THREE:On the following day, which was the anniversary of the king's birthday, the Irish prelates, headed by the Archbishop of Armagh, presented an address to his Majesty, complaining of the attacks on the Irish Church, deprecating the threatened innovations, and imploring his protection. The king was greatly moved by this appeal. Breaking through the usual restraints, he delivered an extemporaneous answer, in which, among other things, he said, "I now remember you have a right to require of me to be resolute in defence of the Church." He assured the bishops that their rights should be preserved unimpaired, and that if the interior arrangements of the Irish Church required any amendmentwhich, however, he greatly doubtedhe hoped it would be left to the bishops to correct them, without the interference of other parties. He was now completing his 69th year, and he must prepare to leave the world with a conscience clear in regard to the maintenance of the Church. Tears ran down his cheeks while, in conclusion, he said, "I have spoken more strongly than usual, because of the unhappy circumstances that have forced themselves upon the observation of all. The threats of those who are the enemies of the Church make it the more necessary for those who feel their duty to that Church to speak out. The words which you hear from me are, indeed, spoken by my mouth, but they flow from my heart."At the Church of St. Anne, Shandon, under a kind of shed attached to a guard-house, lay huddled up in their filthy fetid rags about forty human creaturesmen, women, children, and infants of the tenderest agestarving and fever-stricken, most of them in a dying state, some dead, and all gaunt, yellow, hideous from the combined effects of famine and disease. Under this open shed they had remained during the night, and until that hourabout ten in the morningwhen the funeral procession was passing by, and their indescribable misery was beheld by the leading citizens of Cork, including the mayor, and several members of the board of guardians. The odour which proceeded from that huddled-up heap of human beings was of itself enough to generate a plague.
THREE:In the House of Commons, too, the Speaker, Sir John Cust, was removed by death at the same moment, and Sir Fletcher Norton was elected in his place. On the 22nd of January, the same day that Sir Fletcher Norton was made Speaker of the House of Commons, the Marquis of Rockingham moved in the Lords for an inquiry into the state of the nation. The crumbling down of the Cabinet continued. James Grenville resigned; Dunning, the Solicitor-General, and General Conway, followed; and on the very day of Lord Rockingham's motion, the Duke of Grafton himself laid down the Seals. The whole of his administration had thus vanished, like a mere fog ministry, at the first reappearance of the luminary, Chatham.Early in the following year the mayor and the commanding officer, Colonel Brereton, were brought to trial for neglect of duty. The mayor was acquitted, as not having been adequately supported by the military; but Colonel Brereton's humanity led to the most painful consequences. His trial began on the 9th of January following, and lasted four days, during which, as the proofs against him accumulated, he was overwhelmed with agony of mind. On the night of the 12th he did not visit, as was his custom, the chamber of his two motherless daughters. He was heard walking for hours about his room during that night, and in the morning, when the court assembled, it was announced that the prisoner had shot himself through the heart.

