ONE:"Only about a month after the publication of my story about what happened at Landen, the German Government and military authorities considered that the time had come to contradict it, after ordering an inquiry which in reality cannot be called an inquiry at all. From their communiqus it is clear that some soldiers were heard who probably were privy to the act, and in any case benefited by a denial of the villainy committed at Landen. That is to say, men who were counsel in their own cause, and who were believed the sooner because their declarations were desirable for the support of German credit. But it does not appear from these communiqus that the German authorities also examined the wounded who were present, nor the two Netherlanders who travelled by that train: the young Miss de Bruin, from Amsterdam, and the present writer, as also the civilian witnesses at Landen. In opposition to the evidence of Stores-inspector Huebner and the landwehr-soldier Krueger, of226 which evidence it has not been stated that they gave it on oath, I declare myself prepared and willing, if a complete and impartial inquiry be instituted, to declare upon oath either to a properly qualified committee in The Netherlands or in Germany, or to a thereto-appointed arbiter, the following:
THREE:(1.) In what respect are air and water like belts and gearing, as means to transmit power?(2.) What are some of the principal advantages gained by employing air to operate railway brakes?(3.) Name some of the advantages of centralising motive power.(4.) Are the conditions of working an engine the same whether air or steam is employed?"Of course, there was no face there," Balmayne flared out. THREE:Besides the encouragement which it gave to kind offices between friends and neighbours, the Stoic doctrine of humanity and mutual love was honourably exemplified in Senecas emphatic condemnation of the gladiatorial games and of the40 horrible abuses connected with domestic slavery in Rome.86 But we miss a clear perception that such abuses are always and everywhere the consequences of slavery; and the outspoken abolitionism of the naturalists alluded to by Aristotle does not seem to have been imitated by their successors in later ages.87 The most one can say is that the fiction of original liberty was imported into Roman jurisprudence through the agency of Stoic lawyers, and helped to familiarise mens minds with the idea of universal emancipation before political and economical conditions permitted it to be made a reality.In reality, Stoicism was not, like the older Greek philosophies, a creation of individual genius. It bears the character of a compilation both on its first exposition and on its final completion. Polemo, who had been a fine gentleman before he became a philosopher, taunted Zeno with filching his opinions from every quarter, like the cunning little Phoenician trader that he was.18 And it was said that the seven hundred treatises of Chrysippus would be reduced to a blank if everything that he had borrowed from others were to be erased. He seems, indeed, to have been the father of review-writers, and to have used the reviewers right of transcription with more than modern license. Nearly a whole tragedy of Euripides reappeared in one of his articles, and a wit on being asked what he was reading, replied, the Medea of Chrysippus.19
THREE:Pressure wheels, like gravity wheels, should, from theoretical inference, be expected to give a high per cent. of power. The water resting with the whole of its weight against the vanes or abutments, and without chance of escape except by turning the wheel, seems to meet the conditions of realising the whole effect due to the gravity of the water, and such wheels would no doubt be economical if they had not to contend with certain mechanical difficulties that render them impracticable in most cases.Through a thin cleft in the heavy mist, not far below them the dark outlines of eel-grass, flanking two sides of a channel in the swampy shore line stood out, for an instant, clear and menacing.
