TWO:The marvellous increase of national wealth in Great Britain since the reign of George III. is to be mainly ascribed to two mechanical agencies��the spinning-jenny and the steam-engine; both of which, however, would have failed to produce the results that have been attained if there had not been a boundless supply of cotton from the Southern States of America to feed our manufactories with the raw material. The production was estimated in bales, which in 1832 amounted to more than 1,000,000; and in 1839 was upwards of 2,000,000 bales. It appears from Mr. Woodbury's tables, that in 1834 sixty-eight per cent. of all the cotton produced in the world was shipped for England. In this case the demand, enormous as it was, produced an adequate supply. But this demand could not possibly have existed without the inventions of Hargreaves, Arkwright, Crompton, and Cartwright, in the improvement of spinning machinery.

TWO:A still more important proposition was laid before Parliament by royal message, on the 22nd of January��the union of Ireland with Great Britain. It was argued that the late attempts to bring in a French army, and to alienate Ireland from Great Britain altogether, showed the necessity of drawing closer the bonds between the two countries. On the 31st of January a series of resolutions was agreed to as the basis of this union, but for the present year the matter ended in a joint address on the subject from both Houses being presented to the king.During this first Session of the new Parliament Ministers had carried matters with a high hand, imagining that they had a majority which would enable them to resist popular opinion, as they had done since the conclusion of the war. But the progress of the Session did not warrant this conclusion. They were defeated in several very important contests, and before the Session came to an end were made to feel that they had greatly declined in public confidence. In the severe debate of the 18th of May, on the motion of Mr. Tierney for a Committee of Inquiry into the state of the nation, they had a majority of more than two to one. But this was very different on the 3rd of June, when they only carried their Foreign Enlistment Bill by a majority of thirteen. On the question of the resumption of cash payments, the conversion of Mr. Peel to the principles of Horner was a rude shock to the Cabinet, and shrewd men prognosticated that, the entire system of Mr. Vansittart being thus overturned, he must retire. Then came not merely partial conversions, or near approaches to defeat, but actual defeats. Such were those on Sir James Mackintosh's motion for inquiry into the criminal laws, and on Lord Archibald[147] Hamilton's for Scottish burgh Reform. The question of Catholic Emancipation had approached to a crisis, and a majority of only two against it was, in truth, a real defeat. The consequence was that the conviction of the insecurity of Ministers was not only shared by men of impartial judgment, but by themselves. Towards the end of the Session Lord Liverpool himself was found writing to a friend, that unless the measure for the return to cash payments raised the confidence of the public in them, they must soon go out:��"I am quite satisfied that, if we cannot carry what has been proposed, it is far better for the country that we should cease to be a government. After the defeats we have already experienced during this Session, our remaining in office is a positive evil. It confounds all ideas of government in the minds of men. It disgraces us personally, and renders us less capable every day of being of any real service to the country, either now or hereafter. If, therefore, things are to remain as they are, I am quite sure that there is no advantage, in any way, in our being the persons to carry on the public service. A strong and decisive effort can alone redeem our character and credit, and is as necessary for the country as it is for ourselves."

TWO:The number of Catholics in Britain at the time of passing the Relief Bill was estimated by themselves at nearly 1,000,000, scattered, in various proportions, through England, Scotland, and Wales. Of these, 200,000 were resident in London. The most Catholic counties in England were Lancashire, Staffordshire, Warwickshire, Worcestershire, Cheshire, Northumberland, Durham, Norfolk, Suffolk, and Kent. In Ireland the Roman Catholics were estimated at five millions and a half; and the Protestants, of all denominations, at one million and three-quarters. By the removal of the disabilities eight English Catholic peers were enabled to take their seats by right in the House of Lords. The Catholic baronets in England were then sixteen in number. In Ireland there were eight Roman Catholic peers; in Scotland, two. The system of religious exclusion had lasted 271 years, from the passing of the Acts of Supremacy and Uniformity in 1559.

