THREE:The year 1804 opened by an announcement that his Majesty was suffering under a return of his old malady. On the 14th of February an official bulletin was issued at St. James's Palace, informing the public of the royal indisposition; and the repetition of it from day to day, without specifying the nature of the illness, left no doubt of its real character. Still, on the 29th, Addington assured the House that there was no necessary suspension of the royal functions, and the bulletins grew more favourable; but it was well known that he was not really in a condition to transact business till the following September, though at times, as on the 9th, 10th, and 11th of May, he drove about in public, in company with the queen and princesses. Probably his advisers thought that the hearty cheers with which he was received might have a bracing effect on his mind, which had been cruelly harassed by the separation of the Prince of Wales from his wife, the king's niece, amid grave public scandals. Such a circumstance was exactly calculated to throw the royal mind off the balance; but besides this, the unsatisfactory state of his Cabinet and of parties in Parliament was such as greatly to aggravate his anxiety.[360]

While standard calandria type evaporation systems are widely used as the typical concentration evaporator by the various food and chemical industries, we have delivered many of those systems as finishing concentration evaporators especially for sugar solutions and starch syrups.

THREE:On the 11th of February Lord Althorp brought forward the Budget. Basing his calculations on the revenue of the previous year, he estimated the national income at 50,000,000, and the expenditure at 46,850,000, leaving an anticipated surplus of more than 3,000,000; and it was proposed to take off taxes to the whole of that amount, and to replace it to some extent by other taxes, less burdensome to the people. The principal taxes to be taken off were those on tobacco, sea-borne coal, tallow candles, glass, printed calicoes, and newspapers. The new taxes consisted in an increase of the duties on wine, colonial timber, and raw cotton, a tax on steamboat passengers, and on the transfers of funded property. The proposed new taxes excited violent opposition, which obliged the Chancellor of the Exchequer to modify some of them, and abandon the last two; in fact, the financial scheme was a failure. Equally unsuccessful were his attempts to introduce retrenchments into the Civil and Pension Lists. But the Government was borne up by its great measure, the Reform Bill.

  • Concentrations can be controlled within product specifications by the cascade control using the concentrations of concentrated solution and the raw solution supply and also by the arithmetic control of raw solution concentrations, etc. (Result for sugar solutions: 75±0.2wt%)
  • High-viscosity solutions and solutions that may crystallize can also be utilized by installing a propeller in the evaporator as a forced circulation system.
THREE:The very Dames des Halles, the market women, took up the word against them. They sang a song with much vivacity, "Donnez-nous notre paire de gants,"equivalent in pronunciation to notre pre de Ghent, that is, Louis, who was then residing at Ghent. None but the very lowest of the population retained the old illusions respecting him. In such circumstances, not even his new Constitution could satisfy anybody. It was very much the same as Louis XVIII. had sworn to in 1814. It granted free election of the House of Representatives, which was to be renewed every five years; the members were to be paid; land and other taxes were to be voted once a year; ministers were to be responsible; juries, right of petition, freedom of worship, inviolability of property, were all established. But Buonaparte destroyed the value of these concessions by publishing this, not as[93] a new Constitution, but as "an additional Act" to his former Constitution. The word "additional" meant everything, for it proclaimed that all the despotic decrees preceding this fresh declaration were still in force, and thus it neutralised or reduced these concessions to a mere burlesque.[301]

This is a process example of a device that continuously and simultaneously concentrates two types of waste liquid with a single high-efficiency steam compressor.

THREE:On this basis Mr. Vansittart, the Chancellor of the Exchequer, on the 9th of June, produced his Budget. Including the interest on the Debt, the whole annual expenditure amounted to seventy-six million, seventy-four thousand poundsan ominous peace expenditure. Instead, therefore, of the supplies, aided by the draft from the Sinking Fund, leaving a surplus of two million pounds, a fresh loan of twelve million poundsbesides the three million pounds of new taxes on malt, tobacco, coffee, cocoa, tea, British spirits, pepper, and foreign wool was needed. By the hocus-pocus of Exchequer accounts this was made to look like a reduction of the Debt instead of an increase of it; but the country saw with dismay that three years after the peace the incubus of past war was still[145] adding to its burden. Mr. Tierney, on the 18th, moved for a committee to inquire into the state of the nation, but this was negatived by three hundred and fifty-seven votes against one hundred and seventy-eight; and a motion of Sir Henry Parnell on the 1st of July for extensive retrenchments was got rid of in the same manner.As it was necessary that some doctors of note and experience should be sent over to examine the nature of the illness and the condition of the men, the Surgeon-General was ordered to proceed to the spot and make the necessary inquiries; but he replied that it was not in his department, but in that of the Physician-General, Sir Lucas Pepys. Sir Lucas excused himself on account of his age, and recommended some other physicians to be sent out. Both gentlemen were content to receive the country's money easily at home, but although a whole army was perishing, they would not risk their own precious lives. They were dismissed, and their conduct showed the necessity of a thorough reform of the medical establishment of the army. Sir Richard Strachan, though he saw the continuous destruction of the soldiers, strongly recommended Government to retain possession of Walcheren, as a very important naval station, and the Ministry were besotted enough to contemplate fortifying it on an extensive scale, and more men and materials were sent over for that purpose. But, fortunately for the remains of our army there, the Emperor of Austria had now made peace with Buonaparte, and our diversion in his favour here was useless, so, on the 13th of November, orders were sent to Lieutenant-General Don, who had succeeded Sir Eyre Coote, to destroy the docks and fortifications of Flushing,[583] and come away. Thus ended this most fatal expedition, which cost Great Britain twenty millions of money, and many thousands of lives. Of those who survived, thousands had their constitutions broken for ever; and even such as appeared to get over the lingering and insidious Walcheren fever, on being sent to the war in the Peninsula, proved so liable to its return on exposure to wet or cold, that often one-third of these troops were not fit for service. So far from wishing to remove us from Walcheren, Buonaparte wrote to the Minister of War, saying: "We are rejoiced to see that the English have packed themselves in the morasses of Zealand. Let them be only kept in check, and the bad air and fevers peculiar to the country will soon destroy their army." The fatal results of this expedition introduced dissensions into the Cabinet, and soon after occasioned the resignation of Canning.
  • By evaporating the steam using a mechanical compressor and reusing it, almost no heating steam is alomost required except the time of start-up, so large energy savings can be expected.
  • By combining with a thin film falling heat exchanger that does not raise the boiling point due to the liquid depth, it is possible to utilize the temperature difference of the compressor at the maximum.
  • Since the residence time and heating time are short and the holding amount is small, starting and stopping can be performed in a short time.
  • It will prevent scale adhesion in the can that the evaporator is divided into two parts, and that the supply of the undiluted solution is alternately switched over a fixed period of time to perform heat concentration.