THREE:The agitation extended to England, where also the "No Popery" cry was effectually raised. The Duke of Newcastle, Lord Winchilsea, and Lord Kenyon led the way in the formation of Brunswick Clubs. A great demonstration was got up on Penenden Heatha monster meeting of English Brunswickers. To counteract its effects, it was determined that some of the leading advocates of the Catholic cause, being freeholders of Kent, should go to the meeting. Among those who attended were Lord Darnley, Mr. Cobbett, Serjeant Shee, and Mr. Sheil; but none of them could obtain a hearing. Mr. Sheil had come prepared with a grand speech, carefully written out, as was his custom, and committed to memory, but not so strictly as to exclude such extemporaneous additions as might be necessary to adapt the oration to the actual circumstances. When he arrived at the meeting, the reporter from the Sun asked him for his manuscript, which he gave, with the understanding that he must make it correspond with his speech as delivered. The reporter, taking it for granted that it would be delivered all right, made all possible haste to get it into type. The speech appeared in extenso; but it unfortunately happened that, owing to the uproar and continued interruptions, it was not delivered. The circumstance became the subject of remark, eliciting comments by no means flattering to the Irish orator. The intended speech, however, was as able as any he had ever delivered. It consisted chiefly of an elaborate defence of the Roman Catholic Church from the charge of persecution. It admitted that it did persecute like every other church when in power; but that it was an incident of its establishment, not the natural result of its spirit and principles.Two British columns advancing by nightone by the shore road and the other over the hillsmanaged to capture the patrols and approach the outposts of the Americans. Washington having been all day engaged in strengthening his lines, had returned to New York. Putnam was posted on the left; and General Stirling was posted on the right on the seashore, near the part called the Narrows. On the hills Sullivan occupied one of the passes towards the left. The column on the British right, consisting of Hessians, under General Von Heister, seized on the village of Flat Bush, nearly opposite to Sullivan. At the same time, Sir Henry Clinton and Sir William Erskine reconnoitred Sullivan's position and the rest of the line of hills, and sent word to General Howe that it would not be difficult to turn Sullivan's position where the hills were low, near the village of Bedford. Howe immediately ordered Lord Percy to support Clinton with his brigades, in the direction of Bedford, and General Grant to endeavour to turn the position of General Stirling, whilst the Hessians were ready to attack Sullivan in front. At a signal, Howe himself marched along with one of the divisions. In order to draw the enemy's attention from the movements of General Clinton, Grant made a direct attack upon Stirling's position, which brought to his aid a great part of Sullivan's forces, thus deserting their own ground. Grant maintained his attack till daylight, by which time Clinton had, by a slight skirmish, crossed the line on his side. The attention from his march was diverted by Von Heister attacking Putnam's position on the direct way to Brooklyn, and Lord Howe, from his ships, opening a cannonade on Governor's Island and Red Hook, in the rear of that town. About eight o'clock came a fire from Clinton's column, which had now forced its way into the rear of Putnam and between the Americans and Brooklyn. On this discovery they endeavoured to make a way to their lines before that town, but were driven back by Clinton only to find themselves assailed in the rear by Von Heister. Thus hemmed in, they fled in confusion. This action in their rear alarmed both Sullivan and Stirling, yet they maintained their ground against Grant till they learned the total rout of their comrades opposed to Clinton and Heister, when they laid down their arms and ran for it. Knowing the ground better than the British, many of them managed to escape to Brooklyn; but one thousand and ninety-seven prisoners were taken, and from one thousand two hundred to one thousand five hundred Americans were killed or wounded. The English lost only about four hundred killed and wounded.

THREE:The Session of 1753 was distinguished by two remarkable Acts of Parliament. The one was for the naturalisation of the Jews, the other for the prevention of clandestine marriages. The Jew Bill was introduced into the Lords, and passed it with singular ease, scarcely exciting an objection from the whole bench of bishops; Lord Lyttelton declaring that "he who hated another man for not being a Christian was not a Christian himself." But in the Commons it raised a fierce debate. On the 7th of May, on the second reading, it was assailed by loud assertions that to admit the Jews to such privileges was to dishonour the Christian faith; that it would deluge the kingdom with usurers, brokers, and beggars; that the Jews would buy up the advowsons, and thus destroy the Church; that it was flying directly in the face of God and of Prophecy, which had declared the Jews should be scattered over the face of the earth, without any country or fixed abode. Pelham ridiculed the fears about the Church, showing that, by their own rigid tenets, the Jews could neither enter our Church nor marry our women, and could therefore never touch our religion, nor amalgamate with us as a people; that as to civil offices, unless they took the Sacrament, they could not be even excisemen or custom-house officers. The Bill passed by a majority of ninety-five to sixteen; but the storm was only wafted from the Parliament to the public. Out-of-doors the members of Parliament, and especially the bishops, were pursued with the fiercest rancour and insult. Members of the Commons were threatened by their constituents with the loss of their seats for voting in favour of this Bill; and one of them, Mr. Sydenham, of Exeter, defended himself by declaring that he was no Jew, but travelled on the Sabbath like a Christian. The populace pursued the members and the bishops in the streets, crying, "No Jews! No Jews! No wooden shoes!" In short, such was the popular fury, that the Duke of Newcastle was glad to bring in a Bill for the repeal of his Act of Naturalisation on the very first day of the next Session, which passed rapidly through both Houses.

