FORE:Now, though in some obscure and ignorant parts of the country there were clubs which contemplated the foolish idea of seizing on neighbouring properties, the committees must have been very ill-informed to have drawn any such conclusion as to the Hampden Clubs, which were organised for Parliamentary reform under the auspices of Sir Francis Burdett, Major Cartwright, Lord Cochrane, Cobbett, and others. Most of these persons had large properties to be sacrificed by the propagation of any such principles, and the great topics of Cobbett's Register, the organ through which he communicated with the people, were the necessity of refraining from all violence, and of rising into influence by purely political co-operation. But these reports answered the purposes of the Government, and they proceeded to introduce, and succeeded in passing, four Acts for the suppression of popular opinion. The first was to provide severe punishment for all attempts to seduce the soldiers or sailors from their allegiance; the second to give safeguards to the person of the Sovereign, but which did not include the most effectual of allthat of making him beloved; the third was to prevent seditious meetings, and gave great power to the magistrates and police to interfere with any meeting for the mildest Reforms; the fourth was the old measure of suspension of the Habeas Corpus Act, which armed the magistrates with the fearful authority to arrest and imprison at pleasure, without being compelled to bring the accused to trial. The last of these Acts was not passed till the 29th of March, and it was to continue in force only till the 1st of July. But in the meantime events took place which occasioned its renewal.The campaign against the French was opened in February by Prince Ferdinand of Brunswick attacking the Duke de Broglie, and driving him out of Cassel. Prince Ferdinand followed up this advantage by attacking them in Marburg and G?ttingen, and applied himself particularly to the siege of Cassel. But Broglie, now recovered from his surprise, first defeated the hereditary Prince of Brunswick, Ferdinand's nephew, at Stangerode, and then repulsed Ferdinand himself from Cassel.

On the 10th they were before Valetta, a fortress which, properly defended, would have set the French at defiance for months, before which time the British Admiral would have been upon them, and destroyed the whole scheme of the expedition, and probably its commander and projector with it; but the surrender of the place had been bargained for with the Grand Master, Hompesch, before starting. The once formidable Knights of Malta were now sunk in indolence and sensual sloth, and the French agent had agreed for the surrender for a bribe of six hundred thousand francs to the Grand Master. As General Caffarelli passed through the most formidable defences with Napoleon on their way to the house of the Grand Master, he said to him, "It is well, General, that there was some one within to open the gates for us. FORE:The Parliamentary proceedings of 1839 were closed by an elaborate review of the Session by Lord Lyndhurst, which he continued annually for some time while the Liberals were in power. This display took place on the 24th of August, when the noble and learned lord moved for a return of all Bills that had arrived from the House of Commons since the commencement of the Session, with the dates at which they were brought up. He could point to the fact that Ministers had with difficulty carried a colourless Jamaica Bill, and had once more failed to pass the Irish Corporation Bill.
