The news from Boston could not have arrived at a moment when the public mind was more ill-disposed towards the Americans. The affair of the abstraction of Mr. Whately's private letters from his house or office, and their publication, contrary to custom and to its own engagement, by the Massachusetts Assembly, had produced a deep conviction in all classes in England of the utter disregard of honour both in the American colonists and their agent, Franklin. This disgraceful violation of the sacred security of private papers roused the indignation of Mr. William Whately, banker, in Lombard Street, and brother to the late Mr. Thomas Whately. He conceived strong suspicions of John Temple, afterwards Sir John Temple, Lieutenant-Governor of New Hampshire, and, though one of the Commissioners of Customs at Boston, really hostile to the Commission, and a strong partisan of Franklin. Whately challenged Temple, and was severely wounded in the rencontre. At this, Franklin came forward with an avowal that neither the late Mr. Whately nor Mr.[211] Temple had anything to do with the carrying off of the letters; that he alone was responsible for this act.At this news the Highlanders were filled with exuberant joy. They demanded permission to pursue and attack Cope's soldiers; but the chiefs saw too clearly the grand advantage offered them of descending suddenly into the Lowlands by the road thus left open. Whilst Sir John was making a forced march to Inverness, which he reached on the 29th of August, the Highlanders were descending like one of their own torrents southwards. In two days they traversed the mountains of Badenoch; on the third they reached the Vale of Athol.
TWO:But the subject was not so easily disposed of. Colonel Barr, in the House of Commons, only three days after Burke introduced his great motion, declared that Burke's measure did not go far enough; that Burke did not mean to interfere with the enormous pensions and overpaid places already in possession; and that he would himself introduce a motion for a Committee of Accounts, to probe all these depths of corruption, and to examine into the army extravagances, which were excessive, and to him unaccountable. Lord North, so far from opposing this motion, declared his surprise that no one had thought of introducing it before, and that he was extremely anxious himself for the reduction of all needless expenditure. The Opposition expressed their particular satisfaction; but they were rather too precipitate, for North made haste to get the business into his own hands; and, on the 2nd of March, was ready with a Bill of his own framing. The Opposition were lost in astonishment; and Barr denounced this perfidious conduct in the Minister in terms of just indignation. The whole Opposition, who found themselves outwitted, declared that the scheme, so far from being intended to relieve the country, was meant to shield existing abuses, and they accordingly resisted it to the utmost. North, however, by his standing majority of myrmidons, carried the Bill through the House; and Sir Guy Carleton, late Governor of Canada, and five others, were appointed Commissioners. Thus the whole motion was in reality shelved.Although announced with the Budget, the proposed change in the sugar duties formed a separate and more momentous question. At that time, strictly foreign sugar was virtually prohibited by the excessive differential dutiesBritish plantation sugar paying a duty of 25s. 3d. per cwt., foreign, of 66s. 2d. When the Whig Administration had proposed to diminish this enormous difference, the Tories had pleaded the injustice to the West India landlords of taking away their slaves, and then exposing them to competition with countries still possessing slave labour. The question had thus become one of party. The Whigs were pledged to consult the interests of the British consumer; the Tories to protect the West Indies; and beating the Whigs on this very point, the Tories had turned them out of office. The British consumer had, however, happily some voice in the elections, and the problem was now to conciliate him without a glaring breach of consistency. Accordingly, the tax on our colonial sugar was to be left untouched, as was the tax on foreign sugar, the growth of slave countries; but henceforth it was proposed that the duty on foreign sugar, the produce of free labour, should pay only 10s. more than colonial. Thus was the first great blow struck at the protective sugar duties, and at that West Indian party which had so long prevailed in Parliament over the interests of the people. But the battle had yet to be fought.
TWO:Windham, on the 3rd of April, proposed his plan for the improvement of the army. Till this time enlistments had been for life, which gave men a strong aversion to enter it, and made it the resort chiefly of such as were entrapped in drink, or were the offscouring of society, who became soldiers to enjoy an idle life and often to escape hanging for their desperate crimes. He said that we could not have recourse to conscription in this country, and to get men, and especially a better class of men, we must limit the term of service and increase the pay. To prepare the way for his contemplated regulations, he first moved for the repeal of Pitt's Additional Force Bill. This was strongly opposed by Castlereagh and Canning, who contended that nothing could be better or more flourishing than the condition of the army; and that the repeal of Pitt's Bill was only meant to cast a slur on his memory. Notwithstanding this,[519] the Bill was repealed by a majority, in the Commons, of two hundred and thirty-five against one hundred and nineteen, and in the Lords by a majority of ninety-seven against forty. Windham then moved for a clause in the annual Mutiny Bill, on the 30th of May, for limiting the terms of service. In the infantry, these terms were divided into three, of seven years each; and in the cavalry and artillery three also, the first of ten, the second of six, and the third of five years. At the end of any one of these terms, the soldier could demand his discharge, but his privileges and pensions were to be increased according to the length of his service. Notwithstanding active opposition, the clause was adopted and inserted. He then followed this success by a series of Bills: one for training a certain number of persons liable to be drawn from the militia, not exceeding two hundred thousand; a Bill suspending the ballot for the militia for England for two years, except so far as should be necessary to supply vacancies in any corps fallen below its quota; a Bill, called the Chelsea Hospital Bill, to secure to disabled or discharged soldiers their rightful pensions; a Bill for augmenting the pay of infantry officers of the regular line; and one for settling the relative rank of officers of troops of the line, militia, and yeomanry. To these Bills, which were all passed, was added a vote for the increased pay of sergeants, corporals, and privates of the line, and an augmentation of the Chelsea pensions, and the pensions of officers' widows. Lord Howick moved that the same benefits should be extended to the officers, petty officers, and seamen of the navy, and to the Greenwich pensioners, which was carried. These were, undoubtedly, most substantial measures of justice to the two services; and the results of them soon became apparent enough in their beneficial effects on the condition of the army and navy.
