  • ONE:Puisaye's mission to London had been successful. Pitt was weak enough to fall into the plan of sending over the Emigrants in our shipsas if any such force could do more against the Republican armies than create fresh miseries to all parties, and bring down worse vengeance on the unfortunate Vendans and Bretons. In 1736, as we have seen, the awful increase of drunkenness, which was attributed to the cheapness of gin, induced a majority of the House of Commons to pass an Act levying twenty shillings a gallon duty upon the liquor, and charging every vendor of it fifty pounds per annum for a licence. Walpole at the time declared that such an attempt to place gin beyond the reach of the poor consumers would fail; that it would fail equally as a source of revenue, for it would lead to wholesale smuggling and every possible evasion of the law. The event had proved Walpole only too correct in his prognostications. So far from checking the use of gin, the Act had stimulated it enormously. The licences, so preposterously high, were wholly neglected; no duty was paid, yet the destructive liquid was sold at every street corner. Ministers now saw that, by attempting too much, every thing in this case had been lost. They were sacrificing the revenues only to sacrifice the well-being of the people. They determined, therefore, to reduce the licences from fifty pounds to one pound per annum, and at the same time to retain a moderate duty on the liquor. By this means the fatal compound would remain much at the same price, but the vendors would be induced to take out licences, and the revenues would be greatly improved, whilst the whole sale of the article would be more under the restraints of law and police. A Bill was framed on these principles, and passed rapidly through the Commons; but in the Lords it encountered a determined opposition. It was, however, carried entire, and, says Smollett, "we cannot help averring that it has not been attended with those dismal consequences which the Lords in the Opposition foretold."

THREE:The opposition, however, was powerful. When Mr. Goulburn brought forward his resolution by which sugar certified to be the growth of China, Manila, Java, or other countries where no slave labour was employed, should be admitted at a duty of 34s., the colonial duty being 24s., the danger of the position of the Ministers was soon perceived. Lord John Russell proposed an amendment in favour of admitting all foreign sugars at 34s., a proposal which, though calculated to maintain the price of sugar at a higher point than the Government proposition, was less distasteful to the Free Traders, as abolishing the differential principle. This amendment was rejected by a majority of only 69. On the 14th of June the Government Bill came on for a third reading, and[513] the contest then began in earnest. Mr. Miles, the representative of the West India party, moved an amendment proposing a reduction of the duty on colonial sugar to 20s., instead of 24s., and the raising of the duties on foreign to 30s. and 34s. The Free Trade party were not entrapped by this offer of a reduction of 4s. on colonial sugar. They saw that Mr. Miles's amendment would only establish a differential duty of 14s. instead of 10s., the difference going to the West India planters. They now, moreover, at least hoped more from Sir Robert Peel than from any Minister likely to succeed him. Mr. Cobden and the League party therefore supported the Government; but so powerful was the combination against them that the division, which took place on the 14th of June, left Ministers in a minority of 20.
