THREE:It was high time that some measures were taken for preventing clandestine marriages. Nothing could be so loose as the marriage laws, or so scandalous as the practice regarding marriages at this date. No previous public notice or publication of banns was hitherto required, nor was any license requisite. Any clergyman, though of the most infamous character, could perform the ceremony at any time or place, without consent of parents or guardians. The consequence was, that the strangest and most scandalous unions took place, for which there was no remedy, and the results of which were lives of misery and disgrace. The merest children were inveigled into such connections, and the heirs of noble estates were thus entrapped into the most repulsive alliances, and made the victims of the most rapacious and unprincipled of mankind. The Fleet Prison, where were many ruined parsonsruined by their crimes and low habitswas a grand mart for such marriages. A fellow of the name of Keith had[116] acquired great pre-eminence in this line. He used to marry, on an average, six thousand couples every year; and on the news of this Bill, which would stop his trade, he vowed vengeance on the bishops, declaring that he would buy a piece of ground and out-bury them all!

THREE:The Opposition made no objection to the re-election of Onslow as Speaker of the Commons, but they made a determined attack on the Address. Lord Noel Somerset moved that in the Address his Majesty should be desired not to engage this kingdom in a war for the defence of his Hanoverian dominions. This was seconded by Shippen, who declared that he had grown old in the House of Commons only to see all the predictions of his life realised in the management of the nation. Pulteney seemed to be animated by a double portion of patriotic indignation.[78] He reviewed Walpole's whole administration, and accused him, not merely of individual acts of erroneous policy, but of deliberate treachery. The Whigs, elated by this fiery denunciation of the Minister, called for a division; but Pulteney, aware that they had not yet a majority, observed that dividing was not the way to multiply. Walpole, on his part, offered to leave out the paragraph thanking his Majesty for his royal care in prosecuting the war with Spain; but this was only regarded as a proof of conscious weakness, and Pulteney proceeded to charge Walpole with purposely ruining the nation to serve the Pretender. This called Walpole up, and he defended himself with all his accustomed self-command and ability. He retorted the charges of serving the Pretender on his enemies, and these with real grounds. He referred to Chesterfield's recent visit to the Pretender's Court at Avignon. He asked, as he had done before more than once, whether he, as Minister, had raised the war in Germany, or advised the war with Spain? Whether he was amenable for the deaths of the late Emperor and the King of Prussia, which opened up all these complications? Whether the lawless ambition of Frederick, and the war between Sweden and Russia, were chargeable on him? He offered to meet the Opposition on the question of the state of the nation, if they would name a day. This challenge was accepted, and the 21st of January, 1742, was fixed upon. The clause respecting the Spanish war, as Walpole had suggested, was also struck out, and the Address then was carried unanimously.The great struggles going on through the reign of George III. were not so much for the advancement of religion, as to obtain release from the impositions and restrictions on both liberty of conscience and political liberty by the Church of England, and its ally, the State. With the exception of the reign of Queen Anne, no reign since the Revolution has taken so high a tone of Toryism as that of George III. We have had to detail the evidences of that fact; and it is equally true that, with Toryism in the State, Toryismor what is called High Churchismprevailed coincidently in the Establishment. True, the[159] Indemnity Acts, the suppression of Convocation, the spread of Dissent, and especially of Methodism, had in some degree clipped the talons of the hierarchy, but these very things made it more tenacious of its still existing powers. At the very opening of the reign the Church was alarmed by a proposal by one of its own members to abolish subscription to the Thirty-Nine Articles. This question had been a matter of controversy from the time of Bishop Burnet's "Exposition" of these Articles; but in 1766 a very able work appeared, entitled "The Confessional; or, a Full and Free Inquiry into the Right, Utility, Edification, and Success of Establishing Systematic Confessions of Faith and Doctrine in Protestant Churches." This was traced to the hand of Archdeacon Blackburne, of Richmond in Yorkshire. It produced much excitement and discussion amongst the clergy of the Establishment, as well as amongst Dissenters, who were entirely shut out of one of the national universities by these subscriptions, and their education at the other hampered and impeded. An association was formed amongst the established clergy, favourable to Blackburne's views, and in 1771, at its request, he drew up "Proposals for Application to Parliament for Relief in the Matter of Subscription." The association, from its place of meeting called the "The 'Feathers' Tavern Association," determined to address Parliament on the subject, and drew up a petition, which was presented to the House of Commons, in February, 1772, by Sir William Meredith. It was signed by two hundred clergymen, and fifty other individuals, chiefly lawyers and physicians. A keen debate ensued, but the motion for taking the subject into consideration was negatived by two hundred and seventeen against seventy-one. Sir William Meredith, notwithstanding, again introduced the subject in February of the following year, only to be defeated by a majority of one hundred and fifty-nine against sixty-seven; and a third attempt, the year after, was met by such an overwhelming number of "Noes" that he declined to divide the House. In all these debates, Burke, who now was grown excessively Conservative, supported subscription with all his power.

