. There he received the news that Cadiz had risen against the French, and had seized the French squadron lying in the bay, and, at the same time, that Seville was in the highest state of insurrection. Whilst pausing in uncertainty of what course to pursue, Casta?os advanced from Utrera towards the higher part of the Guadalquivir. If Dupont had rushed forward to attack Casta?os at Utrera, he would have done it under great disadvantages. He was cut off from the main French army by the Sierra Morena, and these mountains being occupied by the insurgent inhabitants, he would have no chance of falling back in case of disaster. He now advanced to Andujar, which he reached on the 18th of June, having had to fight his way through bands of fiery patriots.
