TWO:Tobias Smollett (b. 1721; d. 1771), before he appeared as a novelist, following in the track of Fielding rather than in that of Richardson, had figured as poet, dramatist, and satirist. Originally a surgeon from Dumbartonshire, and afterwards surgeon's mate on board of a man-of-war, he had then lived as an author in London. Thus he had seen great variety of life and character, and, having a model given him, he threw his productions forth in rapid succession. His first novel was "Roderick Random," which appeared in 1748, the same year as Richardson's "Clarissa," and a year preceding perhaps the greatest of Fielding's works, "Tom Jones." Then came, in rapid sequence, "Peregrine Pickle," "Count Fathom," "Sir Launcelot Greaves," and "Humphrey Clinker." Whilst writing these he was busy translating "Don Quixote"a work after his own hearttravelling and writing travels, editing The Briton, and continuing Hume's "History of England." In his novels Smollett displayed a deep knowledge of character, and a humour still broader and coarser than that of Fielding. In Smollett the infusion of indecency may be said to have reached its height. In fact, there is no more striking evidence of the vast progress made in England since the commencement of the reign of George III., in refinement of manners and delicacy of sentiment, than the contrast between the coarseness and obscenity of those early writers and the novelists of the present day. The picture which they offer of the rude vice, the low tastes, the debauched habits, the general drunkenness, and the ribaldry and profanity of language in those holding the position of gentlemen and even of ladies, strikes us now with amazement and almost with loathing. TWO:The whole company caught the royal infection. They vowed to die for the king, as if he were in imminent danger. Cockades, white or black, but all of one colour, were distributed; and it is said the tricolour was trodden under foot. In a word, the whole company was gone mad with champagne and French sentiment, and hugged and kissed each other in a wild frenzy. At this moment a door opened, and the king and queen, leading the dauphin by the hand, entered, and at the sight the tumult became boundless. Numbers flung themselves at the feet of the royal pair, and escorted them back to their apartments.The earliest idea of a steam-engine was that given by the Marquis of Worcester, in his "Century of Inventions," in 1663, which idea he obtained from De Caus, and reduced to action in London. The next step was to Papin's Digester, and then to Savery's so-called "Atmospheric Engine." This, improved by Newcomen in 1711,[195] was introduced to drain mines in all parts of the kingdom, but especially in the coal-mines of the north and midland counties, and the copper mines of Cornwall. By its means many mines long disused through the accumulation of water were drained and made workable, and others were sunk much deeper. Smeaton, in 1769, greatly improved this engine, which, from its rapid working of a horizontal beam, was called by the miners a "Whimsey," as having a whimsical look. Watt, then a student in the University of Glasgow, commenced a series of experiments upon it, which, between 1759 and 1782, raised the engine to a pitch of perfection which made it applicable not only to draining water out of mines, but, by the discovery of the rotatory motion, enabled it to propel any kind of machinery, spin cotton, grind in mills of all kinds, and propel ships and carriages. Watt was greatly aided in his efforts by Mr. Matthew Boulton, and their engines were manufactured at Soho Works, near Birmingham. They did not, however, enjoy the fruits of their patents for protecting their inventions without many most unprincipled attempts to invade their rights by masters of mines and others, by which they were involved in very harassing law-suits. The first application of the steam-engine to the machinery of a cotton-mill was at Papplewick, in Nottinghamshire, in 1785, and the first mill built for the employment of machinery driven by an engine was in Manchester, in 1789. The first application of the engine to propel a vessel was at Dalswinton, on the Clyde, in 1788, the boat being constructed by Patrick Miller, James Taylor, and William Symington. In the following year these inventors made a second experiment on the Forth and Clyde Canal at the Carron Works, with perfect success, the vessel going at the rate of nearly seven miles an hour. Symington was probably the real machinist in this firm, and in 1802 he made a tug-boat on the Forth and Clyde Canal, under the patronage of Lord Dundas, which was worked extremely well by its engine. In 1807 Fulton followed up these experiments by launching a steam-boat on the Hudson, in America, after having in vain solicited the patronage of the British and French Governments for his enterprise. The proposal of Fulton, submitted to the Academy of Paris, was received with a burst of laughter, and Napoleon abandoned the project in deep disgust at having been, as he supposed, made a dupe of by Fulton. We have pointed out on the preceding page the period of the first application of the steam-engine to railways. THREE:Accordingly, Benningsen communicated Alexander's willingness for peace, on the 21st of June, and the armistice was ratified on the 23rd. Buonaparte determined then, as on most occasions, to settle the treaty, not by diplomatists, but personally, with the Czar. A raft was prepared and anchored in the middle of the Niemen, and on the morning of the 25th of June, 1807, the two Emperors met on that raft, and embraced, amid the shouts of the two armies arranged on each bank. The two Emperors retired to a seat placed for them on the raft, and remained in conversation two hours, during which time their attendants remained at a distance. The town of Tilsit was declared neutral ground, and became a scene of festivities, in which the Russian, French, and even Prussian officers, who had been so long drenching the northern snows with each other's blood, vied in courtesies towards each other. Amongst them the two Emperors appeared as sworn brothers, relaxing into gaiety and airs of gallantry, like two young fashionables. On the 28th the King of Prussia arrived, and was treated with a marked difference. He was bluntly informed, that whatever part of his territories were restored would be solely at the solicitation of the Emperor of Russia.
