ONE:In the course of his speech Lord John Russell stated that he had made inquiry with respect to the amount of relief afforded to wandering mendicants, and the result was that in most cases a shilling an acre was paid by farmers in the year, and he calculated that it amounted on the whole to perhaps 1,000,000 a year. Among those thus relieved, he said, the number of impostors must be enormous. It was not proposed, however, to prohibit vagrancy until the whole of the workhouses should be built and ready for the reception of the destitute. A lengthened discussion then took place in reference to the proposed measure, in which Mr. Shaw, Mr. O'Connell, Lord Howick, Sir Robert Peel, Lord Stanley, and other members took part. The Bill was read a first time, and on the 25th of April, 1837, Lord John Russell moved the second reading, when the debate was adjourned till the 1st of May. Notwithstanding a good deal of hostile discussion the second reading was carried without a division. On the 9th of May the House went into committee on the Bill. Twenty clauses were passed with only two unimportant divisions. The introduction of a settlement clause was rejected by a majority of 120 to 68. The vagrancy clauses were postponed for future consideration. The committee had got to the sixtieth clause on the 7th of June, when the king's illness became so serious that his recovery was highly improbable, and the business of Parliament was consequently suspended. He died on the 20th of June, and on the 17th of July Parliament was prorogued, so that there was an end for the present to the Irish Poor Relief Bill, and all the other measures then before Parliament.Thomas Moore, the poet, in the latter period of his life, published several biographical worksnamely, a "Life of Richard Brinsley Sheridan," in 1825; "Notices of the Life of Lord Byron," in 1830; and "Memoirs of Lord Edward Fitzgerald," in 1831. Byron had written memoirs of his own life, which he presented to Moore, and by the publication of which a very large sum of money could have been made; but Moore generously placed the MS. at the disposal of Mrs. Leigh, the poet's sister and executrix; and from a regard to his memory, they were consigned to the flames. It is supposed, however, that all that was valuable in them was found in the noble lord's journals and memorandum-books. Among literary biographiesa class of publications highly interesting to cultivated mindsthe first place is due to Lockhart's "Life of Sir Walter Scott," a work that ranks next to Boswell's "Life of Johnson."

TWO:By the Acts 6 and 7 William IV., c. 71, a Board of Commissioners, called the "Tithe Commissioners of England and Wales," was appointed, the object of which was to convert the tithes into a rent-charge, payable in money, but varying in amount according to the average price of corn for seven preceding years. The amount of the tithes was to be calculated on an average of the seven years preceding Christmas, 1835; and the quantity of grain thus ascertained was to remain for ever as the annual charge upon the parish. The annual money value was ascertained from the returns of the Comptroller of Corn, who published annually, in January, the average price of an Imperial bushel of wheat, barley, and oats, computed from the weekly averages of the corn returns during the seven preceding years. The Commissioners reported in 1851 that voluntary commutations had been commenced in 9,634 tithe districts; 7,070 agreements had been received, of which 6,778 had been confirmed; and 5,529 drafts of compulsory awards had been received, of which 5,260 had been confirmed. Thus in 12,038 tithe districts the rent charges had been finally established by confirmed agreements or confirmed awards.

TWO:Two more attempts were made. Mr. Crewe reproduced the Bill to disable revenue officers from voting at elections, which was at once rejected. Sir Philip Jennings Clerke then reintroduced his Bill to exclude contractors from the House of Commons, unless their contracts were obtained at a public bidding. This was suffered, for appearance' sake, to pass the House with little opposition; but it was arrested in the Peers by the law lords, at the head of whom were Mansfield and Thurlow, and thrown out.Had this Bill been frankly accepted by Ministers, it would have gone far to heal the rupture between the mother country and her colonies. The Earl of Dartmouth, the Secretary of State for the Colonies, proposed that the Bill should lie on the table for deliberation. The Duke of Grafton complained of the manner in which the Bill had been hurried into the House, and, as Chatham in his reply observed, showed every disposition to hurry it as quickly out again. The friends of the Duke of Bedford, who had joined the administration, exhibited the most rancorous disposition towards America. The chief of these, Lord Sandwich, declared that he never could believe this Bill was the work of any British peer, but rather of an American, and he looked full at Dr. Franklin, who was leaning on the bar. He declared the Americans to be in actual rebellion; that they were not troubling themselves about mere words and nice distinctions; that they were aiming at independence, and nothing else. The Bedford party carried the day, and the Bill was rejected by sixty-one votes against thirty-two.
