THREE:The downfall of the French monarchy was the cause, more or less directly, of a series of Continental revolutions, but Spain was less affected by the flight of the monarch who had exerted so baneful an influence upon its policy and its Royal Family than might have been anticipated. Sir Henry Lytton Bulwer was then British Minister at Madrid, and Lord Palmerston was Secretary of State for Foreign Affairs. He evidently expected another revolution in Spain, as appears from a remarkable despatch which he addressed to Sir Henry. Its tone was certainly rather dictatorial, and it is not much wonder that it fired the pride of the Spanish Government. The noble lord wrote as follows:"Sir,I have to recommend you to advise the Spanish Government to adopt a legal and constitutional system. The recent downfall of the King of the French and of his family, and the expulsion of his Ministers, ought to indicate to the Spanish Court and Government the danger to which they expose themselves in endeavouring to govern a country in a manner opposed to the sentiments and opinions of the nation; and the catastrophe which has just occurred in France is sufficient to show that even a numerous and well-disciplined army offers only an insufficient means of defence to the Crown, when the system followed by it is not in harmony with the general system of the country. The Queen of Spain would act wisely, in the present critical state of affairs, if she were to strengthen her executive Government, by widening the basis on which the administration reposes, and in calling to her councils some of the men in whom the Liberal party places confidence."The preparations for invasion turned the attention of the British Government to ports where it was supposed the troops would be embarked. Ostend was regarded with particular suspicion, and Sir Home Popham was sent in May with a small squadron, conveying a thousand men, under Colonel Coote, to destroy the ships and sluices of the Bruges canal there. The troops were landed, and did their work, but found themselves unable to regain the ships from the violence of the wind and the surf, and were surrounded and compelled to surrender. In the autumn of this year Admiral Duckworth sailed for Minorca, and landed eight hundred men, under Sir Charles Stuart, who readily made themselves masters of the island.

THREE:The arbitrary crushing of the freedom of the Tyrol, and the handing of it over to the Bavarians as a gift, was not the only oppression of this period of Napoleon's career, which the Germans call his supremacy. He seemed to have put down all opposition on the Continent, except in Spain, and he dictated to all nations according to the arrogance of his will. His general in Poland, Poniatowski, himself a Pole, was employed to crush his countrymen. Poniatowski fell on the Austrians with forty thousand men, and made himself master of Warsaw, whilst the Archduke Ferdinand was besieging Thorn. He then advanced against the archduke, beat him in two battles fought in April and May, and eventually drove the Austrians out of the Grand Duchy of Warsaw. Buonaparte then divided Galicia, giving one portion to the Emperor of Russia, and adding the other to the Grand Duchy of Warsaw, which was restored to the King of Saxony. Thus the Poles saw an end of all the high hopes with which Buonaparte had artfully succeeded in inspiring them, in order to induce them to[594] fight his battles for the subjugation of other peoples.The coasting trade carried on by means of steamers underwent an astounding development during the twenty years now under review. In 1820 there were but nine steamers engaged in it, with a tonnage of 500. The next year there were 188 steamers, and thenceforth they went on doubling for several years. In 1830 the number of vessels was nearly 7,000, with a tonnage of more than a million; in 1840 it was upwards of 15,000, with a tonnage of nearly three millions; and in 1849 it was 18,343, with a tonnage of upwards of four millions and a quarter. This account does not include vessels arriving and departing in ballast or with passengers only, which are not required to enter the Custom House. Steam-vessels were not employed in this kingdom for conveying goods coastwise before 1820, nor in foreign trade, except for the conveyance of passengers, earlier than 1822. In the foreign trade the number of steamers increased gradually from that year till they reached the number of 4,000, with an aggregate tonnage of 800,000.

