THREE:We have illustrated the position of Cicero by reference to the master who, more than any other Greek philosopher, seems to have satisfied his ideal of perfect wisdom. We must now observe that nothing is better calculated to show how inadequate was the view once universally taken of Socrates, and still, perhaps, taken by all who are not scholars, than that it should be applicable in so many points to Cicero as well. For, while the influence of the one on human thought was the greatest ever exercised by a single individual, the influence of the other was limited to the acceleration of a movement already in full activity, and moreover tending on the whole in a retrograde direction. The immeasurable superiority of the Athenian lies in his dialectical method. It was not by a mere elimination of differences that he hoped to establish a general agreement, but by reasoning down from admitted principles, which were themselves to be the result of scientific induction brought to bear on a comprehensive and ever-widening area of experience. Hence his scepticism, which was directed against authority, tended as much to stimulate enquiry as that of the Roman declaimer, which was directed against reason, tended to deaden or to depress it. Hence, also, the political philosophy of Socrates was as revolutionary as that of his imitator was conservative. Both were, in a certain sense, aristocrats; but while the aristocracy176 of the elegant rhetorician meant a clique of indolent and incapable nobles, that of the sturdy craftsman meant a band of highly-trained specialists maintained in power by the choice, the confidence, and the willing obedience of an intelligent people. And while the religion of Cicero was a blind reliance on providence supplemented by priestcraft in this world, with the hope, if things came to the worst, of a safe retreat from trouble in the next; the religion of Socrates was an active co-operation with the universal mind, an attempt to make reason and the will of God prevail on earth, with the hope, if there was any future state, of carrying on in it the intellectual warfare which alone had made life worth living here. No less a contrast could be expected between the orator who turned to philosophy only for the occupation of a leisure hour, or for relief from the pangs of disappointed ambition, and the thinker who gave her his whole existence as the elect apostle and martyr of her creed.The house was fairly full on the fall of the curtain after the first act of the new opera. There was light and life and movement there. And Melba was scoring new triumphs. The curtain fell on the second act amidst a crash of applause and the waving of handkerchiefs. THREE:Zeller finds several good qualities in Alexander��precocious statesmanship, zeal for the extension of Hellenic civilisation, long-continued self-restraint under almost irresistible temptation, and through all his subsequent aberrations a nobility, a moral purity, a humanity, and a culture, which raise him above every other great conqueror; and these he attributes, in no small degree, to the fostering care of Aristotle;176 yet, with the exception of moral purity, which was probably an affair of temperament, and has been remarked to an equal extent in other men of the same general character, he was surpassed, in all these respects, by Julius Caesar; while the ruthless vindictiveness, which was his worst passion, exhibited itself at the very beginning of his reign by the destruction of Thebes. A varnish of literary culture he undoubtedly had, and for this Aristotle may be thanked; but any ordinary sophist would probably have effected as much. As to the Hellenising of Western Asia, this, according to Grote, was the work, not of Alexander, but of the Diadochi after him.In working with dead blows, no steam is admitted under the piston until the hammer has finished its down stroke, and expended its momentum upon the work. So different is the effect produced by these two plans of operating, that on most kinds of work a hammer of fifty pounds, working with dead blows, will perform the same duty that one of a hundred pounds will, when acting by elastic or cushioned blows.

THREE:249Two facts are made clear by Mr. Mokveld's book, if, indeed, the world has ever doubted them. The first is that the German authorities, believing their victory to be beyond question, deliberately sanctioned a campaign of frightfulness. They did not imagine that they would ever be held to account. They wished to terrorise their opponents by showing them what resistance involved. The atrocities were not the blunders of drink-sodden reservists, but the result of the theories of half-witted military pedants. The second is that the invading armies were as nervous as a hysterical woman. Those would-be conquerors of the world were frightened by their own shadows. A shot fired by accident from a German rifle led to tales of attacks by Belgian francs-tireurs and then to indiscriminate murder by way of revenge. Mr. Mokveld examined the legends of treacherous Belgian assaults and the 7 mutilation of the German wounded, and found them in every case wholly baseless. No German had ever seen these things happen, but had only heard of them. When definite details were given, Mr. Mokveld tracked them down and found them false. The Belgian atrocities lacked even that slender justification which belongs to reprisals. They were the work of a drunken and "rattled" soldiery��for fear is apt to make men brutal��deliberately encouraged by the authorities, who for this purpose relaxed the bonds of military discipline. When the battle of the Marne changed the complexion of affairs, these authorities grew scared and repudiated the policy, but Belgium remains a witness of what Germany's triumph means for her victims.