TWO:But meanwhile in Italy the French had been completely successful. Buonaparte reached the French headquarters at Nice on the 26th of March, and immediately set himself to organise and inspirit the forces, which were in great disorder; he found the commissariat also in a deplorable condition. The troops amounted to fifty thousand; the Austrians, under the veteran General Beaulieu, to considerably more. The united army of the Sardinians and Austrians, Beaulieu on the left, d'Argenteau in the centre, and Colli with the Piedmontese division on the right, hastened to descend from the Apennines, to which they had retreated at the end of the last campaign. Beaulieu met the French advanced guard at Voltri, near Genoa, on the 11th of April, and drove it back. But d'Argenteau had been stopped in the mountains by the resistance of a body of French, who occupied the old redoubt of Montenotte. Buonaparte, apprised of this, hurried up additional forces to that point, and defeated d'Argenteau before Beaulieu or Colli could succour him. Having now divided the army of the Allies, Buonaparte defeated a strong body of Austrians under General Wukassowich; and having left Colli and the Piedmontese isolated from their Allies, debouched by the valley of Bormida into the plains of Piedmont. Beaulieu retreated to the Po, to stop the way to Milan; and Buonaparte, relieved of his presence, turned against Colli, who was compelled to retreat to Carignano, near Turin. Trembling for his capital, and with his means exhausted, Victor Amadeus made overtures for peace, which were accepted; the terms being the surrender of all the Piedmontese fortresses and the passes of the Alps into the hands of the French, and the perpetual alienation of Nice and Savoy. This humiliation broke the heart of the poor old king, who died on the 16th of October. Buonaparte, however, did not wait for the conclusion of this peace; the truce being signed, he hastened on after Beaulieu whom he defeated and drove across the Po. Beaulieu next posted himself at Lodi, on the Adda; but Buonaparte, after a fierce contest, drove him from the bridge over the Adda on the 10th of May, and with little further opposition pursued him to Milan. Beaulieu still retreated, and threw himself into the fastnesses of the Tyrol. On the 15th Buonaparte made a triumphal entry into Milan, and immediately sent troops to blockade Mantua. Buonaparte then advanced into the Papal States, rifling the Monti de Piet at Bologna and Ferrara. Everywhere contributions were demanded at the point of the bayonet, and French authorities superseded the native ones. Pius VI. made haste to sue for peace, and it was granted on the most exorbitant terms. Fifteen millions of francs must be paid down in cash, six millions in horses and other requisites for the army. A great number of paintings and statues were to be selected from the galleries of art, and five hundred manuscripts from the library of the Vatican. The provinces of Ferrara and Bologna must be ceded; the port and citadel of Ancona, and all the Papal ports, must be closed against the British. This most costly peace was signed on the 23rd of June, and Buonaparte hastened northward to stop the advance of the army of Wurmser, which had been sent through the Tyrol to compete with the rising Corsican. THREE:Whilst the Gironde was thus weakened by this implacable and incurable feud with the Jacobins, Austria was making unmistakable signs of preparations for that war which Leopold had often threatened, but never commenced. Francis received deputations from the Emigrant princes, ordered the concentration of troops in Flanders, and spoke in so firm a tone of restoring Louis and the old system of things, that the French ambassador at Vienna, M. De Noailles, sent in his resignation, stating that he despaired of inducing the Emperor to listen to the language which had been dictated to him. Two days afterwards, however, Noailles recalled his resignation, saying he had obtained the categorical answer demanded of the Court of Vienna. This was sent in a dispatch from Baron von Cobentzel, the Foreign Minister of Austria. In this document, which was tantamount to a declaration of war, the Court of Vienna declared that it would listen to no terms on behalf of the King of France, except his entire restoration to all the ancient rights of his throne, according to the royal declaration of the 23rd of June, 1789; and the restoration of the domains in Alsace, with all their feudal rights, to the princes of the Empire. Moreover, Prince Kaunitz, the chief Minister of Francis, announced his determination to hold no correspondence with the Government which had usurped authority in France.