THREE:But Nelson had now tracked the French to their goal, and was preparing to annihilate their fleet. Admiral Brueys, unable to enter the harbour of Alexandria, had anchored his ships in the Bay of Aboukir, in a semicircular form, so close in shore that he deemed it impossible for ships of war to thrust themselves between him and the land. He had altogether thirteen ships of war, including his own flagship of one hundred and twenty guns, three of eighty, and nine of seventy-four, flanked by four frigates and a number of gunboats, with a battery of guns and mortars on an island in the van. Nelson had also thirteen men-of-war and one five-gun ship, but the French exceeded his by about forty-six guns, three thousand pounds' weight of metal, considerably more tonnage, and nearly five thousand men. No sooner did Nelson observe the position of the French fleet than he determined to push his ships between it and the shore. No sooner was this plan settled than Nelson ordered dinner to be served, and on rising from table said, "Before this time to-morrow I shall have gained a peerage, or Westminster Abbey." It was half-past five o'clock on the afternoon of the 1st of August, 1798, when this celebrated battle was commenced. As the British vessels rounded a shoal, to take up their position, the battery of the island played upon them; but this ceased as they came near the French line of vessels, lest they should damage their own countrymen. Unfortunately, Nelson lost the use of the Culloden, a seventy-four, commanded by Captain Trowbridge, which struck on a ledge of rocks, and could not be got off in time for the engagement. Nelson's own vessel was the first that anchored within half pistol-shot of the Spartiate, the third ship of the French line. The conflict immediately became murderous, and Nelson received a severe wound on the head, which compelled him to go below. The battle continued with a terrible fury till it was so dark that the only light the combatants had to direct their operations was the flashes of their own broadsides. At ten o'clock the Orient, Admiral Brueys' own great ship, was discovered to be on fire. He himself had fallen, killed by a cannon-shot. The stupendous ship continued to burn furiously, lighting up the whole scene of action. At eleven it blew up, with an explosion which shook the contending fleets like the shock of an earthquake, and with a stunning noise that caused the conflict instantly to cease. A profound silence and a pitchy darkness succeeded for about ten minutes. Nelson, wounded as he was, had rushed upon deck before the explosion, to order every possible succour to be given to the shrieking sufferers in the burning ship, and many of the crew had been got into boats and saved. The cannonade was slowly resumed, but when morning dawned two French ships and two frigates only had their colours flying and were able to get away, none[468] of the British vessels except the Zealous being in a condition to give chase. The two ships of the line and one of the frigates were afterwards intercepted by our Mediterranean fleet, so that of all this fine fleet only one frigate escaped. Had Nelson not been wounded, and had Captain Trowbridge been able to bring up his ship, probably not even that frigate would have got away. The British took eight vessels of the line; the rest were destroyed in one way or other. The loss of the British, in killed and wounded, was eight hundred and ninety-five; of the French, in killed, wounded, and prisoners, was nine thousand eight hundred and thirty. Brave Brueys, as has been stated already, was slain. Captain Westcott, of the Majestic, was the only commander of a ship who fell. Such was the victory of Aboukir; but "victory," said Nelson, "is not a name strong enough for such a sceneit is a conquest!" Fortunately for the French, Admiral Brueys had secured the transports and store-ships in shallow water in the port of Alexandria, where Nelson could not come at them for want of small craft. Half-a-dozen bomb ships would have destroyed them all, and have left Buonaparte totally dependent on the Egyptians for supplies. And these he must have collected by force, for now the news of the destruction of his fleet was spread over all Egypt by bonfires, kindled by the Arabs, along the coast and far inland. He was cut off from communication with France. On the 22nd of October the people of Cairo rose on the French, and endeavoured to massacre them; but the French took a bloody vengeance, sweeping them down with grape-shot, pursuing them into their very mosques, and slaughtering in one day five thousand of them.During this year Buonaparte made another attempt to recover the mastery of St. Domingo. Dessalines was now emperor, having a court full of black nobles and marshals, an exact parody of