THREE:It was towards the end of May before Marshal M?llendorf, the Prussian general, began the campaign. He then attacked the French, and drove them out of their entrenchments at Kaiserslautern with great slaughter. There, however, his activity seemed to cease; and on the 12th of July the French again fell upon him. He fought bravely for four whole days, supported by the Austrians; but both these Powers were compelled to retreat down the Rhine, the Prussians retiring on Mayence and the Austrians crossing the river for more safety. The French marched briskly after the Prussians, took Tr��ves, and then sent strong detachments to help their countrymen to make a complete clearance of Belgium and to invade Holland. Clairfait, who was still hovering in Dutch Flanders, was attacked by overwhelming numbers, beaten repeatedly, and compelled to evacuate Juliers, Aix-la-Chapelle, and finally Cologne. The French were so close at his heels at Cologne that they shouted after him that "that was not the way to Paris." Coblenz, where the Royalist Emigrants had so long made their headquarters, though strongly fortified, soon after surrendered. The stout fortress of Venloo, on the Meuse, and Bois-le-Duc, as promptly surrendered, and the French marched on Nimeguen, near which the Duke of York lay, hoping in vain to cover the frontiers of Holland. The people of Holland, like those of Belgium, were extensively Jacobinised, the army was deeply infected by French principles, and to attempt to defend such a country with a mere handful of British was literally to throw away the lives of our men. Yet the duke stood stoutly in this hopeless defence, where half Holland ought to have been collected to defend itself.The Duke arrived at Paris on the 9th of December, having spent more than two months at diplomacy with very unsatisfactory results. He found the king and his Minister, M. de Villele, much cooled in their feelings towards the Spanish Government, in consequence of the tone of moderation it had assumed after its defeat of the Royalist insurgents. The king was now disposed to recall his army of observation, if he could do so with honour, and all he pressed for now was that Spain should so modify her system as to make the Constitution emanate from the king, by resting it upon a royal charter and not upon the will of the people. If this were done, and done in time for him to explain the case to the Parliament, when they met on the 28th of January, everything else, every matter of arrangement and detail, would be left to the undisturbed management of the Spanish Cabinet and Cortes. This was truly very accommodating. If Spain would only recant her constitutionalism, and adopt the absolutist creed of Divine Right, the Allies would not send their armies into the country for the protection of the king against his people. The Duke having reported the altered state of feeling in the French Government, and all that had passed, to Mr. Canning, the Foreign Secretary instructed him to deliver an official note to M. de Villele, containing a direct offer from England to mediate. This offer was declined. On the 20th of December the Duke quitted Paris, and arrived in London early in January. Subsequently the diplomatic war was carried on between M. Chateaubriand and Mr. Canning, both men of genius, and masters of a brilliant style of rhetoric, to which the Duke of Wellington had no pretensions. Mr. Canning, alluding to the[236] proposed armed intervention in Spain, with a view to stamp out the revolution, said, "The spirit of revolution��which, shut up within the Pyrenees, might exhaust itself with struggles, trying indeed to Spain, but harmless to her neighbours, when restricted��if called forth from within these precincts by the provocation of foreign attack, might find, perhaps, in other countries fresh aliment for its fury, and might renew throughout Europe the misery of the five-and-twenty years which preceded the peace of 1815."

THREE:Two more attempts were made. Mr. Crewe reproduced the Bill to disable revenue officers from voting at elections, which was at once rejected. Sir Philip Jennings Clerke then reintroduced his Bill to exclude contractors from the House of Commons, unless their contracts were obtained at a public bidding. This was suffered, for appearance' sake, to pass the House with little opposition; but it was arrested in the Peers by the law lords, at the head of whom were Mansfield and Thurlow, and thrown out.While an impulse was thus given to the mathematical theory of light in the University of Cambridge, similar progress was being made in the sister University of Dublin, where three of her most eminent professors��Sir William Rowan Hamilton, Dr. Lloyd, and Mr. M'Cullagh��devoted themselves energetically to its improvement and verification. Sir William Hamilton, a geometer of the first order, having undertaken a more complete discussion of the wave surface of Fresnel, to the equation of which he gave a more elegant form, ascertained the exact nature of that surface, and consequently the exact direction of refracted rays in the neighbourhood of the optic axes. The beautiful and unexpected results he obtained were verified by his friend Dr. Lloyd. The names of Sir William R. Hamilton and Dr. Lloyd will be handed down to posterity in connection with this discovery. "But," says Professor Forbes, "they have other claims to our respect. The former has generalised the most complicated cases of common geometrical optics, by a peculiar analysis developed in his essays on 'Systems of Rays.' To Dr. Lloyd we are indebted for several interesting experimental papers on optics, for an impartial review of the progress of the science, and for an excellent elementary treatise on the wave theory."