TWO:Accordingly, on the 5th of June, the queen proceeded to the House of Lords, and stated in a long speech the terms on which it was proposed to make the peace with Francenamely, that Louis XIV. should acknowledge the Protestant succession and remove the Pretender out of France; that Philip should renounce the Crown of Spain[5], should that of France devolve on him; and that the kings of both France and Spain should make solemn engagements for themselves and their heirs that the two kingdoms should never be united under one crown; that Newfoundland, with Placentia, Hudson's Bay, Nova Scotia, or Acadia, as it was then termed by the French, as well as Gibraltar, Port Mahon, and the whole island of Minorca, should be ceded to England; that the Spanish Netherlands, Naples, Sardinia, the Duchy of Milan, and the places on the Tuscan coast, formerly belonging to Spain, should be yielded to Austria, the appropriation of Sicily being not so far determined; that France would make the Rhine the barrier of the Empire, yielding up all places beyond it, and razing the fortresses on the German side as well as in the river; that the barriers of Savoy, the Netherlands, and Prussia, should be made satisfactory to the Allies. The Electoral dignity was to be acknowledged in the House of Hanover. THREE:
Top [269]HELIGOLAND.It was proposed also to form, in certain districts, relief committees, which should be empowered to receive subscriptions, levy rates, and take charge of donations from the Government; and that out of the fund thus raised they should establish soup kitchens, and deliver rations to the famishing inhabitants. Sir John Burgoyne, Inspector-General of Fortifications, was appointed to superintend the works. Lord John Russell referred to measures for draining and reclaiming waste land in Ireland, and to advances of money for this purpose to the proprietors, to be repaid in instalments spread over a number of years. On a subsequent day, in answer to questions from Mr. Roebuck, the noble lord gave a statement of the sums that had already been advanced. 2,000,000 had been issued on account of the Poor Employment Act of the last Session. He expected that not less than 500,000 or 600,000 a month would be spent from the present time until August, and he calculated the whole expenditure would not be less than 7,000,000. There was great difference of opinion on the subject of the Government plans. A counter-scheme for the establishment of reproductive works deserves to be noticed for the interest it excited and the attention it occupied for years afterwardsnamely, the railway plan of Lord George Bentinck. Acts of Parliament, he said, had been passed for 1,582 miles of railway in Ireland, of which only 123 miles had then been completed, while 2,600 miles had been completed in England. In order to encourage the formation of Irish railways, therefore, he proposed that for every 100 expended by the companies 200 should be lent by the Government at the same interest at which they borrowed the money, Mr. Hudson, who was "chairman of 1,700 miles of railroad," pledging his credit that the Government would not lose a shilling by the transaction. By adopting this plan they could give reproductive employment to 109,000 men in different parts of the country, for earth-works, fences, drains, and watercourses connected with the lines. This would give support of 550,000 souls on useful work, tend to develop the resources of the country, and produce such improvement that the railways constructed would add 23,000,000 to the value of landed property in twenty-five years, and would pay 22,500 a year to the poor rates. The purchase of land for the railways would moreover place 1,250,000 in the hands of Irish proprietors, for the employment of fresh labour, and 240,000 in the hands of the occupying tenants for their own purposes. The Government also would reap from the expenditure of 24,000,000 on railways in Ireland, an enormous increase of revenue in the augmented consumption of articles of excise and customs. The noble lord's speech, which lasted two hours and a half, was received with cheers from both sides of the House. Leave was given to bring in the Bill, though it was strongly objected to by Lord John Russell, Mr. Labouchere, and other members of the Government. It was also opposed by Sir Robert Peel, who exposed the unsoundness of the economic principles involved in it. The Bill was rejected by a majority of 204, the numbers being 118 for the second reading, and 322 against it. Notwithstanding this decision, loans were subsequently advanced to certain Irish railways, amounting to 620,000, so that the objection of the Government was more to the extent than to the principle of Lord George Bentinck's measure.
