In the East Indies, immediately afterwards, another severe blow was inflicted on Spain. An expedition sailed from Madras, and Admiral Cornish conveyed in a small fleet a body of men amounting to two thousand three hundred, and consisting of one regiment of the line, in addition to marines and sepoys. Colonel William Draper, afterwards so well known for his spirited contest with the still undiscovered author of "Junius's Letters," was the commander. They landed near Manila, the capital of the Philippine Islands, on the 24th of September, the Spanish garrison there being taken completely by surprise. The whole of the Philippines submitted without further resistance; and Draper, besides being made a knight of the Bath, was, with the naval commanders, thanked by Parliament, as well they might be.The Marquis of Granby resigned his posts as Paymaster-General of the Ordnance and Commander-in-Chief of the Army, much to the annoyance and against the entreaties of the king and the Duke of Grafton. ONE:The next day the debate was resumed. It appeared that the Prince had been hooted at, and a stone, or other missile, flung through the window of the carriage. The Ministerial party endeavoured to raise the occurrence into an attempt on the Prince's life; the Opposition hinted at the expression of public disgust with the tone which Government was assuming towards the distresses of the people, called zealously for stringent reductions of expense, and moved an amendment to that very effect. But the Government had yet much to learn on this head; and Lord Sidmouth announced that the Prince Regent in three days would send down a message on the disaffection of the people. It would have been wise to have added to this measure a recommendation of serious inquiry into the causes of this disaffection, for disaffection towards a Government never exists without a cause; but the Government had carried on matters so easily whilst they had nothing to do but to vote large sums of money for foreign war that they had grown callous, and had been so much in co-operation with arbitrary monarchs that they had acquired too much of the same spirit; and they now set about to put down the people of England as they, by means of the people of England, had put down Buonaparte. Before the two armies came in sight of each other Adams died, and the command was assumed by Major, afterwards Sir Hector Munro. Munro led his army to Buxar, more than a hundred miles higher up the Ganges. There, in the month of October, 1764, he came into conflict with the army of Oude, and put it thoroughly to the rout, killing four thousand men and taking one hundred and thirty pieces of cannon and much spoil.

TWO:Thus this mighty armadaof which such high things were expectedwas dispersed; Rodney, sending part of his fleet to Jamaica, proceeded to join Arbuthnot at New York, with eleven ships of the line and four frigates. The news of his approach reached the French and Americans there, at the same time as that of the return of De Guichen to Europe, and spread the greatest consternation. To consider what was best to do in the circumstances, a meeting was proposed at Hartford, in Connecticut, between Washington and Rochambeau, which took place on the 21st of September. At this moment a discovery took place which had a startling effect on the Americans, and was calculated to inspire the most gloomy views of their condition. General Arnold, who had fought his way up from the humble station of a horse-dealer to that which he now held, had, on all occasions, shown himself an officer of the most daring and enterprising character. Having been appointed military governor of Philadelphia, after its evacuation by General Clinton in 1778, as a post where he might recover from the severe wounds which he had received in the recent campaign, he began a style of living much too magnificent for his finances, for, with all his abilities, Arnold was a vain and extravagant man. He married a beautiful young lady of that city of Royalist origin. Rumours to his disadvantage were soon afloat, originating in this cause, for whatever he did was regarded by the staunch Whigs with an unfavourable eye. Congress was the more ready to listen to charges against him, because, involved himself in debts incurred by his extravagance, he pressed them for large claims upon them, which they had no means to satisfy. Commissioners were selected by them to examine his claims, and these men, appointed for their hard, mean natures, reduced his demands extremely. Arnold uttered his indignation at such treatment in no measured terms, and the consequence was that he was arrested, tried by a court-martial, on various charges of peculation in his different commands, and for extortion on the citizens of Philadelphia. Some of these were declared groundless, but others were pronounced to be proved, and Arnold was condemned to be reprimanded by the Commander-in-Chief. This put the climax to his wrath. Washington, who had, in Arnold's opinion, been as unjustly exalted and favoured for his defeats and delays, as he himself had been envied and repressed for his brilliant exploits, was of all men the one from whom he could not receive with patience a formal condemnation. This sentence was carried into effect in January, 1779, and