Napoleon's. A French squadron, under Admiral Lessigues, consisting of five ships of the line, two frigates, and a corvette, managed to escape the British fleets, and, on the 20th of January, to anchor in the road of St. Domingo. They had just landed a body of troops, when Sir John Duckworth made his appearance with seven sail-of-the-line and four frigates. Lessigues slipped his cables, and endeavoured to get out to sea, but the wind did not favour him; Sir John Duckworth came up with him, and, on the 6th of February, attacked and defeated him. Though Sir John had the superiority in number of vessels, the French vessels were, some of them, much larger ones; and one, the Imperial, was reckoned the largest and finest ship of their navya huge three-decker, of three thousand three hundred tons, and a hundred and thirty guns. Yet, in three hours, Sir John had captured three of the French line of battle ships; the other two ran on the rocks, and were wrecked. One of these was the gigantic Imperial. Nearly the whole of her crew perished, five hundred being killed and wounded before she struck. One of these frigates which escaped was afterwards captured by a British sloop of war in a very battered condition from a storm, in addition to the fight.
FORE:The vast development of the coal trade, which contributed so materially to our national prosperity, occasioned the employment of a large number of persons at high rates of wages. Upwards of 118,000 people were working in coal mines. In the county of Durham there were more persons thus employed under ground than in cultivating the surface. It was a kind of work at which women and children could earn money, and in some of the collieries their labour was made available to a very large extent. It may be supposed that this practice entailed upon the boys and girls so employed the most serious evils, physical and moral. When this state of things began to attract public attention, an extensive inquiry was instituted by the Children's Employment Commission, which prepared three reports, presented to Parliament in 1842. The Commissioners collected a large mass of evidence at the collieries which brought to light facts of the most astounding nature as to the cruelty and demoralisation connected with the employment of women and children in coal mines. It seemed almost incredible that such practices could have existed in a civilised country, and showed the extent to which the thirst for gain will carry men, under circumstances where they can count upon impunity, and evade the censure of public opinion. Lord Ashley took up the subject with his usual earnestness in all questions affecting the welfare of the working classes, and in the Session of 1842 he brought in a Bill founded upon the reports of the Commission. The statement of facts with which he introduced the measure excited the astonishment and indignation of the House, and greatly shocked the moral sense of the country. The nature of the employment in which the children were engaged was calculated to brutalise them in every sense. They were obliged to crawl along the low passages with barely room for their persons in that posture, each dragging a load of coals in a cart by means of a chain which was fastened to a girdle borne round the waist, the chain passing between the legs. This they dragged through a passage often not as good as a common sewer, in an atmosphere almost stifling. At this sort of work girls were employed as well as boys, and they commonly worked quite naked down to the waist, their only dress being a pair of loose trousers, and in this condition they were obliged to serve adult colliers who worked without any clothing at all. The grossest immorality was the natural consequence. In Scotland a subcommission found one little girl, six years of age, carrying an eight-stone weight, fourteen times a day, a journey equal in distance to the height of St. Paul's Cathedral. The Commissioner adds, "And it not unfrequently happens that the tugs break, and the load falls upon those females who are following, who are, of course, struck off the ladders. However incredible it may be, yet I have taken the evidence of fathers who have ruptured themselves by straining to lift coals on to their children's backs." The Bill of Lord Ashley was passed almost unanimously by the Commons. In the Lords it was subjected to considerable opposition, and some amendments were introduced. The amendments were adopted by the Commons, and on the 10th of August, 1842, the Act was passed "to prohibit the employment of women and girls in mines and collieries, to regulate the employment of boys, and to make other provisions relating to persons working therein." The Act prohibited the employment of any boys under ground in a colliery who were under the age of ten years.

