TWO:The opposition, however, was powerful. When Mr. Goulburn brought forward his resolution by which sugar certified to be the growth of China, Manila, Java, or other countries where no slave labour was employed, should be admitted at a duty of 34s., the colonial duty being 24s., the danger of the position of the Ministers was soon perceived. Lord John Russell proposed an amendment in favour of admitting all foreign sugars at 34s., a proposal which, though calculated to maintain the price of sugar at a higher point than the Government proposition, was less distasteful to the Free Traders, as abolishing the differential principle. This amendment was rejected by a majority of only 69. On the 14th of June the Government Bill came on for a third reading, and[513] the contest then began in earnest. Mr. Miles, the representative of the West India party, moved an amendment proposing a reduction of the duty on colonial sugar to 20s., instead of 24s., and the raising of the duties on foreign to 30s. and 34s. The Free Trade party were not entrapped by this offer of a reduction of 4s. on colonial sugar. They saw that Mr. Miles's amendment would only establish a differential duty of 14s. instead of 10s., the difference going to the West India planters. They now, moreover, at least hoped more from Sir Robert Peel than from any Minister likely to succeed him. Mr. Cobden and the League party therefore supported the Government; but so powerful was the combination against them that the division, which took place on the 14th of June, left Ministers in a minority of 20.

THREE:While these things had been passing in England, the Revolution in France had been making great strides. The Assembly, after its removal to Paris, passed completely under the influence of the violent Jacobin Club, and the work of destruction and reconstitution proceeded with startling rapidity. By the division of France into Departments all the old territorial arrangements and provincial Assemblies were abolished; the judicial system was re-established on a popular basis, and its dependence on the Crown swept away; the Church was made a department of the State, and its vast property sold, chiefly by means of bills payable in Church lands and called assignats. The position of the king became well-nigh intolerable. There was a chance, indeed, that Mirabeau might extricate him from the toils of his enemies. That great man, now reconciled to the Court, advised him to withdraw from the capital, and throw himself upon the conservatism of the country districts. But the death of Mirabeau in April, 1791, deprived Louis of his only wise adviser, and in June he adopted the ill-judged course of flying from Paris, with the object of making his way across the frontier and joining the enemies of his country. The flight was ill-managed, the royal family were arrested at Varennes and brought back as prisoners to Paris, where they were placed under the strictest surveillance.Everything in Parliament and in Ministerial movements now denoted the near approach of the renewal of war. On the 8th of March a message was received by both Houses of Parliament from his Majesty, stating that great military preparations were going on in Holland and France, and that his Majesty deemed it highly necessary to take measures for the security of his dominions. It added that negotiations were going on with France, the issue of which was uncertain, but it neither stated what these negotiations were, nor the measures called for. The message was taken for what it wasa note of war, and both in the Lords and Commons strong expressions of defiance were used to France. This seemed to have encouraged Ministers to a plainer expression of their intentions, for only two days later another message came down, calling for an increase of the navy. The next day, the 11th, the Commons formed themselves into a committee, and voted an addition of ten thousand seamen to the fifty thousand already voted. The militia were embodied. Sheridan was very zealous for war; Ministers, however, professed to desire the continuance of peace if possible.

THREE:This was the fatal year in which Buonaparte, led on by the unsleeping ambition of being the master of all Europe, and so of all the world, made his last great attemptthat of subduing Russia to his yokeand thus wrecked himself for ever. From the very day of the Treaty of Tilsit, neither he nor Alexander of Russia had put faith in each other. Buonaparte felt that the Czar was uneasy under the real dictatorship of France which existed under the name of alliance. He knew that he was most restless under the mischief accruing from the stipulated embargo on British commerce, and which, from the ruin which it must bring on the Russian merchants, and the consequent distress of the whole population, might, in fact, cause him to disappear from the throne and from life as so many of his ancestors had done. Timber, pitch, potash, hemp, tallow, and other articles were the very staple of Russia's trade, and the British were the greatest of all customers for these. The landed proprietors derived a large income from these commodities, and they asked why they were to perish that Buonaparte might destroy Great Britain, whence they drew their principal wealth. He knew that Alexander looked with deep suspicion on his giving the Duchy of Warsaw to the King of Saxony, a descendant of the royal family of Poland. To this act was added the stipulations for a free military road and passage for troops from Saxony to Warsaw; and also that France should retain Dantzic till after a maritime peace. These things seemed to point to the re-establishment of the kingdom of Poland, and the demand, at some future day, for the surrender of the rest of the Polish territory by Russia. So the Poles seemed to interpret these matters, for they had, since these arrangements, flocked to his standard, and were fighting Buonaparte's battles in Spain. To these causes of offence and alarm, which Alexander did not hesitate to express, and which Napoleon refused to dissipate, were added the seizure of the Duchy of Oldenburg, guaranteed to Alexander's near relative, and the marriage alliance with Austria. Alexander, on this last occasion, said"Then my turn comes next;" and in anticipation of it he had been strengthening himself by a secret league with Sweden.

THREE:But Joseph did not live to see the full extent of the alienation of the Netherlands. He had despatched Count Cobentzel to Brussels on the failure of Trautmansdorff's efforts. Cobentzel was an able diplomatist, but all his offers were treated with indifference. On the last day of 1789 the States of Brabant, in presence of the citizens of Brussels, swore to stand by their new freedoman act which was received by the acclamations of the assembled crowds. They soon afterwards ratified their league with the other States, and entered into active negotiation with the revolutionists of France for mutual defence. On the 20th of February, 1790, Joseph expired, leaving a prospect full of trouble to his brother Leopold, the new Emperor.At the Church of St. Anne, Shandon, under a kind of shed attached to a guard-house, lay huddled up in their filthy fetid rags about forty human creaturesmen, women, children, and infants of the tenderest agestarving and fever-stricken, most of them in a dying state, some dead, and all gaunt, yellow, hideous from the combined effects of famine and disease. Under this open shed they had remained during the night, and until that hourabout ten in the morningwhen the funeral procession was passing by, and their indescribable misery was beheld by the leading citizens of Cork, including the mayor, and several members of the board of guardians. The odour which proceeded from that huddled-up heap of human beings was of itself enough to generate a plague.

This is a process example of a device that continuously and simultaneously concentrates two types of waste liquid with a single high-efficiency steam compressor.

THREE:
  • By evaporating the steam using a mechanical compressor and reusing it, almost no heating steam is alomost required except the time of start-up, so large energy savings can be expected.
  • By combining with a thin film falling heat exchanger that does not raise the boiling point due to the liquid depth, it is possible to utilize the temperature difference of the compressor at the maximum.
  • Since the residence time and heating time are short and the holding amount is small, starting and stopping can be performed in a short time.
  • It will prevent scale adhesion in the can that the evaporator is divided into two parts, and that the supply of the undiluted solution is alternately switched over a fixed period of time to perform heat concentration.