FORE:Mr. Villiers's annual motion, brought forward on the 25th of June, was scarcely more successful than that of Mr. Cobden. Lord John Russell still harped upon his fixed idea of a fixed duty. In his view the country suffered not from the Corn Law, but only from the form in which it was administered. He said he was not prepared to say either that the Corn Law should be at once abolished, or that the existing law should be maintained. While such was the feeble policy of the leader of that Whig party which had set up a claim to a sort of monopoly of Free Trade principles, it was no wonder that the country began to look for relief to the Minister who had introduced the tariff of 1842; but Sir Robert Peel as yet moved too slowly to rouse the enthusiasm in his favour of the Anti-Corn-Law League. "There were not," he remarked, "ten reflecting men out of the Anti-Corn-Law League, who did not believe that a sudden withdrawal of protection, whether it were given to domestic or colonial produce, would cause great confusion and embarrassment. In the artificial state of society in which we lived we could not act on mere abstract philosophical maxims, which, isolated, he could not contest; they must look to the circumstances under which we have grown up, and the interests involved. Ireland, dependent on England for a market for her agricultural produce, was a case in point. He was not prepared to alter the Corn Law of 1842, and did not contemplate it. Seeing that Lord John Russell had avowed himself a consistent friend to Protection, and was opposed to total repeal, he thought he was somewhat squeamish in flying from his difficulty, and declining to vote against the motion. As to the Corn Law, the Government did not intend to alter it, or diminish the amount of protection afforded to agriculture." On the division the numbers for the motion were[512] 124, and against it, 330. On the whole, the cause of Free Trade made but small progress in Parliament in this year, though out of doors the agitation was carried on with ever-increasing vigour. As regards Mr. Villiers's motion, the progress made was shown principally in the decrease of the majority against it. In 1842, when he first put the question of total repeal on issue before the House, he had 92 votes, and 395 against him; in 1843 he had 125 votes, and 381 against him; in 1844, 124 votes, and 330 against him.[149]

THREE:Notwithstanding the hopes which might have been fairly entertained that the measure of Reform would have been rendered complete throughout the kingdom, a considerable time elapsed before its benefits were extended to the sister country; and a large amount of persevering exertion was required before a measure for the purpose was carried through Parliament, although its necessity was unquestionable. This arose from certain difficulties which it was not found easy to overcome, so as to meet the views, or, at least, to secure the acquiescence, of the various parties in the House. And hence it happened that it was not until 1840 that an Act was passed for the regulation of municipal corporations in Ireland, after repeated struggles which had to be renewed from year to year, and the question was at length only settled by a sort of compromise. On the 7th of February, 1837, Lord John Russell moved for leave to bring in the Irish Municipal Bill, which was passed by a majority of 55; but the consideration of it was adjourned in the Peers till it was seen what course Ministers were to adopt with regard to the Irish Tithe Bill. Early in 1838 the Bill was again introduced, when Sir Robert Peel, admitting the principle by not opposing the second reading, moved that the qualification should be 10. The motion was lost, but a similar one was made in the Upper House, and carried by a majority of 60. Other alterations were made, which induced Lord John Russell to relinquish his efforts for another year. In 1839 he resumed his task, and the second reading was carried by a majority of 26. Once more Sir Robert Peel proposed the 10 qualification for the franchise, which was rejected in the Commons, but adopted in the Lords by nearly the same majorities as before. Thus baffled again, the noble lord gave up the measure for the Session. In February, 1840, the Bill was introduced by Lord Morpeth with a qualification of 8. Sir Robert Peel now admitted that a settlement of the question was indispensable. With his support the Bill passed the Commons by a majority of 148. It also passed the Lords, and on the 18th of August received the Royal Assent.
THREE:Two courses were now open to the Duke of Wellington and to Peelto resign, in order that Emancipation might be carried by the statesmen who had always been its advocates, and who might therefore carry it without any violation of consistency or of their own political principles. It was for not adopting this course that they were exposed to all the odium which they so long endured. But the question was, whether Lord Grey or Lord Lansdowne could have carried Catholic Emancipation even with the aid of the Duke of Wellington and Mr. Peel in oppositioncould have overcome the repugnance of the Sovereign and the resistance of the House of Lords. It was their decided conviction that they could not, especially with due regard to the safety of the Established Church. But being convinced that the time had come when the question ought to be settled, the Duke examined the second course that was open to him, and embraced it. A hundred and fifty thousand men were marched against the Turkish frontier, early in the year of 1789, in different divisions. It was a circumstance very much in their favour that the able Sultan, Abdul Hamid, died suddenly in April, and was succeeded by his nephew, Selim, a young, rash, and unprincipled man. The acts of Selim, in murdering and dismissing his father's best ministers and commanders, and the unruly condition of the janissaries, rendered Turkey especially open to the attacks of its enemies. Marshal Laudohn, supporting his earlier fame, took the fortress of Gradiska, and stormed Belgrade. But this was not accomplished till the 8th of October, and an attempt was then made to reduce Orsova, but this failed. Coburg and Suvaroff having joined, won a great victory over the new Vizier, Martinitzi, in Wallachia, on the 22nd of September, and the remains of the Turkish army retired to the pass of Shumla, on the Balkan mountains. Potemkin, on his part, had greatly increased his forces after the reduction of Oczakoff, and after a desperate resistance took Bender, famous as the abode of Charles XII. of Sweden, after the battle of Pultawa. Before winter, the Russians had made decided progress in their inroads into the Turkish dominions on the Black Sea. They had gained possession of Akerman, at the mouth of the Dniester; of Keglia Nova, on the northern banks of the Danube, and of other places on the Black Sea. They had also extended their frontier to the left bank of the Danube, and they had actually reduced every important place between the Bug and Dniester and that river. Had Catherine had a sufficient fleet in the Black Sea, Constantinople might have trembled for its safety.