Arnold, stung to the quick, was prepared to perpetrate some desperate design. The opportunity came when he was placed in command of West Point, on the Hudson, which was the key to all intercourse between the Northern and Southern States.Five days after this, February 10th, the matter was made public by Lord Darnley rising in the Upper House, and moving for an inquiry into the conduct of the Ministry. This roused up Lord Grenville, who candidly avowed that, in consequence of their failure to introduce the question of Catholic emancipation, the Ministers had resigned and only held office till a new Cabinet was formed. On this, Lord Darnley postponed his motion. On the same day, in the Commons, a letter from Addington, the Speaker, was read, announcing his resignation of the Speakership in consequence of the king's proposal to nominate him to a situation incompatible with that post. Pitt then rose and confirmed this, and proposed an adjournment till the next day in order to prepare for the nomination of the new Speaker. The House adjourned accordingly, and next day, the 11th of February, elected Sir John Mitford, the Attorney-General, as Speaker. Before the House could resume business, it was announced that the king was illconfined to the house by a severe cold; but it was soon known that it was a return of his old malady, lunacy, in consequence of his extreme agitation on the proposal of the Catholic question and the resignation of Pitt. The report was soon augmented into the startling rumour that the king was dangerously ill, and that a regency must take placeif not superseded by his death. At this news Fox, who had for some time absented himself from Parliament, on the plea that all endeavours to carry sound and prudent measures were hopeless with Pitt's great martial majority, hastened up to town from St. Anne's Hill; and the Whig body was in a flutter of expectation that he would soon be the Minister of the prince regent, or of George IV. But all these hopes were speedily overthrown by the news of the rapid improvement of the king, and on the 12th of March the royal physicians announced him perfectly recovered. He attributed his illness to Pitt's conduct, and the ex-Premier thereupon wrote and promised never to re-open the question again.

TWO:Belgium, this summer, was the great battle-ground. In it were Austrians, Dutch, British, and Hanoverians. At the opening of the campaign the Allies had probably two hundred thousand men scattered along the frontiers, and the French upwards of three hundred thousand. But whilst the French were united in one object, and the Convention kept pouring fresh masses of men in, the Allies were slow and disunited. The Duke of York, who commanded the English and Hanoverians, about thirty thousand men, was completely tired of the sluggish formality of the Austrian general, Clairfait, and refused to serve under him. To remove the difficulty, the Emperor of Austria agreed to take the command of his forces in the Netherlands in person, so that the Duke of York would serve under him. This enabled Pichegru to advance on West Flanders, and take Courtrai and Menin in the very face of Clairfait. At the same time Jourdain had entered the country of Luxembourg with a large force, and whilst the Austrians were wasting their time before Landrecies, he was still further reinforced from the army of the Rhine, which the absence of the King of Prussia left at leisure, and he now fell upon the Austrian general, Beaulieu; and though Beaulieu fought bravely for two days, he was overwhelmed by successive columns of fresh troops, and driven from his lines. TWO:These mischiefs it was proposed wholly to remove by enacting that "the charge for primary distributionthat is to say, the postage on all letters received in a post town, and delivered in the same or in any other post town in the British Islesshall be at the uniform rate of one penny for each half-ounce; all letters and other papers, whether single or multiple, forming one packet, and not weighing more than half an ounce, being charged one penny, and heavier packets to any convenient limit being charged an additional penny for each additional half-ounce." And it was further proposed that stamped covers should be sold to the public at such a price as to include the postage, which would thus be collected in advance. By the public generally, and preeminently by the trading public, the plan was received with great favour. By the functionaries of the Post Office it was at once denounced as ruinous, and ridiculed as fanciful. Lord Lichfield, then Postmaster-General, said of it in the House of Lords, "Of all the wild and visionary schemes I ever heard, it is the most extravagant." On another occasion, he assured the House that if the anticipated increase of letters should be realised, "the mails will have to carry twelve times as much in weight, and therefore the charge for transmission, instead of 100,000, as now, must be twelve times that amount. The walls of the Post Office would burst; the whole area in which the building stands would not be large enough to receive the clerks and the letters." In the course of the following year (1838) petitions were poured into the House of Commons. A select Committee was appointed, which held nearly seventy sittings, and