TWO:Notwithstanding that Hyder had established his camp soon after in a strong position near the village of Pollilore, he was attacked on the 27th of August by Eyre Coote. THREE:Our next great move was against the French in the Carnatic. After various actions between the French and English in India during the Seven Years' War, General Count de Lally, an officer of Irish extraction, arrived at Pondicherry in April, 1758, with a force of one thousand two hundred men. Lally attacked and took Fort St. David, considered the strongest fort belonging to the East India Company, and then, mustering all his forces, made his appearance, in December of that year, before Madras. He had with him two thousand seven hundred French and four thousand natives, whilst the English had in the town four thousand troops only, of which more than half were sepoys. But Captain Caillaud had marched with a small force from Trichinopoly, which harassed the rear of the French. After making himself master of the Black Town, and threatening to burn it down, he found it impossible to compel Fort St. George to surrender, and, after a[178] severe siege of two months, on the appearance of Admiral Pococke's squadron, which had sailed to Bombay for more troops, he decamped in the night of the 16th of February, 1759, for Arcot, leaving behind him all his ammunition and artillery, fifty-two pieces. Fresh combats took place between Pococke and D'Ach�� at sea, and the forces on land. Colonel Brereton attempted to take Wandewash, but failed; and it remained for Colonel Eyre Coote to defeat Lally. Coote arrived at Madras on the 27th of October, and, under his direction, Brereton succeeded in taking Wandewash on the last of November. To recover this place, Lally marched with all his force, supported by Bussy, but sustained a signal defeat on the 22nd of January, 1760. Arcot, Trincomalee, and other places fell rapidly into the hands of Colonel Coote. The French called in to their aid the Nabob of Mysore, Hyder Ali, but to little purpose. Pondicherry was invested on the 8th of December, and, on the 16th of January, 1761, it surrendered, Lally and his troops, amounting to two thousand, remaining prisoners. This was the termination of the real power of France in India; for though Pondicherry was restored by the treaty of 1763, the French never again recovered their ground there, and their East India Company soon after was broken up. The unfortunate Lally on his return to France was thrown into the Bastille, condemned for high treason, and beheaded in the Place de Gr��ve on the 9th of May, 1766.

It was not until 1828 that the fallacy on which the Bill rested was finally exposed by Lord Grenville, who, curiously enough, had been chairman of the Committee which recommended its adoption.In much the same way the silk industry had been protected by prohibitory legislation, of which the only effect was to convert smuggling into an important trade. Again, the manufacturers petitioned for the removal of the duties upon spun silk, but were eager to exclude foreign manufactured silks. On the other hand, the silk spinners were opposed to the introduction of spun silk, but desired the removal of duties upon raw silk, while the journeymen believed that ruin stared them in the face if foreign manufactured silks were introduced. Robinson, with Huskisson's assistance, decided to admit foreign silk on an ad valorem duty of 30 per cent. At the same time he largely reduced the duties on the raw material. The duty on Indian silk was reduced from 4s. to 3d., that on Chinese and Italian silks from 5s. 6d. to 6d., that on organzine from 14s. 10d. to 7s. 6d. a pound. The manufacturers vowed and protested that they were ruined; in ten years' time they were exporting to France, their former rival, ��60,000 worth of manufactured silk.

The orders of the Government were, "the capture or destruction of the enemy's ships, building or afloat at Antwerp and Flushing; the destruction of the arsenals at Antwerp, Terneuse, and Flushing; the reduction of the island of Walcheren, and, if possible, the rendering of the Scheldt no longer navigable for ships." Nelson, who had contemplated this enterprise, had calculated that it would require four or five thousand men, and could be accomplished in a week. They determined to reduce Flushing first, and the other forts on the Scheldt, as Lillo and Liefkenshoek, in succession, by which time it was certain that the French would appear at Antwerp in numbers sufficient to protect it. Flushing was attacked on the 1st of August, and did not surrender till the 16th. Had this been the reduction of Antwerp, the rest of the objects of the expedition would have followed of course; but Lord Chatham and Rear-Admiral Strachan were in no hurry. They remained signing the capitulation, securing six thousand prisoners that they had taken, and reducing two small islands to the north of the eastern Scheldt, till the 21st (three whole weeks virtually wasted!), and on the 23rd they landed at Ter Goes, on the neighbouring island of South Beveland. Here, again, they delayed another precious fortnight, whilst the[582] French were planting batteries at every turn of the river between them and Antwerp; had drawn a boom-chain across the channel between Lillo and Liefkenshoek; and had sunk vessels to obstruct the narrowest part of the channel beyond. Soult confessed to three thousand two hundred killed and wounded, but we may calculate his total loss at little less than that of the Allies, although his troops had been protected by their stone walls and houses.

TWO:In the lives of English painters the story of Benjamin Robert Haydon is perhaps the saddest. It spoke of 100,000 French soldiers prepared to march under a prince of the blood for the deliverance of Ferdinand VII. and his loyal people from the tyranny of a portion. A few weeks afterwards the march commenced, and from the Bidassoa to Madrid it was a continued triumph. The king was set at liberty, and the gates of Cadiz were opened. The Spaniards were not true to themselves, the mass of the people being unable to appreciate liberal institutions. There was also a counter-revolution in Portugal, aided by foreign bayonets, restoring the despotic system. These events produced great dissatisfaction in England, and the Duke was strongly censured for the timidity of his tone in the Congress. Replying to attacks made in the Upper House by Lords Ellenborough, Holland, and Grey, he asked whether it would be becoming in one who appeared in the character of a mediator to employ threats, especially if he had no power to carry them into effect:��"Were they for a policy of peace or a policy of war? If for the former, could he go farther than to declare that to any violent attack on the independence of Spain the king his master would be no party? If for the latter, all he had to say was that he entirely differed from them, and he believed that his views would be supported by all the intelligent portion of the community."$99/m