FORE:The new Administration arranged itself as follows:The Duke of Portland, First Lord of the Treasury; Lord North, Home Secretary; Fox, Secretary for Foreign Affairs; the Earl of Carlisle, Privy Seal; Lord John Cavendish, again Chancellor of the Exchequer; Admiral Lord Keppel, the head of the Admiralty again; Lord Stormont, President of the Council; the great stumbling block, Thurlow, removed from the Woolsack, and the Great Seal put into commission; Burke again Paymaster of the Forces, and his brother Richard as Secretary to the Treasury in conjunction with Sheridan. Such was this strange and medley association, well deserving Burke's own description of a former Administration, as of a strange assemblage of creatures, "all pigging together in one truckle-bed." Those who formed exclusively the Cabinet were Portland, North, Fox, Cavendish, Carlisle, Keppel, and Stormont, so that the great Whigs had taken care again to shut out Burke, who was only a man of genius. Such an incongruous company could not long hold together. The king did not conceal his indignation at seeing Fox in office; the whole Court openly expressed its loathing of the anomalous union; the country had no confidence in it; Fox felt that he had wounded his popularity by his sudden and violent change.

FORE:The general result of the elections was considered to have diminished by fifty the number of votes on which Ministers could depend, and the relation in which they now stood to the more popular part of the representation was stated to be as follows:Of the eighty-two members returned by the forty counties of England, only twenty-eight were steady adherents of the Ministry; forty-seven were avowed adherents of the Opposition, and seven of the neutral cast did not lean much to Government. Of the thirteen popular cities and boroughs (London, Westminster, Aylesbury, etc.), returning twenty-eight members, only three seats were held by decidedly Ministerial men, and twenty-four by men in avowed opposition. There were sixty other places, more or less open, returning 126 members. Of these only forty-seven were Ministerial; all the rest were avowed Opposition men, save eight, whose leaning was rather against the Government than for it. Of the 236 men then returned by elections more or less popular in England, only seventy-nine were Ministerial votes; 141 were in avowed opposition, and sixteen of a neutral cast.

THREE:Notwithstanding the hopes which might have been fairly entertained that the measure of Reform would have been rendered complete throughout the kingdom, a considerable time elapsed before its benefits were extended to the sister country; and a large amount of persevering exertion was required before a measure for the purpose was carried through Parliament, although its necessity was unquestionable. This arose from certain difficulties which it was not found easy to overcome, so as to meet the views, or, at least, to secure the acquiescence, of the various parties in the House. And hence it happened that it was not until 1840 that an Act was passed for the regulation of municipal corporations in Ireland, after repeated struggles which had to be renewed from year to year, and the question was at length only settled by a sort of compromise. On the 7th of February, 1837, Lord John Russell moved for leave to bring in the Irish Municipal Bill, which was passed by a majority of 55; but the consideration of it was adjourned in the Peers till it was seen what course Ministers were to adopt with regard to the Irish Tithe Bill. Early in 1838 the Bill was again introduced, when Sir Robert Peel, admitting the principle by not opposing the second reading, moved that the qualification should be 10. The motion was lost, but a similar one was made in the Upper House, and carried by a majority of 60. Other alterations were made, which induced Lord John Russell to relinquish his efforts for another year. In 1839 he resumed his task, and the second reading was carried by a majority of 26. Once more Sir Robert Peel proposed the 10 qualification for the franchise, which was rejected in the Commons, but adopted in the Lords by nearly the same majorities as before. Thus baffled again, the noble lord gave up the measure for the Session. In February, 1840, the Bill was introduced by Lord Morpeth with a qualification of 8. Sir Robert Peel now admitted that a settlement of the question was indispensable. With his support the Bill passed the Commons by a majority of 148. It also passed the Lords, and on the 18th of August received the Royal Assent.

