But his absolute disregard of international justice has become equally proverbial through the famous advice, reiterated on every possible occasion, that an unoffending and unwarlike city should be destroyed, lest its existence should at some future time become a source of uneasiness to the mistress of the world. Perhaps it was a secret consciousness of his own inconsistency which prevented him from directly proposing that Carneades should not be allowed to continue his lectures. At any rate, the ex-Censor contented himself with moving that the business on which the Athenian envoys had come should be at once concluded, that they might return to their classes at Athens, leaving the youth of Rome to seek instruction as before from the wise conversation and example of her public men.214 We are not told whether his speech on this occasion wound up with the usual formula, caeterum, Patres Conscripti, sententia mea est Carthaginem esse delendam; but as it is stated that from the year 175 to the end of his life, he never made a motion in the Senate that was not terminated by those words, we are entitled to assume that he did not omit them in the present instance. If so, the effect must have been singularly grotesque; although, perhaps, less so than if attention had been drawn to the customary phrase by its unexpected absence. At any rate, Carneades had an opportunity of carrying back one more illustration of ethical inconsistency wherewith to enliven his lectures on the vanity of dogmatising and the absolute equilibrium of contradictory opinions.

We have already characterised the first centuries of Roman imperialism as a period of ever-increasing religious reaction; and in this reaction we attempted to distinguish between the development of supernaturalist beliefs which were native to Greece and Italy, and the importation of beliefs which had originated in the East. We saw also how philosophy shared in the general tendency, how it became theological and spiritualistic instead of ethical and naturalistic, how its professors were converted from opponents into upholders of the popular belief. Now, according to some critics, Neo-Platonism marks another stage in the gradual substitution of faith for reason, of authority for independent thought; the only question being whether we should interpret it as a product of Oriental mysticism, or as a simple sequence of the same movement which had previously led from Cicero to Seneca, from Seneca to Epicttus, from Epicttus to Marcus Aurelius.Any truth in mechanics, even the action of the "mechanical powers" before alluded to, is received with an air of mystery, unless the nature of power is first understood. FORE:Historians often speak as if philosophy took an entirely fresh start at different epochs of its existence. One such break is variously associated with Descartes, or Bacon, or some one of their Italian predecessors. In like manner, the introduction of Christianity, coupled with the closing of the Athenian schools by Justinian, is considered, as once was the suppression of the West-Roman Caesarate by Odoacer, to mark the beginning of a new rgime. But there can be no more a real break in the continuity of intellectual than in the continuity of political history, beyond what sleep or inactivity may simulate in the life of the organic aggregate no less than in the life of the organic individual. In each instance, the thread is taken up where it was dropped. If the rest of the world has been advancing meanwhile, new tendencies will come into play, but only by first attaching themselves to older lines of movement. Sometimes, again, what seems to be a revolution is, in truth, the revival or liberation of an earlier movement, through the decay or destruction of beliefs364 which have hitherto checked its growth. Thus the systems of Plato and Aristotle, after carrying all before them for a brief period, were found unsuitable, from their vast comprehension and high spirituality, to the undeveloped consciousness of their age, and were replaced by popularised versions of the sceptical or naturalistic philosophies which they had endeavoured to suppress. And when these were at length left behind by the forward movement of the human mind, speculative reformers spontaneously reverted to the two great Socratic thinkers for a better solution of the problems in debate. After many abortive efforts, a teacher appeared possessing sufficient genius to fuse their principles into a seemingly coherent and comprehensive whole. By combining the Platonic and Aristotelian spiritualism with a dynamic element borrowed from Stoicism, Plotinus did for an age of intellectual decadence what his models had done in vain for an age of intellectual growth. The relation in which he stood to Stoicism, Epicureanism, and Scepticism, reproduced the relation in which they stood to the various physical and sophistic schools of their time; but the silent experience of six centuries won for him a much more enduring success.

And this is that life beyond all others which man should live in the contemplation of beauty absolute.45 Now, first of all, we must observe that, while loveliness has been worshipped by many others, none have conceived it under a form so worthy of worship as the Greeks. Beauty with them was neither little, nor fragile, nor voluptuous; the souls energies were not relaxed but exalted by its contemplation; there was in it an element of austere and commanding dignity. The Argive Hr, though revealed to us only through a softened Italian copy, has more divinity in her countenance than any Madonna of them all; and the Melian Aphrodit is distinguished by majesty of form not less than by purity and sweetness of expression. This beauty was the unreserved information of matter by mind, the visible rendering of absolute power, wisdom, and goodness. Therefore, what a Greek wor59shipped was the perpetual and ever-present energising of mind; but he forgot that beauty can only exist as a combination of spirit with sense; and, after detaching the higher element, he continued to call it by names and clothe it in attributes proper to its earthly manifestations alone. Yet such an extension of the aesthetic sentiment involved no weakening of the moral fibre. A service comprehending all idealisms in one demanded the self-effacement of a laborious preparation and the self-restraint of a gradual achievement. They who pitched the goal of their aspiration so high, knew that the paths leading up to it were rough, and steep, and long; they felt that perfect workmanship and perfect taste, being supremely precious, must be supremely difficult as well; χαλεπ? τ? καλ? they said, the beautiful is hardhard to judge, hard to win, and hard to keep. He who has passed through that stern discipline need tremble at no other task; nor has duty anything to fear from a companionship whose ultimate requirements are coincident with her own, and the abandonment of which for a joyless asceticism can only lead to the reappearance as an invading army of forces that should have been cherished as indispensable allies.

For disadvantages there is, on the other hand, a want of uniformity in fittings that prevents their interchange from one part of a line shaft to the othera matter of great importance, as such exchanges are frequently required. A line shaft, when constructed with pieces of varying diameter, is special machinery, adapted to some particular place or duty, and not a standard product that can be regularly manufactured as a staple article by machinists, and thus afforded at a low price. Pulleys, wheels, bearings, and couplings have all to be specially prepared; and in case of a change, or the extension of lines of shafting, cause annoyance, and frequently no little expense, which may all be avoided by having shafts of uniform diameter. The bearings, besides being of varied strength and proportions, are generally in such cases placed at irregular intervals, and the lengths of the different sections of the shaft are sometimes varied to suit their diameter. With line shafts of uniform diameter, everything pertaining to the shaftsuch as hangers, couplings, pulleys, and bearingsis interchangeable; the pulleys, wheels, bearings, or hangers can be placed at pleasure, or changed from one part of the shaft to another, or from [47] one part of the works to another, as occasion may require. The first cost of a line of shafting of uniform diameter, strong enough for a particular duty, is generally less than that of a shaft consisting of sections varying in size. This may at first seem strange, but a computation of the number of supports required, with the expense of special fitting, will in nearly all cases show a saving."And it is also to be noticed that it is forbidden to distribute newspapers and other printed matter published in the part of Belgium not occupied by German forces. Another important agent in the diffusion and propagation of new religions was the army. The legions constituted a sort of migratory city, recruited from all parts of the empire, and moving over its whole extent. The dangers of a military life combined with its authoritative ideas are highly favourable to devotion; and the soldiers could readily adopt new modes for the expression of this feeling both from each other and from the inhabitants of the countries where they were stationed, and would in turn204 become missionaries for their dissemination over the most distant regions. That such was actually the case is proved by numerous religious inscriptions found in the neighbourhood of Roman camps.313
