In Italy the French had been as unfortunate as they had been fortunate in Flanders. In November of 1746 the Austrians and Sardinians, assisted by a British fleet, had entered Provence and bombarded Antibes. In their retreat they were harassed by Marshal de Belleisle, laid siege to Genoa in vain, and began to quarrel amongst themselves. The French, to complete their own[113] discomfiture, marched another army into Italy under the brother of Belleisle; but they were stopped in the Pass of Exilles, and defeated, with the loss of four thousand men and of their commander, the Chevalier de Belleisle.The next day the Great Mogul went over to the stronger party. He had no further hope of assistance from Sujah Dowlah, and so he rode, with a few followers, to the British camp. He was received most willingly, for, though the British had shown no disposition to recognise his authority, now he was in their hands they acknowledged him as the rightful sovereign of Hindostan, and lost no time in concluding a treaty with him; and, on condition of his yielding certain territories to them, they agreed to put him in possession of Allahabad and the other states of the Nabob of Oude. After this, Munro continuing the war against Sujah Dowlah, endeavoured to take the hill fort of Chunar, in which all the treasures of Cossim were said to be deposited, but failed. On his part, Sujah Dowlah had obtained the assistance of Holkar, a powerful Mahratta chief, and, with this advantage, endeavoured to make a better peace with Munro; but that officer declined treating, unless Cossim and the assassin, Sombre, were first given up to[318] him. Dowlah proposed, instead of this surrender of those who had sought his protection, the usually triumphant argument with the English, a large sum of money. But Munro replied that all the lacs of rupees in Dowlah's treasury would not satisfy him without the surrender of the murderers of his countrymen at Patna. Dowlah, though he would not surrender the fugitives, had no objection to give a secret order for the assassination of Sombre; but Munro equally spurned this base proposal, and the war went on. Munro was victorious, and early in 1765, having reduced the fort of Chunar and scattered Dowlah's army, he entered Allahabad in triumph, and put the Mogul in possession of it. このページの先頭です
ONE:[See larger version]Mr. Stanley left behind him one enduring monument of his administration in Ireland which, though afterwards a subject of controversy and party strife, conferred immense advantages upon the countrythe national system of education. It has been remarked that the principle of the Irish Establishment was that of a "missionary church;" that it was never based on the theory of being called for by the wants of the population; that what it looked to was their future spiritual necessities. It was founded on the same reasons which prompt the building of churches in a thinly peopled locality, the running of roads through an uncultivated district, of drains through a desert morass. The principle was philanthropic, and often, in its application, wise; but it proceeded on one postulate, which, unfortunately, was here wantingnamely, that the people will embrace the faith intended for them. This was so far from having hitherto been the case that the reverse was the fact. For nearly three centuries this experiment was tried with respect to the education of the rising generations of the Roman Catholics, and in every age it was attended by failures the most marked and disastrous. The Commissioners of National Education refer to this uniformity of failure in their sixth report, in which they observe,"For nearly the whole of the last century the Government of Ireland laboured to promote Protestant education, and tolerated no other. Large grants of public money were voted for having children educated in the Protestant faith, while it was made a transportable offence in a Roman Catholic (and if the party returned, high treason) to act as a schoolmaster, or assistant to a schoolmaster, or even as a tutor in a private family. The Acts passed for this purpose continued in force from 1709 to 1782. They were then repealed, but Parliament continued to vote money for the support only of the[357] schools conducted on principles which were regarded by the great body of the Roman Catholics as exclusively Protestant until the present system was established."

TWO:In the course of 1810 the French were expelled completely from the East and West Indies, and the Indian Ocean. Guadeloupe, the last of their West India Islands, was captured in February, by an expedition conducted by General Beckford and Admiral Sir A. Cochrane. In July an armament, sent out by Lord Minto from India, and headed by Lieutenant-Colonel Keating, reduced the Isle of Bourbon; and, being reinforced by a body of troops from the Cape of Good Hope, under Major-General John Abercromby and Admiral Bertie, the Isle of France, much the more important, and generally called Mauritius, surrendered on the 3rd of December. Besides[608] a vast quantity of stores and merchandise, five frigates and about thirty merchantmen were taken; and Mauritius became a permanent British colony. TWO:From the Painting by J. Trumbull.Scotland, before the Reform Bill, was ruled by an oligarchy. The population was two millions and a half, the constituency was only 2,500. The power was to be taken from this small junto, and extended to the great middle class of that intelligent and loyal people. In Ireland, a host of rotten boroughs, some without any constituency at all, was to be swept away. The general result would be an increase for the United Kingdom of half a million electors, making the whole number enjoying the franchise 900,000. Of these 50,000 would be found in the new towns, created into Parliamentary boroughs in England, 110,000 additional electors in boroughs already returning members. For instance, London would have[331] 95,000; the English counties, 100,000; Scotland, 60,000; Ireland, 40,000. The House would consist in all of 596 members, being a reduction of sixty-two on the existing number of 658. The number of seats abolished was 168, which reduced the House to 490. Five additional members were given to Scotland, three to Ireland, one to Wales, eight to London, thirty-four to large English towns, and fifty-five to English counties.

TWO:The Assembly of Virginia, meeting in convention at Williamsburg on the 6th of May, drew up a Declaration of Rights, a document which afterwards became the model for the celebrated "Rights of Man" with the French Revolutionists. In this Declaration it was asserted that the rights of the people cannot exist with hereditary monarchy; and in the fourth article it was affirmed, that the idea of "a man being born a magistrate, a legislator, or a judge, is unnatural and absurd." Accordingly, Richard Henry Lee, as one of their delegates, on the 7th of June, moved in General Congress, that "these United Colonies are, and of right ought to be, free and independent States; that they are absolved from all allegiance to the British Crown, and that all political connection between them and the State of Great Britain is, and ought to be, totally dissolved; that measures should immediately be taken for procuring the assistance of foreign Powers, and a confederation be formed to bind the colonies more closely together."

THREE:On the 19th Collingwood signalled Nelson that the French fleet was coming out of Cadiz. On the morning of the 21st, when the British fleet lay about seven leagues north-west of Cape Trafalgar, the hostile fleet was discovered about seven miles to the eastward. Nelson ordered the fleet to bear down on the enemy. As Villeneuve approached, he veered so as to bring Cadiz under his lee, and thus secure a retreat into it. This compelled Nelson to shift his course a little more northward. Villeneuve had preconcerted a plan of action which he boasted would prevent Nelson from cutting his line, as was his custom. He determined to advance in two lines, with each alternate ship about a cable's length to the windward of her second ahead and astern, so that his fleet would represent the chequers of a draft-board. This plan, however, did not succeed. Nelson found now the shoals of San Pedro and Trafalgar under the lee of both fleets, and, dreading that he might be carried upon them at the end of the battle, he signalled, from the Victory, for the fleet to anchor at the close of the day. He then told Blackwood that he should not be satisfied unless he took twenty of the enemy's ships, and asked him whether he thought a general signal of action were not wanting. Blackwood replied that he thought the fleet all understood what they were about. But Nelson hoisted on his mizen top-mast his last signal"England expects every Man to do his Duty." It was seen, and responded to with loud hurrahs.