THREE:In May the gingham-weavers of Carlisle and that neighbourhood held a similar gathering, and in June meetings were held on Hunslet Common, near Leeds, at Glasgow, Ashton-under-Lyne, and other places. The meeting at Glasgow, on the 16th of June, was held on the Green, and amounted to thirty or forty thousand people. They complained of the low wages for cotton-weaving, and proposed a petition to the Prince Regent, praying that he would enable them to get over to Canada, promising that all such as received that favour should repay the outlay by yearly instalments. But the bulk of the assembly protested against emigration, asserting that the remedy for their distresses lay in annual parliaments, universal suffrage, and the consequent reduction of taxation; and they proposed that they should march up to London in a body, and present their petition to the Prince Regent in person. At Ashton the chair was taken by the Rev. Joseph Harrison, and the strange creature called Dr. Healey, of whom Bamford gives an extraordinary account in his "Life of a Radical," made a most wild and seditious harangue. At a great meeting at Stockport, on the 28th of the same month, a very different personage presided. This was Sir Charles Wolseley, of Wolseley Park, in Staffordshire. Sir Charles said that he had been engaged in the outbreak of the French Revolution, and had assisted in the taking of the Bastille, and that he would spend his last drop of blood, if it were necessary, in destroying the Bastilles of his own country. The acquisition of such an advocate of Reform was not likely to be received with apathy. Sir Charles was invited to preside at a similar meeting at New Hall, near Birmingham, on the 12th of July. At this meeting he was elected "legislatorial attorney and representative" for that town. This was a circumstance that excited the alarm of Government. They immediately issued warrants for the apprehension both of Sir Charles and of Dr. Harrison for seditious expressions used at the Stockport meeting. Sir Charles was arrested at his own house, at Wolseley Park; and Harrison was taken on the platform of a public meeting, at Smithfield, in London, on the 21st of July, at which Hunt was presiding. On conveying Harrison to Stockport, the constable who arrested him was attacked by the mob, and a pistol was fired at him, the ball of which lodged in his body.

THREE:The time for the last grand conflict for the recovery of their forfeited throne in Great Britain by the Stuarts was come. The Pretender had grown old and cautious, but the young prince, Charles Edward, who had been permitted by his father, and encouraged by France, to attempt this great object in 1744, had not at all abated his enthusiasm for it, though Providence had appeared to fight against him, and France, after the failure of Dunkirk, had seemed to abandon the design altogether. When he received the news of the battle of Fontenoy he was at the Chateau de Navarre, near Evreux, the seat of his attached friend, the young Duke de Bouillon. He wrote to Murray of Broughton to announce his determination to attempt the enterprise at all hazards. He had been assured by Murray himself that his friends in Scotland discountenanced any rising unless six thousand men and ten thousand stand of arms could be brought over; and that, without these, they would not even engage to join him. The announcement, therefore, that he was coming threw the friends of the old dynasty in Scotland into the greatest alarm. All but the Duke of Perth condemned the enterprise in the strongest terms, and wrote letters to induce him to postpone his voyage. But these remonstrances arrived too late; if, indeed, they would have had any effect had they reached him earlier. Charles Edward had lost no time in making his preparations.Skibbereen was described as "one mass of famine, disease, and death; the poor rapidly sinking under fever, dysentery, and starvation." There, as early as the first week in February, 1847, there was constant use for a coffin with movable sides, in which the dead were borne to the grave, and there dropped into their last resting-place. On the whole, the resignation of this stricken people was something wonderful. Outrage was rare, and the violations of the rights of property were not at all so numerous as might have been expected from persons rendered desperate by hunger; and where such things occurred, the depredators were not those who suffered the severest distress. But as the famine proceeded in its desolating course, and people became familiar with its horrors, the demoralising effects of which we have read in such visitations were exhibited in Ireland also. Next to the French, the Irish have been remarkable for their attention to the dead, as well as for the strength of their domestic affections. They had a decent pride in having a respectable "wake" and funeral when they lost any member of the family; and however great their privations were, they made an effort to spare something for the last sad tokens of respect for those they loved. But now there was no mourning for the dead, and but little attention paid to the dying. The ancient and deep-rooted custom with regard to funerals was "swept away like chaff before the wind." The funerals were rarely attended by more than three or four relatives or friends. Sometimes the work of burial was left entirely to persons hired to do it, and in many cases it was not done at all for five or six days after death, and then it was only by threats and rewards that any persons could be got to perform the dangerous duty.