examined nearly eighty-three witnesses in addition to the officers of the department. Its report weakly recommended the substitution of a twopenny for a penny rate, but this was overruled by the Cabinet. During the Session of Parliament that followed the presentation of[465] this report, about 2,000 petitions in favour of penny postage were presented to both Houses, and at length the Chancellor of the Exchequer brought in a Bill to enable the Treasury to carry it into effect. The measure was carried in the House of Commons by a majority of 100, and became law on the 17th of August, 1839. A new but only temporary office under the Treasury was created, to enable Mr. Hill to superintend (although, as it proved, with very inadequate arrangements) the working out of his plan. The first step taken was to reduce, on the 5th of December, 1839, the London district postage to one penny, and the general inland postage to fourpence, the half ounce, except as respected places to which letters were previously carried at lower rates, these rates being continued. On the 10th of January, 1840, the uniform penny rate came into operation throughout the United Kingdom; the scale of weight advancing from one penny for each of the first two half-ounces, by gradations of twopence for each additional ounce or fraction of an ounce, up to sixteen ounces. The postage was to be prepaid, or charged at double rates, and Parliamentary franking was abolished. Postage stamps were introduced on the 6th of May following. The facilities of despatch were soon afterwards increased, especially by the establishment of day mails. But on the important points of simplification in the internal economy of the Post Office, with the object of reducing its cost without diminishing its working power, very little was done. For the time being the loss incurred by the change was more than 1,000,000.

THREE:"The Clare election supplied the manifest proof of an abnormal and unhealthy condition of the public mind in Irelandthe manifest proof that the sense of a common grievance and the sympathies of a common interest were beginning to loosen the ties which connect different classes of men in friendly relations to each other, to weaken the force of local and personal attachments, and to unite the scattered elements of society into a homogeneous and disciplined mass, yielding willing obedience to the assumed authority of superior intelligence hostile to the law and to the Government which administered it. There is a wide distinction (though it is not willingly recognised by a heated party) between the hasty concession to unprincipled agitation and provident precaution against the explosion of public feeling gradually acquiring the strength which makes it irresistible. 'Concede nothing to agitation,' is the ready cry of those who are not responsiblethe vigour of whose decisions is often proportionate to their own personal immunity from danger, and imperfect knowledge of the true state of affairs. A prudent Minister, before he determines against all concessionagainst any yielding or compromise of former opinionsmust well consider what it is that he has to resist, and what are his powers of resistance. His task would be an easy one if it were sufficient to resolve that he would yield nothing to violence or to the menace of physical force. In this case of the Clare election, and of its natural consequences, what was the evil to be apprehended? Not force, not violence, not any act of which law could take cognisance. The real danger was in the peaceable and legitimate exercise of a franchise according to the will and conscience of the holder. In such an exercise of that franchise, not merely permitted, but encouraged and approved by constitutional law, was involved a revolution of the electoral system in Irelandthe transfer of political power, so far as it was connected with representation, from one party to another. The actual transfer was the least of the evil; the process by which it was to be effectedthe repetition in each county of the scenes of the Clare electionthe fifty-pound free-holders, the gentry to a man polling one way, their alienated tenantry anotherall the great interests of the county broken down'the universal desertion' (I am quoting the expressions of Mr. Fitzgerald)the agitator and the priest laughing to scorn the baffled landlordthe local heaving and throes of society on every casual vacancy in a countythe universal convulsion at a general electionthis was the danger to be apprehended; those were the evils to be resisted. What was the power of resistance? 'Alter the law, and remodel the franchise,' was the ready, the improvident response. If it had been desired to increase the strength of a formidable confederacy, and, by rallying round it the sympathies of good men and of powerful parties in Great Britain, to insure for it a signal triumph, to extinguish the hope of effecting an amicable adjustment of the Catholic question, and of applying a corrective to the real evils and abuses of elective franchise, the best way to attain these pernicious ends would have been to propose to Parliament, on the part of the Government, the abrupt extinction of the forty-shilling franchise in Ireland, together with the continued maintenance of civil disability."