THREE:There were three or four more of these utterly unequal fights, in which the Americans succeeded in capturing small British vessels when at the point of sinking. Such was the case with the Macedon, which, with a crew of two hundred and sixty-two men and thirty-four boys, fought the United States, with more and heavier guns, and with a crew of four hundred and seventy-seven men and one boy. The Macedon was a complete wreck before she struck. Similar cases were those of the Java frigate, Captain Lambert, which struck to the Constitution, and the British eighteen-gun brig-sloop the Frolic, which struck to the American brig-sloop Wasp, of eighteen guns. Here the arms were equal, but the crews most unequal, for the Frolic had a small crew, very sickly from five years' service in the West Indies, and the ship itself was in bad condition. Within a very few hours the Frolic was re-captured by the British seventy-four gun-ship, the Poictiers, which carried off the American vessel too. In none of these cases was there anything like an equal fight, the Americans being too shrewd to risk that if they[38] could avoid it. In all cases a large proportion of the crews was made up of British deserters. The accounts, however, which the Americans published of these affairs were as usual of the most vaunting character.

THREE:To this prolific reign belongs also the discovery of coal-gas. In 1792 William Murdoch, an engineer, lighted his own house with it in Redruth, in Cornwall. The same gentleman illuminated the Soho Works of Messrs. Boulton and Watt with it at the Peace of Amiens, in 1802; and in the year 1804 some of the cotton mills in Manchester began to use it. In 1807 it was used in Golden Lane, in London; in 1809 Mr. Winsor, a German, lit up Pall Mall with it; and in 1813 the first chartered gas company was established in London, and gas soon spread through all the large towns.

FORE:At first victory seemed to attend the French. Lefebvre defeated the Spaniards in Aragon, on the 9th of June, and General Bessires beat the insurgents, in several partial actions, in Navarre and Biscay. But his great success was over the united forces of Generals Cuesta and Blake, on the 14th of June, at Medina de Rio Seco, a few leagues from the city of Valladolid. Duchesne thought he should be able to send reinforcements to assist in reducing Valencia and Aragon; but he soon found that he had enough to do in his own district. Marshal Moncey, all this time expecting the co-operation of Duchesne, had advanced into Valencia. For a time the country seemed deserted; but as he advanced he found the hills and rocks swarming with armed people, and he had to force his march by continual fighting. There were Swiss troops mingled amongst the Spanish ones opposed to him, and whilst they attacked him in front, the Spaniards assaulted his flanks and rear. When he arrived before the city of Valencia, on the 27th of June, he found the place well defended. On the 29th Moncey retired from before the walls, despairing of the arrival of Duchesne. FORE:The day before George embarked, Admiral Boscawen set sail, with eleven ships of the line and two regiments of soldiers, to intercept the French fleet, which had sailed from Rochefort and Brest to carry reinforcements to the Canadians. Boscawen was to attack and destroy the French, if possible. Boscawen came up with the French fleet on the banks of Newfoundland, but a thick fog hid them from each other. Lochiel, who, my father has always told me, was our firmest friend, may stay at home, and learn from the newspapers the fate of his prince." "Not so!" instantly replied the impulsive Highlander. "I will share the fate of my prince, whatever it may be, and so shall every man over whom nature or fortune has given me any power." The decision of Lochiel determined the whole Highlands. The Macdonalds of Skye held back when sent for, but numbers of others were immediately influenced by the example of Lochiel. Macdonald of Keppoch, Macdonald of Glengarry, and numbers of others, sent in their adhesion. Charles then removed to Kinloch Moidart, the residence of the chief of that name, where he was joined by Murray of Broughton, who brought with him[93] from the south the manifestoes of Charles ready printed. FORE:Indeed, Mr. O'Connell's agitating tour in the North of England and in Scotland was in effect a crusade against the Lords. In a speech which he addressed to an immense assemblage of the working classes of Manchester, he said, if there were only one House of Parliament, a majority of that House, perhaps a faction, might become the rulers of the entire nation. He was, therefore, for two Houses, but they should be honest and competent. Why should a man be a legislator because his father was one? It was as reasonable to expect that a man would be a good tailor on the hereditary principle. The Lords had proved themselves to be arrant botchers in the work of[393] legislation. Were they to have 170 masters of that class? He then proceeded in this strain:"Will you endure that any gang or banditti, I care not by what name you call them, should treat you contemptuously? In one word, I call them rogues. We must put down the House of Lords. Ye are miserable minions of power. Ye have no choice for yourselves till that House be thoroughly reformed. Let the king retain his prerogative of raising men to that rank and station to which they may be eligible. Let every 200,000 men in Great Britain and Ireland select one lord from this list; that will give you 120 for the 24,000,000; let them be re-eligible every five years, and you will have a steady Chamber."