TWO:During the summer a French squadron stretched away across the Atlantic with six sail of the line, and finding our Newfoundland coasts almost wholly unprotected, destroyed and plundered the fishermen's huts and fishing stages, as well as their vessels, and then, returning, picked up a considerable number of our merchantmen at sea, and was lucky enough to make a retreat, by favour of a fog, through our watching squadrons, into Brest. After this clever exploit, they joined the great Brest fleet, which sailed for Ireland on the 15th of December. This consisted of no fewer than forty-three sail, seventeen of them of the line, four frigates, six corvettes and brigs, with six transports. On board the transports were twenty-five thousand men, who had been well tried in the war of La Vende, and abundance of arms and ammunition, as well as extra arms to put into the hands of the disaffected Irish, for to Ireland the armament was bound. General Hoche, who had terminated the Vendan war, was appointed to terminate all the woes of Ireland, and convert that sacred island into another French paradise. Besides Hoche, Generals Grouchy, Hombert, and Bruix were attached to the expedition. The fleet sailed out and anchored in Camaret Bay, but no British fleet was visible to intercept them. But no sooner did the armament put out to sea again the next day, than it was assailed by a tempest and the ships were driven different ways. One of them was forced immediately on the Grand Stenet rock, and wreckedout of one thousand four hundred souls on board only sixty were rescued. Seven ships of the line, and ten of the vessels commanded by Rear-Admiral Bouvet, managed to reach Bantry Bay on the 24th of December, but there the storms continued to batter them. There being no sign of an insurrection, and no other part of the fleet appearing, they sailed back and reached Brest on the 1st of January, 1797. When they were gone, another portion of the fleet arrived in Bantry Bay, but only to be tossed and driven about without rest, to lose several of the ships, and to put back again. As for Hoche, he never saw Ireland; the greater part of the fleet being driven about and swamped in the Channel. Of the forty-three sail, only thirty-one returned, and thousands of the soldiers were drowned in the foundering transports. Sir Edward Pellew, in the Indefatigable, of forty-four guns, and Captain Reynolds, in the Amazon, of thirty-six guns, fell in with the Droits de l'Homme, of seventy-four guns, and after a severe fight close in Audierne Bay, south of Ushant, left her a wreck aground, where, of the one thousand eight hundred men aboard, scarcely more than three hundred were saved, notwithstanding the greatest exertions of the British seamen to rescue them.In such very discouraging circumstances the American campaign began. Whilst insurrection was in their camp, Sir Henry Clinton dispatched General Arnold to make a descent upon the coast of Virginia. That general had been dispatched into that quarter, at the close of the year, with one thousand six hundred men, in ships so bad, that they were obliged to fling overboard some of their horses. Arnold, however, first sailed up the river James, and landed at Westover, only twenty-five miles from Richmond, the capital of Virginia. Jefferson, who was Governor of Virginia, was seized with great alarm; for, though the militia of the State were nominally fifty thousand, he could muster only a few hundreds. He therefore hastily collected what property he could, and fled up the country, dreading to fall into the hands of a man so embittered against the Americans as Arnold was, who was himself well aware that they had determined to hang him without mercy if they caught him. Arnold did not allow much time to elapse without action. The next day he was in Richmond, and sent word to Jefferson that, provided British vessels might come up the river to take away the tobacco, he would spare the town. Jefferson rejected the proposal, and Arnold burnt all the tobacco stores and the public buildings, both there and at Westham. After committing other ravages, he returned to Portsmouth, on Elizabeth River, where he entrenched himself. On the 26th of March, General Phillips, having assumed the command, in company with Arnold ascended James River with two thousand five hundred men, took and destroyed much property in Williamsburg and York Town, ravaged the country around, and then sailed to the mouth of the Appomattox, and burnt all the shipping and tobacco in Petersburg. After other depredations, and forcing the Americans to destroy their own flotilla between Warwick and Richmond, Phillips and Arnold descended the James River to Manchester, and proposed to cross over to Richmond. But Lafayette having just reached that place before them with upwards of two thousand men, they re-embarked, and, after destroying much other property, especially shipping and stores, at Warwick and other places, they fell down to Hog Island, where they awaited further orders.
