TWO:On the 18th of April Lord John Russell moved that the House should go into committee on the Bill, stating that he proposed to make certain alterations in the details of the measure, but none affecting its principles. General Gascoigne then moved that it should be an instruction to the committee that the number of members composing the House of Commons ought not to be reduced. The motion was seconded by Mr. Sadler, and resisted by Lord Althorp, who declared that the object of the motion was to destroy the Bill. It was nevertheless carried, after an animated debate, by a majority of eight against the Government. Ministers had been placed in a position of peculiar difficultythey had to humour the king's vanity and love of popular applause, in order to prevent his becoming sulky, and refusing to consent to a dissolution, which they felt to be inevitable. They had also to proceed with great caution in dealing with the Opposition, lest, irritated by the threat of dissolution, they should resolve to stop the supplies, it being impossible to dissolve Parliament in the present state of the estimates. They had been fortunate enough, however, to guard against this danger. On the 23rd of March supply had been moved, and a large portion of the army estimates voted. On the 25th Sir James Graham moved portions of the navy estimates, and on the same night the Civil List was provided for. Further supplies of various kinds having luckily been granted, on the 30th the House was adjourned for the Easter holidays, till the 12th of April.

THREE:Parliament assembled on the 9th of January, 1770. People had been surprised at the unusual delay in summoning it, considering the critical state of America, but they were much more surprised when the subject put foremost in the king's speech was a lamentation over the murrain which[197] had appeared amongst horned cattle during the recess, and which Ministers had taken some measures to stop without calling together Parliament. It was true that he afterwards alluded to the state of affairs in America, and trusted some means would be devised by Parliament to appease the irritation. But whilst war itself appeared imminent there, whilst the whole country at home was in a state of high discontent, and the Spitalfields weavers were at this moment in a state of open riot, the idea of giving the chief place in the royal speech to horned cattle caused a burst of universal ridicule. It was thenceforth called the "Horned Cattle Session." Junius launched one of his fierce missives at the Duke of Grafton, observing, "Whilst the whole kingdom was agitated with anxious expectation on one great point, you meanly evaded the question, and, instead of the explicit firmness and decision of a king, gave us nothing but the misery of a ruined grazier."The fire raged with unabated fury from the 14th till the 19thfive days. Then the city lay a heap of burning ashes. All the wealth which was left behind was burnt or melted down. But there could be no stay at Moscow, for all their provisions had to be brought from distant districts by water carriage in summer, and on sledges in winter. But, as the Russian population had fled, the Russians were only too glad to starve out the French. Not a single article of food came near the place. Alexander returned no answer to Buonaparte's letter. The pledge which he might have made some concessions to redeem had been destroyed by his own orders, and Buonaparte had now nothing to offer worthy of his attention. He and his army were awaiting the attack of the wintry elements to join them in the extermination of the invaders. Buonaparte dispatched General Lauriston to Alexander with fresh offers; but Alexander refused to see him, and turned him over to Kutusoff, who flattered him with hopes and professions of desire for peace, in order to put off the time, for every day nearer to winter was a[48] day gained of incalculable importance. But he said that he must send Napoleon's letter to St. Petersburg, to the Czar, and await his reply. This was on the 6th of October, and the reply could not be received before the 26th; there was nothing for it but to wait, and Lauriston waiteda fatal delay for the French!

THREE:BATTLE OF NAVARINO: THE "ASIA" ENGAGING THE SHIPS OF THE CAPITAN BEY AND MOHURREM BEY. (See p. 262.)Events now rushed on with accumulating force and accelerated pace. There had been a long drought, withering up the prospects of the harvest, and now, in July, came a terrible hailstorm, which extended one hundred and fifty miles round Paris, destroying the nearly ripe corn, the fruit on the trees, and leaving all that extent of country a desert, and the inhabitants the prey of famine. In such circumstances the people could not, those in other quarters would not, pay taxes; the Treasury was empty, and the king was compelled to promise to convoke the States General in the following May; Brienne endeavoured to amuse the active reformers by calling on men of intelligence to send in plans for the proper conduct of the States General, as none had been held for one hundred and seventy-two years. The public was impatient for a much earlier summons, but probably they would not have been much listened to, had Lomnie de Brienne known how to keep things going. His empty exchequer, however, and the pressing demands upon him, drove him to solicit the king to recall Necker and appoint him once more Comptroller of the Finances. He imagined that the popularity of Necker would at least extend the public patience. The queen energetically opposed the reinstatement of Necker; the position of affairs was, however, too desperate, and Necker was recalled. His triumphant return was speedily followed by the meeting of the States.

This is a process example of a device that continuously and simultaneously concentrates two types of waste liquid with a single high-efficiency steam compressor.
THREE:On the 19th of October the French attacked the duke with sixty thousand men, and though his little army fought with its usual dogged bravery it was compelled to give way. It did this, however, only to assume a fresh position, still covering Nimeguen, where, on the 27th, the French again attacked it, and compelled it to retire from the contest. The duke led the wreck of his army across the Waal and the Rhine, and posted himself at Arnhem in Guelderland, to throw some impediment in the path of Pichegru, who was advancing, at the command of the Convention, to reduce Holland. Nimeguen, full of Dutch traitors, soon opened its gates; Maestricht did the same to Kleber; and at the end of the campaign the gloomiest prospects hung over Holland.
- By evaporating the steam using a mechanical compressor and reusing it, almost no heating steam is alomost required except the time of start-up, so large energy savings can be expected.
- By combining with a thin film falling heat exchanger that does not raise the boiling point due to the liquid depth, it is possible to utilize the temperature difference of the compressor at the maximum.
- Since the residence time and heating time are short and the holding amount is small, starting and stopping can be performed in a short time.
- It will prevent scale adhesion in the can that the evaporator is divided into two parts, and that the supply of the undiluted solution is alternately switched over a fixed period of time to perform heat concentration.