FORE:On the 20th of June, when the Bill was in committee of the Peers, the Lord Chancellor urged his objection to the retrospective clause, as unsettling the rights of property. The report being brought up on the 25th, he repeated his objections, and moved that the retrospective clause should be omitted. The motion was negatived. On the 2nd of July, the day fixed for the third reading, his brother, Lord Stowell, made a similar motion, which was also defeated. The Lord Chancellor moved the insertion of a clause for giving validity to deeds, assignments and settlements made by persons having claims on any property affected by the Bill. The Marquis of Lansdowne opposed this clause, which, he said, would give the Bill the effect of declaring children legitimate and yet disinheriting them"of peopling the House of Lords with titled beggars." This clause having been negatived on a division, the Lord Chancellor proposed another to the same effect, with the addition of the words, "for good and valuable consideration." This also was rejected by a majority. This was too much for the temper of Lord Eldon, so long accustomed to have his way in that House. Irritated at being repeatedly thwarted in his efforts, on declaring the numbers he exclaimed with vehemence, "My lords, ten days ago I believed this House possessed the good opinion of the public, as the mediator between them and the laws of the country; if this Bill pass to-night, I hope in God that this House may still have that good opinion ten days hence. But to say the best of this measure, I consider it neither more nor less than a legal robbery, so help me God! I have but a short time to remain with you, but I trust it will be hereafter known that I used every means in my power to prevent its passing into law." Thenceforth the Lord Chancellor became sulky with his colleagues, feeling himself dragged on by their too rapid progress. He was very reluctant to attend their Cabinet meetings, and absented himself whenever he could make any excuse. In reply to a summons from Mr. Peel, the Home Secretary, to attend a meeting on the Alien Act, he answered that he could not possibly attend, adding, "My absence, however, can be of little, and possibly of no consequence." The Session ended on the 6th of August; the Parliament being prorogued by the king in person.Telford succeeded to Brindley, with all his boldness and skill, and with much extended experience. He executed the Ellesmere canal, which occupied a length of upwards of a hundred miles, connecting the rivers Severn, Dee, and Mersey. In the construction of this canal Telford introduced a bold, but successful, novelty. In aqueducts, instead of puddling their bottoms with clay, which was not proof against the effects of frost, he cased them with iron, and adopted the same means when he had to pass through quicksands or mere bog. Some of Telford's aqueducts were stupendous works. The Chirk aqueduct passed, at seventy feet above the river, on ten arches of forty feet span, and cost twenty thousand eight hundred and ninety-eight pounds. The aqueduct over the Dee passed at a height of one hundred and twenty-one feet above low water, and consisted of a great trough of cast-iron plates, supported on eighteen piers, and having a towing-path of cast-iron, supported on cast-iron pillars. This aqueduct took ten years in building, and cost, with its embankments, forty-seven thousand pounds. Tunnels much larger than that at Harecastle Hill were executed. That at Sapperton, on the Thames and Severn canal, executed by Mr. Whitworth, was nearly two miles and a half long, ran two hundred and fifty feet below the summit of the hill, and was large enough for boats of seventy tons burden. This was completed in 1788. These daring enterprises led to the design of a tunnel under the Thames, from Gravesend to Tilbury; but this was abandoned for want of capital. In 1804 a like attempt was made at Rotherhithe, but stopped from the same cause, and was not completed till 1843 by Sir Mark Isambard Brunel. Between 1758 and 1801 no fewer than sixty-five Acts of Parliament were passed for making or extending canals. At the end of that period canals extended over upwards of three thousand miles, and had cost upwards of thirteen millions sterling. In fact, the bulk of canal work was done by this time, though not some few works of great importance. The Leeds and Liverpool canal, begun in 1770, but not completed till 1816, opened up connection with a vast manufacturing district; and the Rochdale, Huddersfield, and Hull canals gave access for the Baltic traffic into the heart of Lancashire. The Paddington and Regent's Canals wonderfully promoted the intercourse between the interior and the metropolis. In the Highlands, the Caledonian Canal, connecting the[192] string of lakes between Inverness and the Atlantic, gave passage to ships of large burden. At the end of this reign the aggregate length of canals in England and Wales was two thousand one hundred and sixty miles; in Scotland, two hundred and twelve; in Ireland, two hundred and fifty; total, two thousand six hundred and twenty-two miles. The attention paid to roads and canals necessitated the same to bridges; and during this reign many new structures of this kind were erected, and much improvement attained in their formation. In 1776 a totally new kind of bridge was commenced at Coalbrook Dale, and completed in 1779; this was of cast-iron, having a single arch of one hundred feet span, and containing three hundred and seventy-eight and a half tons of metal. Telford greatly improved on this idea, by erecting an iron bridge over the Severn, at Buildwas, in 1796, having an arch of one hundred and thirty feet span.