TWO:When these infamous doings were known in England, a feeling of horror and indignation ran through the country. The East India Company was compelled to send out Lord Pigot to Madras to do what Clive had so vigorously done in Bengalcontrol and reverse the acts of the Council. Pigot most honourably acquitted himself; liberated the outraged Nabob of Tanjore and his family, and restored them. But Pigot had not the same overawing name as Clive. The Council of Madras seized him and imprisoned him, expelling every member of the Council that had supported him. This most daring proceeding once more astonished and aroused the public feeling of England. An order was sent out to reinstate Lord Pigot, but, before it arrived, his grief and mortification had killed him. Sir Thomas Rumbold, a most avaricious man, was appointed to succeed him, and arrived in Madras in February, 1778, Major-General Hector Munro being Commander-in-Chief, and the army of Hyder, one hundred thousand in number, already again menacing the frontiers.The press played a most important part in the agitation for Reform. A host of the most witty, brilliant, and powerful writers of the day wielded their pens against monopoly with tremendous effect, assailing it with argument and ridicule, like a continual storm of shot and shell. Of these, the[334] most distinguished was the Rev. Sydney Smith, who mingled argument, sarcasm, humour, and pathos, in his ardent advocacy of the popular cause, with a power and effect that made him a host in himself. In answer to the objection that the Reform Bill was a mere theory, he furnished the most telling illustrations, from life, of the way in which the existing system kept down merit and damaged the public service. So far from Reform being a mere theoretical improvement, he said, "I put it to every man who is himself embarked in a profession, or has sons in the same situation, if the unfair influence of borough-mongers has not perpetually thwarted him in his lawful career of ambition and professional emolument? 'I have been in three general engagements at sea,' said an old sailor; 'I have twice been wounded; I commanded the boats when the French frigate Astrolabe was cut out so gallantly.' 'Then, you were made a post captain?' 'No, I was very near it, but Lieutenant Thomson cut me out as I cut out the French frigate; his father is town-clerk of the borough of which Lord F is member, and there my chance was finished.' In the same manner all over England, you will find great scholars rotting on curacies, brave captains starving in garrets, profound lawyers decayed and mouldering in the Inns of Court, because the parsons, warriors, and advocates of borough-mongers must be crammed to saturation before there is a morsel of bread for the man who does not sell his votes and put his country up for auction; and though this is of every-day occurrence, the borough system, we are told, is no practical evil...." Another witty and brilliant writer, Mr. Fonblanque, rendered important services to the cause of Reform by his writings in the Examiner, which have been collected under the name of "Seven Administrations." Though Radical in its tendencies, he wrote, "Ministers have far exceeded our expectations. The plan of Reform, though short of Radical Reform, tends to the utter destruction of borough-mongering, and will prepare the way for a complete improvement. The ground, limited as it is, which it is proposed to clear and open with popular influence, will suffice, as the spot desired by Archimedes, for the plant of the power which must ultimately govern the whole system. Without Reform, convulsion is inevitable. Upon any Reform further improvement is inevitably consequent, and the settlement of the Constitution on the democratic basis certain."[1] At this period the Times was by far the greatest power of the newspaper press, and its advocacy of the cause of Reform was distinguished by a vigour and boldness which rendered it obnoxious to the House of Lords, and provoked an attack on the liberty of the press that caused a great deal of excitement during the discussions on the first Reform Bill. Mr. Lawson, the printer, was arrested, but released after a reprimand.