TWO:As it was necessary that some doctors of note and experience should be sent over to examine the nature of the illness and the condition of the men, the Surgeon-General was ordered to proceed to the spot and make the necessary inquiries; but he replied that it was not in his department, but in that of the Physician-General, Sir Lucas Pepys. Sir Lucas excused himself on account of his age, and recommended some other physicians to be sent out. Both gentlemen were content to receive the country's money easily at home, but although a whole army was perishing, they would not risk their own precious lives. They were dismissed, and their conduct showed the necessity of a thorough reform of the medical establishment of the army. Sir Richard Strachan, though he saw the continuous destruction of the soldiers, strongly recommended Government to retain possession of Walcheren, as a very important naval station, and the Ministry were besotted enough to contemplate fortifying it on an extensive scale, and more men and materials were sent over for that purpose. But, fortunately for the remains of our army there, the Emperor of Austria had now made peace with Buonaparte, and our diversion in his favour here was useless, so, on the 13th of November, orders were sent to Lieutenant-General Don, who had succeeded Sir Eyre Coote, to destroy the docks and fortifications of Flushing,[583] and come away. Thus ended this most fatal expedition, which cost Great Britain twenty millions of money, and many thousands of lives. Of those who survived, thousands had their constitutions broken for ever; and even such as appeared to get over the lingering and insidious Walcheren fever, on being sent to the war in the Peninsula, proved so liable to its return on exposure to wet or cold, that often one-third of these troops were not fit for service. So far from wishing to remove us from Walcheren, Buonaparte wrote to the Minister of War, saying: "We are rejoiced to see that the English have packed themselves in the morasses of Zealand. Let them be only kept in check, and the bad air and fevers peculiar to the country will soon destroy their army." The fatal results of this expedition introduced dissensions into the Cabinet, and soon after occasioned the resignation of Canning.

TWO:But the Court had hesitated too long. The people had taken the start of them, and now came sounds which paralysed the Court party with consternation. Scarcely was midnight passed on this eventful 14th of July, when the throngs increased rapidly around the Bastille, and the cries grew fiercer, "Down with it!" "Let us storm it!" De Launay, the governor, had made all necessary preparations, charged a dozen long guns on the towers with balls of a pound and a half each, and disposed his little force to the best advantage. While the democratic leaders were negotiating with the garrison, the crowd grew first impatient, then furious. They advanced impetuously against the first drawbridge. Two men mounted the roof of the guard-house, and, with axes, cut the chains of the bridge, which fell down. The mass of assailants rushed forward towards the second bridge, but were met by a discharge of musketry, which did deadly execution amongst them and brought them to a stand. The firing proceeded at once from the towers and from the loop-holes below. A number of the assailants fell, whilst only two of the muskets fired by the people during the whole day took effect. De Launay now gave orders to fire on the assailants with grape. This drove them back to some distance, but they soon came on more furious than ever. De Launay looked in vain for the promised succour from Besenval or Broglie, and seeing the ever-increasing and ever more raging thousands around, he lost his head, was seized with despair, and resolved to blow up the prison and a great part of the old town near it. Six hundred and thirty-five barrels of gunpowder were deposited in the magazine. Seizing a match, he ran to cast it into an open barrel, and thus send into the air the horrible old fortress, himself, and garrison. With it must inevitably have been destroyed all the quarter of the Bastille, all the Marais, and a great part of the Faubourg St. Antoine. Two uncommissioned officers stopped him by crossing their bayonets. He then attempted to kill himself, but was secured. His head was wholly gone��he was no longer capable of issuing an order.

TWO:On assembling his remnant of an army in Brelowa, Buonaparte beheld a state of general disorganisation prevailing. Perishing with cold and hunger, every man was only mindful of himself. In a short time the whole village was pulled down to make camp-fires of the timber, for the weather was fiercely cold. He could scarcely prevent them from stripping off the roof under which he had taken shelter. He set out on his march for Wilna on the 29th of November. The army hurried along without order or discipline, their only care being to outstrip the Russians, who were, like famished wolves, at their heels; the Cossacks continually cutting down numbers of their benumbed and ragged comrades, who went along more like spectres than actual men. The thermometer was at twenty degrees below zero.A quarrel took place between Massena and Ney on the subject of attacking the British and Portuguese who invested Almeida, where was a French garrison, and Ney threw up his command, and retired to Salamanca. Massena was daily expecting the junction of Soult, who had taken Badajoz; but Wellington did not give time for this junction. He attacked Massena at Sabugal on the 3rd of April, and defeated him with heavy loss. Massena then continued his retreat for the frontier of Spain, and crossed the Agueda into that country on the 6th. Wellington then placed his army in cantonments between the Coa and the Agueda, and made more rigorous the blockade of Almeida.