THREE:The Ministry being complete, Parliament met on the 2nd of December. It was found that the new Administration had not that influence in the boroughs that Newcastle, who had cultivated it, had; and several members of the Cabinet, Pitt amongst them, had difficulty in getting returned, as was the case with Charles Townshend. In the king's speech, his Majesty was made to speak of the militia, which he was known by everybody to hold in sovereign contempt, as the best and most constitutional means of national defence. He announced also that he had ordered the return of the Hanoverian troops to their own country; and the Duke of Devonshire inserted in the Address from the Lords an expression of thanks for having brought these troops over. Pitt had declared that he would quit the Cabinet if such a vote was passed, and Temple came hurrying down to the HousePitt being absent from the Commons with the goutand declared that he had quitted a sick bed to protest against it. This was an unlucky beginning. It was clear that there was want of unity in the Cabinet at its very birth, and out-of-doors the people were loudly complaining of the scarcity of food, and bread riots were frequent. The king himself could not help ridiculing the speech his new Ministers had composed for him; and a poor printer being arrested for putting another speech into his mouth, George said he hoped the man might receive very lenient punishment, for, as far as he could understand either of the speeches, he thought the printer's the best. To abate the ferment out-of-doors, the Commons passed two Bills: one prohibiting the export of grain, flour, or biscuit; the other prohibiting, for several months, distillation from wheat or barley.

FORE:The National Assembly commenced its sittings on the 4th of May in a temporary wooden structure erected for the purpose. One of its first acts was to pass a resolutionthat the Provisional Government had deserved well of the country. But the revolutionary passions out of doors were far from being appeased. Secret societies and clubs were actively at work, and on the 11th of May a placard appeared, citing a proclamation of the Provisional Government dated the 25th of February, in which it unwisely undertook "to guarantee labour for all the citizens," and proceeding thus:"The promises made on the barricades not having been fulfilled, and the National Assembly having refused, in its sitting on the 10th of May, to constitute a Ministry of Labour, the delegates of the Luxembourg decline to assist at the fte called 'de la Concorde.'" On the 15th of May the Chamber was invaded by a body of men, carrying banners in their hands, and shouting for Poland. The President put on his hat, and the Assembly broke up. After a short time he returned. The National Guard appeared in force, and quickly cleared the hall. After these measures were taken to suppress the counter-revolution, the Assembly resumed its labours. FORE:Yet, looking at Spain from a mere momentary point of view, its condition was sad enough. Saragossa had undergone a second siege, in which the inhabitants had again made a brilliant stand, and caused the French much loss and suffering, though compelled at length to surrender. The battle of Oca?a, in November of 1809, had been lost by Areizaga, and left Spain without a single considerable army. During the latter part of the same year, General Reding, the patriotic Swiss general, had been defeated at Valls. Blake had sustained two heavy defeats near Saragossa and Belchite, with the loss of the greater part of his artillery and men. Gerona had withstood a desperate siege, but was compelled to capitulate on the 10th of December. Tarragona and Tortosa had suffered the same fate. In some of these towns the Spaniards had not yielded till they had killed and eaten their horses and mules.The style of St. Paul's, and, indeed, of all Wren's churches, is neither Grecian nor Gothic, but Italian, influenced by the fashion which Bernini, the Italian architect of Louis XIV., had introduced into France. It is a class of architecture of which the Grecian is the basis, but which is so freely innovated upon as to leave little general resemblance. In its different parts we have columns and pilasters of every Grecian and, indeed, Roman order, pediments, peristyles, architraves, and friezes, mingled up with windows of all sorts, and all kinds of recesses and projections, the fa?ades and intercolumniations ornamented with festoons, and wreaths, and human masks, and the whole surmounted by a great Eastern dome, and by campaniles partaking of[159] all the compilations of the main buildings. St. Paul's itself is a noble building, notwithstanding the manifest gleanings from the antique and the medi?val, and their combination into a whole which has nothing original but their combination into one superb design. Besides St. Paul's, the rest of Wren's churches are disappointing, and we cannot avoid lamenting that he had lost the sense of the beauty of Gothic architecture, especially when we call to mind the exquisite churches