On the 10th of June, 1768, a sloop called the Liberty, the property of Mr. John Hancock, of Boston, arrived in the harbour of that city laden with a cargo of Madeira wine. Resistance having been offered to the collection of the duties, the comptroller signalled the Romney man-of-war, lying at anchor off Boston, to take the sloop in tow and carry her under her guns. Crowds, meanwhile, had gathered on the quay, and commenced measures for resistance. The captain of the Romney sent out his boat's crew to haul in the sloop, and the mob attacked them with stones. The man-of-war's men, notwithstanding, executed their task, and carried the Liberty under the guns of the Romney.The last night's debate continued till between six and seven o'clock on the morning of Saturday, the 8th of October. It was a night of intense anxiety, both in the House and out of doors. The space about the throne was crowded with foreigners and members of the other House. There was a number of ladies, peeresses, and their daughters, sitting there the whole night, manifesting their excitement in every way consistent with decorum. Palace Yard and the space all round the House was thronged with people waiting to hear the result of the division. The night was wet, however, and the debate was so protracted that the crowd had dispersed before morning. This was a matter of consolation to the Opposition peers, who dreaded a mobbing. It was now broad daylight, and no sound was heard outside except the rolling of the carriages of the peers, who passed up Parliament Street as quietly as if they had come from disposing of a road Bill. The fate of the Bill was that day decided, for it, 158; against it, 199leaving a majority of 41. "The night was made interesting," wrote Lord Eldon, "by the anxieties of all present. Perhaps, fortunately, the mob on the outside would not wait so long."

In four months the investing army, being reduced to half its number, drew off with this empty but destructive result.

Well-disposed people happily comprised the great mass of the population of all ranks and classes, who responded with alacrity to the appeal of the Government for co-operation. Great alarm was felt in the metropolis lest there should be street-fighting and plundering, and it might be said that society itself had taken effective measures for its own defence. The 10th of April, 1848, will be a day for ever remembered with pride by Englishmen, and posterity will read of it with admiration. In the morning nothing unusual appeared in the streets, except that the shops were mostly closed, the roar of traffic was suspended, and an air of quiet pervaded the metropolis. No less than 170,000 men, from the highest nobility down to the humblest shopkeeper, had been enrolled and sworn as special constablesa great army of volunteers, who came forward spontaneously for the defence of the Government. In every street these guardians of the peace might be seen pacing up and down upon their respective beats, and under their respective officers. Among them was Prince Louis Napoleon Bonaparte, acting as a private, under the command of the Earl of Eglinton. No soldiers appeared in the streets; but, during the previous night, the Duke of Wellington had taken the most effective measures to prevent any violation of the peace. Strong bodies of foot and horse police were placed at the ends of the bridges, over which the Chartists must pass from Kennington Common to Westminster, and these were assisted by large numbers of special constables, posted on the approaches at each side. And lest these should be overpowered by the Chartists in attempting to force a passage, a strong force of militaryhorse, foot, and artillerywas kept concealed from view in the immediate neighbourhood. The public buildings were all occupied by troops and strongly fortified. Two regiments of the line were stationed at Millbank Penitentiary. There were 1,200 infantry at the Deptford Dockyards. At the Tower 30 pieces of heavy field ordnance were ready to be shipped by hired steamers to any spot where their services might be required. The public offices at the West-end, Somerset House, and in the City, were occupied by troops and stored with arms. The Bank of England was strongly fortified, sandbags being piled all round upon the roof, as parapets to protect the gunners, while the interior was filled with soldiers. There were also similar barricades to the windows, with loopholes for muskets. In the space of Rose Inn Yard, at the end of Farringdon Street, a large body of troops was posted ready to move at a moment's notice, and another in the enclosure of Bridewell Prison. At several points immediately about Kennington Common, commanding the whole space, bodies of soldiers were placed out of view, but ready for instant action. The Guardshorse and footwere all under arms, in Scotland Yard and in other places.Wolfe then held a council with his two next in command, the Brigadiers Monckton and Townshend, and they resolved, as a desperate attempt, to move up the river, and thus endeavour to draw Montcalm from his unassailable position. Accordingly, leaving detachments to defend the Isle of Orleans and Point Levi, the rest of the army ascended the St. Lawrence for some miles, and pitched their camp on the right bank. To attract still more attention, Admiral Holmes was ordered to put his vessels in active motion for some days, as if seeking a landing-place higher up the river.[135] This stratagem, however, produced no other result than that of Montcalm sending a detachment of one thousand five hundred men to watch their proceedings. He himself maintained his old ground.Meanwhile, Bute was sedulously at work to clear the way for his own assumption, not merely of office, but of the whole power of the Government. He acted as already the only medium of communication with the king, and the depositary of his secrets. He opened his views cautiously to Bubb Dodington, who was a confidant of the Lichfield House party, and still hungering after a title. Dodington advised him to induce Lord Holderness to resign and take his place, which, at first, Bute affected to disapprove of, but eventually acted upon. The first object was to get rid of Pitt, who, by his talents and haughty independence of manner, was not more acceptable to the king and his counsellor, Bute, than by his policy, which they desired to abandon. Pamphlets were therefore assiduously circulated, endeavouring to represent Pitt as insatiable for war, and war as having been already too burdensome for the nation.The spirit of Choiseul having departed from the French administration, and the king having so unequivocally expressed his intention not to go to war, the Spanish Court hastened to lower its tone and offer conciliatory terms. In December they had proposed, through Prince de Masserano, to disavow the expedition of Buccarelli, if the English Court would disown the menaces of Captain Hunt. This was promptly refused, and orders were sent to Mr. Harris to quit the capital of Spain. He set out in January, 1771, but was speedily recalled; the expedition of Buccarelli was disavowed; the settlement of Port Egmont was conceded, whilst the main question as to the right of either party to the Falklands at large was left to future discussion. So little value, however, did Britain attach to the Falkland Isles, that it abandoned them voluntarily two years afterwards. For many years they were forsaken by both nations; but in 1826 the Republic of Buenos Ayres adopted them as a penal colony, and in 1833 the British finally took possession of them.On the 15th the British squadron brought in the Emigrant troops from the Elbe, under the young and gallant Count de Sombreuil; but they amounted only to eleven thousand men. Puisaye now ordered the Count de Vauban to advance against Hoche with twelve thousand Chouans, and, whilst they attacked on the right, he himself attacked his lines in front. After some desperate fighting they were driven back, and lost most of their cannon in the deep sand of the isthmus. Their misfortunes were completed, on the 20th, by the garrison of the fort of Penthivre going over to the enemy, surrendering the fort to them, and helping to massacre such of their officers and comrades as refused to follow their example. The English admiral exerted himself to receive the remainder of the troops who remained true on board his ships; but the storminess of the weather and the impatience of the fugitives rendered this a most difficult task. About fourteen thousand regulars and two thousand four hundred Chouans were got on board; but Sombreuil, exposed to the murderous fire from the enemy whilst waiting on the beach, surrendered on promise of life. No sooner, however, were they in the hands of the Republicans than all the officers and gentlemen were led out and shot; and the common men enrolled in Hoche's regiments.