TWO:Meanwhile, Colonel Thornton, though delayed, and with only a handful of men, still pushed on towards the battery, surprised the Americans, who expected no attack in that quarter, and carried it against overwhelming numbers. When about to turn the captured guns against the enemy, a messenger came in haste to say that Pakenham had fallen, and the attacking force had retired. But Thornton would not retrace his steps without carrying off a good quantity of the artillery, amongst which was a howitzer, inscribed, "Taken at the surrender of Yorktown, 1781." On his return to the main body, which he did without any pursuitfor even so small a band the Americans did not venture to pursueit was found that he had had but three men killed and forty wounded, he himself being amongst the latter.
TWO:The relief committees were also authorised to adopt measures to avert or mitigate the famine fever, which had prevailed to an awful extent. They were to provide temporary hospitals, to ventilate and cleanse cabins, to remove nuisances, and procure the proper burial of the dead, the funds necessary for these objects being advanced by the Government in the same way as for furnishing food. Upwards of 300 hospitals and dispensaries were provided under the Act, with accommodation for at least 23,000 patients, and the sanitary powers which it conferred were extensively acted upon. The expense incurred for these objects amounted to 119,000, the whole of which was made a free gift to the unions in aid of the rates. The entire amount advanced by the Government in 1846 and 1847 towards the relief of the Irish people under the fearful calamity to which they were exposed was 7,132,286, of which one half was to be repaid within ten years, and the rest was a free grant.It was on this occasion that Mr. Disraeli, rising from the benches filled with the ordinary supporters of the Government, delivered one of those bitter and sarcastic diatribes which thenceforward proved so effective in arousing the revengeful feelings of those of the party who believed their interests to have been betrayed in deference to the League. "I remember," he said, "in 1841 the right hon. baronet used these words: he said, 'I have never joined in the anti-slavery cry, and now I will not join in the cry of cheap sugar.' Two years have elapsed, and the right hon. gentleman has joined in the anti-slavery cry, and has adopted the cry of cheap sugar. But," he continued, appealing to the rebellious supporters of the Government, whom the Minister had just defied, "it seems that the right hon. baronet's horror of slavery extends to every place except the benches behind him. There the gang is still assembled, and there the thong of the whip still resounds. The right hon. gentleman," he added, "came into power upon the strength of our votes, but he would rely for the permanence of his Ministry upon his political opponents. He may be righthe may even be to a certain degree successful in pursuing the line of conduct which he has adopted, menacing his friends, and cringing to his opponents; but I, for one, am disposed to look upon it as a success neither tending to the honour of the House nor to his own credit. I therefore must be excused if I declare my determination to give my vote upon this occasion as I did in the former instance; and as I do not follow the example of the hon. and gallant member near me (Sir H. Douglas), it will not subject me to the imputation of having voted on the former occasion without thought or purpose." The appeal of the Ministers, however, was, fortunately for the Free Trade movement, for a time successful. The Government were reinstated by a vote of 255 to 233, in a House in which both parties had evidently done their utmost.
TWO:But these were by no means the total of the royal troubles at this period. The youngest and most beloved of George III.'s sisters, Caroline Matilda, had been married to Christian VII. of Denmark. This young man was little better than an idiot, and the poor princess was married to him at the age of sixteen. The marriage of this young couple, and their ascent to the throne, were nearly simultaneous; and, contrary to the usual custom of a monarch, it was deemed advisable that he should travel. In his tour he fell in with the celebrated Struensee, a young physician of Altona. Christian VII., like all weak monarchs, must have favourites. Struensee speedily became the perfect master of Christian's mind and actions, and on their return to Copenhagen he was raised to the rank of count, and soon after was made Prime Minister. His enemies were of course numerous, and scandal soon connected his name with that of the queen. All this especially favoured the plans of the base queen dowager, who, in league with the hostile nobles, feigned a plot against the king; obtained from him, in his bed at midnight, an order for the arrest of the queen, Struensee, and others. The queen was seized half dressed. Struensee was executed with especial barbarities; but the King of England interfered to save his sister, and to procure the succession to her son. The unhappy young queen, however, was separated for ever from her two children, and conveyed to Zell, in Hanoverthe same castle or prison where the unhappy wife of George I. had pined away her life. There she died after a few years, protesting her innocence, though Struensee had confessed his guilt.