of that style which adorn so many of the Continental cities. Whilst the exteriors of Wren's churches show heavily in their huddled-up situations in London streets, their interiors, in which much more of the Grecian and Roman styles is introduced, are equally heavy, and wanting in that pliant grace which distinguishes the interiors of Gothic cathedrals. Perhaps the noblest work of Wren next to St. Paul's is Greenwich Hospital, which is more purely Grecian, and therefore displays a more graceful and majestic aspect. The Palace of Hampton Court, attached to the fine old Tudor pile of Cardinal Wolsey, is a great square mass, in which the Dutch taste of William is said to have set aside Wren's original design. But surely William did not compel him to erect that (in such circumstances) ponderous barbarism of a Grecian colonnade in the second quadrangle of Hampton Court, attaching it to a Gothic building. In fact, neither Wren nor Inigo Jones appears to have had the slightest sense of the incongruity of such conjunctions. Jones actually erected a Grecian screen to the beautiful Gothic choir of Winchester Cathedral, and placed a Grecian bishop's throne in it, amid the glorious canopy-work of that choir. FORE:Soon after the prorogation of Parliament in the autumn her Majesty resolved to pay her first visit to her Irish subjects. At Cowes a royal squadron was in readiness to convoy the Victoria and Albert across the Channel. The Queen was accompanied by Prince Albert, the Prince of Wales, Prince Alfred, the Princess Royal, and the Princess Alice. The royal yacht anchored alongside the Ganges, her arrival off the Irish coast being announced by the booming of artillery on the 2nd of August, which was the signal for the lighting of bonfires upon the hills around the picturesque town of Cove. In the morning a deputation went on board, consisting of the Marquis of Thomond, head of the house of O'Brien, the Earl of Bandon and several of the nobility and gentry of the county, with the Mayor of Cork, and Mr. Fagan, M.P. for that city. They were introduced to her Majesty by Sir George Grey, the Secretary of State in attendance during the visit. Arrangements were then made for the landing, and about three o'clock the Queen first set foot upon Irish[572] ground, amidst the most enthusiastic demonstrations of loyalty from the multitudes assembled to bid their Sovereign welcome, mingling their cheers with the roar of cannon, which reverberated from the hills around. A pavilion had been erected for her Majesty's reception, and over it floated a banner, with the word "Cove" emblazoned upon it. The Queen had consented, at the request of the inhabitants, to change the name of the place and call it "Queenstown," and when she left the pavilion the first flag was pulled down and another erected in its stead, with the new name. FORE:The murder of one landlord was sufficient to spread terror throughout the whole class, the most recent and horrible case being used for this purpose in the threatening notices. Thus, when Major Mahon was shot, a letter was sent to the wife of another landed proprietor, warning her that if her husband did not remit all the arrears of rent due by his tenants, two men would be sent to dispatch him as they had dispatched the demon Mahon. The Lord-Lieutenant had increased the[561] constabulary force in the disturbed districts, and called out the military to aid in the execution of the law. But it was the opinion of the magistrates in those districts that the powers of the executive were not sufficient. The object of Sir George Greys measure was to extend those powersnot to create any new tribunal, for trial by jury had worked satisfactorily. What he proposed was that the Lord-Lieutenant should have power to "proclaim" disturbed districts, to increase in them the constabulary force to any extent he might think fit out of the reserve of 600 in Dublin, to limit the use of firearms, and to establish nocturnal patrols. He thought that by such a measure the Government would be able to put down the crimes that were disorganising society in Ireland. Sir Robert Peel supported the Government measure. Mr. Feargus O'Connor divided the House against it; but was supported by only twenty members. It was soon after read a second time, having been strenuously resisted by some of the Irish members. It rapidly went through committee, and was read a third time, when the minority against it was only fourteen. FORE:[See larger version]At this juncture, when the eyes of all Europe were turned on the new Republic of America, Congress gave a proof of its utter contempt of those principles of honour which are regarded as the distinguishing characteristics of civilised nations. The convention on which General Burgoyne's army had surrendered was deliberately violated. It had been stipulated that his troops should be conveyed to Boston, and there suffered to embark for England in British transports to be admitted to the port for that purpose. But no sooner did Congress learn this stipulation than it showed the utmost