ONE:Whilst these proceedings were in agitation, the Tory and Jacobite party, which had at the king's accession appeared stunned, now recovering spirit, began to foment discontent and sedition in the public mind. They got the pulpits to work, and the High Church clergy lent themselves heartily to it. The mobs were soon set to pull down the meeting-houses of the Dissenters. Many buildings were destroyed, and many Dissenters insulted. They did not pause there, but they blackened the character of the king, and denied his right to the Crown, whilst the most fascinating pictures were drawn of the youth, and grace, and graciousness of the rightful English prince, who was wandering in exile to make way for the usurper. To such a length did matters go, that the Riot Act, which had been passed in the reign of Mary, and limited to her own reign, which was again revived by Elizabeth, and had never since been called into action, was now made perpetual, and armed with increased power. It provided that if twelve persons should unlawfully assemble to disturb the peace, and any one Justice should think proper to command them by proclamation to disperse, and should they, in contempt of his orders, continue together for one hour, their assembling should be felony without benefit of clergy. A subsequent clause was added, by which pulling down chapels or houses, even before proclamation, was made subject to the same penalties. Such is the Act in force at this day.

ONE:The Act of 1712 restored lay patronage, and then the strife began, but not between the people and the lay pastors, but between the clergy and the lay patrons. There grew up two parties in the General Assembly, styled the moderates, and the more advanced, or popular party. The moderates were those who were ready to concede to the demands of Government and lay patronage under a gentle protest; the more popular party, as it was called, was for transferring the right of presentation to the presbytery. The Act of William III., in 1690, gave the original and exclusive nomination to the heritors, land-owners, and elders. The person nominated was to be proposed to the congregation, who might approve or disapprove. But to what did this right amount? The congregation could not absolutely reject; and if they disapproved, the right passed on to the presbytery, whose decision was final. By this arrangement, either the landowners and elders remained the presenters,[168] or, after a vain show of conferring the choice upon the people, the appointment fell to the clergy, or presbytery. From 1690 to 1712, Sir Henry Moncrieff says, "there does not appear the least vestige of a doctrine, so much contended for at a later period, of a divine right in the people individually or collectively, to elect the parish minister." This opinion was fully maintained by the law of William III., in 1690, and confirmed by that of Anne, in 1712. Sir Henry Moncrieff, in confirmation of this doctrine that the people never had a right to elect their ministers in the Scottish Church, quotes the "First Book of Discipline," of 1567, which placed the election of pastors in the people at large; but this error, he says, was rectified by the "Second Book of Discipline," in 1581. By this book the congregation could only consentthe presbyters must finally determine. This contains the law of the Church of Scotland, and the great schism which took place in the Scottish Church, in 1843known as the Disruptionarose merely from the resistance to lay patronage, but with the intention of transferring that patronage to the clergy, not the people.

ONE:The news spread on every side; the retreat of the English from Concord, which always was intended, as soon as the object was accomplished, was represented as an ignominious flight before the conquering Americans, and the effect was marvellous. Men flocked from all quarters. There were some twenty thousand men assembled round Boston, forming a line nearly twenty miles in extent, with their left leaning on the river Mystic, and their right on the town of Boston. Putnam and Ward became the souls of the American army. Gage, who was awaiting fresh reinforcements, lay quiet, contented to hold his post, when he might, according to military authorities, have attacked the American lines, at first loose, and without any proper order and consistency, with great advantage. The inhabitants of Boston, not relishing the idea of a blockade, applied to Gage for permission to retire. He replied that they were at liberty to do so with their families and effects, on surrendering their arms. ONE:About a week before the king died the physician delicately announced to him the inevitable catastrophe, when he said, "God's will be done." His sufferings were very great, and during the paroxysms of pain his moans were heard even by the sentinels in the quadrangle. On the night of the 25th of June his difficulty of breathing was unusually painful, and he motioned to his page to alter his position on the couch. Towards three o'clock he felt a sudden attack of faintness, accompanied by a violent discharge of blood. At this moment he attempted to raise his hand to his breast, and ejaculated, "O God, I am dying!" Two or three seconds afterwards he said, "This is death." The physicians were instantly called, but before they arrived the breath of life was gone. A post mortem examination showed ossification of the heart, which was greatly enlarged, and adhering to the neighbouring parts. The liver was not diseased; but the lungs were ulcerated, and there were dropsical symptoms on the skin, on various parts of the body. The king was an unusually large and, at one time, well-proportioned man; but he afterwards became very corpulent. He died on the 26th of June, in the sixty-eighth year of his age and the eleventh of his reign, having been Prince Regent for ten years. During his last illness the bulletins had been unusually deceptive. The king was anxious to put away the idea of dissolution from his own mind, and unwilling that the public should know that his infirmities were so great; and it was said that he required to see the bulletins and to have them altered, so that he was continually announced as being better till the day of his death. His message to both Houses on the 24th of May, however, put an end to all delusion on the subject. He wished to be relieved from the pain and trouble of signing Bills and documents with his own hand. A Bill was therefore passed to enable him to give his assent verbally, but it was jealously guarded against being made a dangerous precedent. The stamp was to be affixed in the king's presence, by his immediate order given by word of mouth. A memorandum of the circumstances must accompany the stamp, and the document stamped must be previously endorsed by three members of the Privy Council; the operation of the Act was limited to the existing Session. The three Commissioners appointed for affixing his Majesty's signature were Lord Farnborough, General Sir W. Keppel, and Major-General A. F. Barnard.It was resolved to make the first attack only on the trade in slaves, not on the whole gigantic subject, with all its widely-ramified interests. Nay, it was deemed prudent by the committees, seeing well that the abolition of the monstrous practice of slave-holding must be a work of many years, in the first place to limit their exertions to the ameliorating of the sufferings of the negroes, in their passage from Africa to the scenes of their servitude. Numerous petitions had now reached the Houses of Parliament on the subject of the trade in and the sufferings of slaves, and a Committee of the Privy Council was procured to hear evidence on the subject. This commenced its sittings on the 11th of February, 1788. Before this committee were first heard the statements of the slave merchants of Liverpool. According to these gentlemen, all the horrors attributed to the slave trade were so many fables; so far from instigating African sovereigns to make war upon their neighbours and sell them for slaves, the oppressions of these despots were so horrible that it was a real blessing to bring away their unfortunate victims. But very different facts were advanced on the other side. On the part of the Liverpool merchants was the most palpable self-interest to colour their statements; on the other, was disinterested humanity. Amongst the gentlemen brought forward to unfold the real nature of the African traffic was Dr. Andrew Sparrman, Professor of Natural Philosophy at Stockholm, who had, with Mr. Wadstr?m, been engaged in botanical researches in Africa. This information put to flight the pleasant myths of the Liverpool traders, and produced a profound impression.