[See larger version]Sir Robert Walpole was not a man, with his huge standing majority, to be readily frightened from his purpose. On the 14th of March, 1733, he brought forward his project in a speech in which he put forth all his ability, and that under a well-maintained air of moderation. He took advantage of the alarm that the tax was to be general, by representing the falsity of that declaration, and the very slight and limited nature of his real proposal. Adverting to what he called the common slander of his having intended to propose a general excise, he said: "I do most unequivocally assert that no such scheme ever entered my head, or, for what I know, the head of any man I am acquainted with. My thoughts have been confined solely to the duties on wine and tobacco; and it was the frequent advices I had of the shameful frauds committed in these two branches that turned my attention to a remedy for this growing evil. I shall for the present confine myself to the tobacco trade." He then detailed the various frauds on the revenue in tobacco, which he stated were of such extent and frequency, that the gross average produce of the tax was seven hundred and fifty thousand pounds.[63] but the nett average only a hundred and sixty thousand pounds. The remedy which he proposed was to transfer this revenue from the Customs to the Excise. That the same might afterwards be applied to wine, a system of warehousing for re-exportation or placing in bond was proposed, which, he said, "would tend to make London a free port, and, by consequence, the market of the world." He held out the expectation that the success of this plan would render the land tax unnecessary, and thus enable the Government to dispense with it entirely.It was now proposed that as the Orange leaders had violated the law as much as the Dorsetshire labourers, they should be dealt with in the same manner, and that if evidence could be obtained, the Duke of Cumberland, Lord Kenyon, the Bishop of Salisbury, Colonel Fairman, and the rest should be prosecuted in the Central Criminal Court. There was an Orangeman, named Heywood, who had betrayed his confederates, and was about to be prosecuted by them for libel. The opponents of the Orangemen, believing his allegations to be borne out by the evidence given before the committee, resolved to have him defended by able counsel, retaining for the purpose Serjeant Wilde, Mr. Charles Austen, and Mr. Charles Buller. All the necessary preparations were made for the trial, when Heywood suddenly died, having broken a blood-vessel through agitation of mind, and alarm lest he should somehow become the victim of an association so powerful, whose vengeance he had excited by what they denounced as treachery and calumny. The criminal proceedings, therefore, were abandoned. Almost immediately after the opening of Parliament in February, 1836, Mr. Finn and Mr. Hume again made a statement in the House of Commons of the whole case against the Duke of Cumberland and the Orange Society, and proposed a resolution which seemed but a just consequence of their terrible indictment. The resolution declared the abhorrence of Parliament of all such secret political associations, and proposed an Address to the king requesting him to cause the dismissal of all Orangemen and members of any other secret political association from all offices civil and military, unless they ceased to be members of such societies within one month after the issuing of a proclamation to that effect. Lord John Russell proposed a middle course, and moved, as an amendment, an Address to the king praying that his Majesty would take such measures as should be effectual for the suppression of the societies in question. Mr. Hume having withdrawn his resolution, the amendment was adopted unanimously. The king expressed concurrence with the Commons; a copy of his reply was sent to the Duke of Cumberland, as Grand Master, by the Home Secretary. The duke immediately sent an intimation that before the last debate in the Commons he had recommended the dissolution of the Orange societies in Ireland, and that he would immediately proceed to dissolve all such societies elsewhere. "In a few days," Harriet Martineau remarked, "the thing was done, and Orangeism became a matter of history."The Cabinet met again on the 25th, when Sir Robert Peel informed his colleagues that, in the position of affairs, he could not abstain from advising the immediate suspension, by Order in Council, of the restrictive law of importation, or the early assembling of Parliament for the purpose of proposing a permanent change. Lord Aberdeen, Mr. Sidney Herbert, and Sir James Graham supported him. The Duke of Wellington gave a reluctant adhesion. It then became known that Lord Stanley had withdrawn from the Ministry, and it was believed that the Duke of Buccleuch intended to follow his example. The majority of the Cabinet had decided in favour of a permanent reduction in the sliding scale; but the position of the Minister was now too uncertain for him to attempt to carry through his measures. A resignation was the only step which could show the true strength of parties, and determine who would and who would not follow the Minister in that course which, if he was to return to power, he had finally resolved to take. On the 5th of December he announced his determination to her Majesty, and the public learned that the Peel Administration was at an end. Lord Fitzgerald, a pension and peerage.