reluctance to comply with it. It was contended that these five thousand men would liberate other five thousand in England to proceed to America. It was therefore determined to find some plea for evading the convention. An article of the convention provided that the English officers should be quartered according to their rank; but they complained that six or seven of them were crowded into one small room, without regard either to rank or comfort. But Burgoyne, finding remonstrance useless at Boston, wrote to Gates reminding him of his engagements in the convention, and declaring such treatment a breach of public faith. This was just one of those expressions that Congress was watching for, and they seized upon it with avidity. "Here," they said, "is a deep and crafty schemea previous notice put in by the British General to justify his future conduct; for, beyond all doubt, he will think himself absolved from his obligation whenever released from his captivity, and go with all his troops to reinforce the army of Howe." Burgoyne offered at once to give Congress any security against such imagined perfidy. TWO:The sum of twenty millions was divided into nineteen shares, one for each of the colonies, proportioned to the number of its registered slaves, taken in connection with the market price of slaves in that colony, on an average of eight years, ending with 1830. But no money was payable in any colony until it should have been declared by an Order in Council that satisfactory provision had been made by law in such colony for giving effect to the Emancipation Act. Two of them were so perverse as to decline for several years to qualify for the reception of the money; but others acted in a different spirit. Believing that the system of apprenticeship was impolitic, they declined to take advantage of it, and manumitted their slaves at once. Antigua was the first to adopt this wise course. Its slaves were all promptly emancipated, and their conduct fully justified the policy; for on Christmas Day, 1834, for the first time during thirty years, martial law was not proclaimed in that island. Thus, the effect of liberty was peace, quietness, and confidence. Bermuda followed this good example, as did also the smaller islands, and afterwards the large island of Barbadoes; and their emancipation was hailed by the negroes with religious services, followed by festive gatherings. Jamaica, and some other islands, endeavoured to thwart the operation of the new law, as far as possible, and took every advantage in making the apprentices miserable, and wreaking upon them their spite and malice. They met with harsher treatment than ever, being in many instances either savagely ill-used or inhumanly neglected. Considering their provocations, it was generally admitted that they behaved on the whole very well, enduring with patience and resignation the afflictions which they knew must come to an end in a few years. The total number of slaves converted into apprentices on the 1st of August, 1834, was 800,000. The apprenticeship did not last beyond the shorter time prescribed, and on the 1st of August, 1838, there was not a slave in existence under the British Crown, save only in the island of Mauritius, which was soon required by instructions from the Home Government to carry the Act into effect.

TWO:After these victories an armistice was agreed upon, as a preliminary to negotiations. The result was submission on the part of the Mahrattas, and the occupation of Gwalior by British troops. The Governor-General then imposed the terms of peace, which did not include the seizure of any territory, but consisted solely in the usurpation of[595] sovereignty. The Mahrattas were compelled to disband their army and abolish their government. The supreme authority was lodged in a Council of men devoted to the East India Company, whose President was to receive his instructions from the British Resident. A new army was organised as a contingent, which was to be at the service of the Indian Government when required. Until the majority of the reigning Prince, the administrators of the Government were to act on the British Resident's advice, not only generally or in important points, but in all matters wherein such advice should be offered.In his impatience to reach his beloved Hanover, the king had out-travelled his Minister and the mistress, and reached Delden on the 8th late at night. The next morning he proceeded again so early as four o'clock, and was pressing onward, when in the forenoon he was seized with a fit of apoplexy in his coach, and on arriving at Ippenburen he was observed to be quite comatosehis eyes fixed, his hands motionless, and his tongue hanging from his mouth. His attendants wished to remain at Ippenburen to procure medical assistance; but this seemed to rouse him, and he managed to articulate, "Osnabrück! Osnabrück!" The only chance for his life, if there was any, depended on instant surgical aid; they went in obedience to his command, and on arriving at Osnabrück he was found quite dead on the 9th of June, 1727.
