The only attempts at reform were in the commissariat and discipline of the army. FORE:The "History of Scotland, during the Reigns of Queen Mary and James VI.," by Dr. Robertson, was published in 1759, the year of the appearance of Hume's "History of the House of Tudor." It was at once popular; and Hume, writing to him, attributed this to the deference which he had paid to established opinions, the true source of the popularity of many works. This was followed, in 1769, by his "History of Charles V.," and, in 1777, by his "History of America." Robertson's chief characteristic is a sonorous and rather florid[177] style, which extremely pleased his age, but wearies this. His histories drew great attention to the subjects of them at that period; but time has shown that they are extremely superficial, and they have not held their place.

FORE:The Ministerial statement was anticipated with great interest. It was delivered by the new Premier, on the evening of the 22nd, Brougham presiding as Lord Chancellor. Foremost and most conspicuous in his programme was the question of Parliamentary Reform; next, economy and peace. Having gone in detail through the principles of[325] his policy, and the reforms he proposed to introduce, the noble lord summed up all in the following words:"The principles on which I now stand, and upon which the Administration is prepared to act, arethe amelioration of existing abuses; the promotion of the most rigid economy in every branch of the public expenditure; and lastly, every endeavour that can be made by Government to preserve peace, consistent with the honour and character of the country. Upon these principles I have undertaken an office to which I have neither the affectation nor presumption to state that I am equal. I have arrived at a period of life when retirement is more to be desired than active employment; and I can assure your lordships that I should not have emerged from it had I not foundmay I be permitted to say thus much without incurring the charge of vanity or arrogance?had I not found myself, owing to accidental circumstances, certainly not to any merit of my own, placed in a situation in which, if I had declined the task, I had every reason to believe that any attempt to form a new Government on principles which I could support would have been unsuccessful. Urged by these considerations, being at the same time aware of my own inability, but acting in accordance with my sense of public duty, I have undertaken the Government of the country at the present momentous crisis."

FORE:One great article of manufacture and export, however, down to this period, continued to be that of our woollens. To guard this manufacture many Acts had been passed at different times, prohibiting the exportation of the raw material. Immediately after the Revolution a fresh Act of this kind was passed, and such was the jealousy even of the Irish and of our American colonies weaving woollen cloths, that, in 1689, an Act was passed prohibiting the exportation of wool or woollen goods from Ireland or our plantations to any country except England. Having taken measures thus to confine as much as possible the profit of the woollen manufacture to England, the next year, which saw all protecting duties taken off corn, saw also leave given for the exportation of woollen cloths duty-free from England to any part of the world. Sir William Davenant estimates the value of the yearly growth of wool in England at this time at about 2,000,000, and the value of its woollen manufactures at 8,000,000. He calculates that one-fourth of this amount was exported. In 1738 Mr. John Kay invented the mode of casting the shuttle by what is called a "picking-peg," by which means the weaver was enabled to weave cloths of any width, and throw off twice the quantity in the same time. In 1758 the Leeds Cloth Hall was erected, and, about twenty years afterwards, a hall for white cloths.

FORE:Whilst the English Court was distracted by these dissensions, the Emperor was endeavouring to carry on the war against France by himself. He trusted that the death of Queen Anne would throw out the Tories, and that the Whigs coming in would again support his claims, or that the death of Louis himself might produce a change as favourable to him in France; he trusted to the genius of Eugene to at least enable him to maintain the war till some such change took place. But he was deceived. The French, having him alone to deal with, made very light of it. They knew that he could neither bring into the field soldiers enough to cope with their arms, nor find means to maintain them. They soon overpowered Eugene on the Rhine, and the Emperor being glad to make peace, Eugene and Villars met at Rastadt to concert terms. They did not succeed, and separated till February; but met again at the latter end of the month, and, on the 3rd of March, 1714, the treaty was signed. By it the Emperor retained Freiburg, Old Briesach, Kehl, and the forts in the Breisgau and Black Forest; but the King of France kept Landau, Strasburg, and all Alsace. The Electors of Bavaria and Cologne were readmitted to their territories and dignities as princes of the Empire. The Emperor was put in possession of the Spanish Netherlands, and the King of Prussia was permitted to retain the high quarters of Guelders.

On the 13th of April the Speaker read to the House a notice which he had received, that a bill would be filed against him, in the Court of King's Bench, to try the validity of his warrant in this case, and the House ordered the letter and the notice to be entered on the Journals. On the 16th Sir Samuel Romilly moved for the discharge of Gale Jones; but Windham observed that a meeting of the electors of Westminster was announced for the morrow, to take into consideration the case of their representative, and that to liberate Jones at that moment would be sure to be attributed to fear on the part of the Commons. The motion was, therefore, rejected.[See larger version][See larger version]But, gloomy as was the aspect of affairs at home, they were far more so in America. There, the insane conduct of the Government had gone on exasperating and alienating the colonists. True, the Cabinet, on the close of Parliament, held a meeting to consider what should be done regarding America. Grafton proposed to repeal the obnoxious duties at the commencement of the next session, but he was overruled on the motion of Lord North, and it was agreed to repeal all but the tea duties. Within a few days after the close of the session, therefore, Lord Hillsborough wrote this news in a circular to the governors of the American colonies. As was certain, the partial concession produced no effect, the principle being still retained in the continued tea duty. Moreover, Hillsborough's circular was composed in such harsh and uncourteous terms, that it rather augmented than assuaged the excitement.This armament, with which Sir John Falstaff certainly would not have marched through Coventry, arrived off Tosa, on the coast of Catalonia, on the 1st of August. The brave Catalans, who had given the French more trouble than all the[30] Spaniards besides, were rejoiced at the idea of a British army coming to aid them in rooting out the French; but Maitland received discouraging information from some Spaniards as to the forces and capabilities of Suchet, and refused to land there. Admiral Sir Edward Pellew and Captain Codrington in vain urged him to land, declaring that the Spaniards with whom he had conferred were traitors. Maitland called a council of war, and it agreed with him in opinion. This was precisely what Lord Wellington had complained of to Lord William Bentinck, who had propagated the most discouraging opinions amongst the officers regarding the service in Spain. He had assured him that a discouraged army was as good as no army whatever. The fleet then, much to the disappointment of the Catalans, conveyed the force to the bay of Alicante, and there landed it on the 9th of August. Suchet, who was lying within sight of that port, immediately retired, and Maitland, so long as he withdrew, marched after him, and occupied the country; but soon hearing that King Joseph was marching to reinforce Suchet, and that Soult was likely to join them, he again evacuated the country, cooped himself up in Alicante, and lay there, of no use whatever as a diversion in favour of Wellington, who was liable at Madrid to be gradually surrounded by a hundred thousand men. Wellington must proceed against one of the French armies, north or south. Had a proper force, with a bold commander, been sent to the south, he could soon have dealt with the northern enemies. A more dubious necessity now lay before him; but it required no long deliberation as to which way he should move. Clausel was expecting reinforcements from France, and he proposed to attack him before they could arrive.