Here, had the Government been wise, they would have stopped; but they were not contented without experiencing a third defeat. The next morning, the 20th of December, they returned to the charge with an indictment against Mr. Hone for publishing a parody on the Athanasian Creed, called "The Sinecurist's Creed." The old Chief Justice was again on the bench, apparently as resolved as ever, and this time the defendant, on entering the court, appeared pale and exhausted, as he well might, for he had put forth exertions and powers of mind which had astonished the whole country and excited the deepest interest. The Attorney-General humanely offered to postpone the trial, but the defendant preferred to go on. He only begged for a few minutes' delay to enable him to put down a few notes on the Attorney-General's address after that was delivered; but the Chief Justice would not allow him this trifling favour, but said, if the defendant would make a formal request for the purpose, he would put off the trial for a day. This would have injured the cause of the defendant, by making it appear that he was in some degree worsted, and, fatigued as he was, he replied, promptly, "No! I make no such request." William Hone, on this third trial, once more seemed to forget his past fatigues, and rose with a strength that completely cowed the old and fiery judge. He did not desist till he had converted his dictatorial manner into a suppliant one. After quoting many eminent Churchmen as dissentients from the Athanasian Creed, and amongst them Warburton and Tillotson, he added, "Even his lordship's father, the Bishop of Carlisle, he believed, took a similar view of this creed." This was coming too near; and the judge said, "Whatever that opinion was, he has gone, many years ago, where he has had to account for his belief and his opinions. For common delicacy, forbear." "O, my lord," replied the satisfied defendant, "I shall certainly forbear." The judge had profited by the lesson to-day: he gave a much more temperate charge to the jury, and they required only twenty minutes to return the third and final victory of Not Guilty. Never had this arbitrary Government suffered so withering a defeat. The sensation throughout the country was immense. The very next day Lord Ellenborough sent in his announcement of retiring from[131] the bench, and in a very short time he retired from this world altogether (December 13, 1818), it being a settled conviction of the public mind that the mortification of such a putting-down, by a man whom he rose from his sick-bed to extinguish, tended materially to hasten that departure.During the summer a French squadron stretched away across the Atlantic with six sail of the line, and finding our Newfoundland coasts almost wholly unprotected, destroyed and plundered the fishermen's huts and fishing stages, as well as their vessels, and then, returning, picked up a considerable number of our merchantmen at sea, and was lucky enough to make a retreat, by favour of a fog, through our watching squadrons, into Brest. After this clever exploit, they joined the great Brest fleet, which sailed for Ireland on the 15th of December. This consisted of no fewer than forty-three sail, seventeen of them of the line, four frigates, six corvettes and brigs, with six transports. On board the transports were twenty-five thousand men, who had been well tried in the war of La Vende, and abundance of arms and ammunition, as well as extra arms to put into the hands of the disaffected Irish, for to Ireland the armament was bound. General Hoche, who had terminated the Vendan war, was appointed to terminate all the woes of Ireland, and convert that sacred island into another French paradise. Besides Hoche, Generals Grouchy, Hombert, and Bruix were attached to the expedition. The fleet sailed out and anchored in Camaret Bay, but no British fleet was visible to intercept them. But no sooner did the armament put out to sea again the next day, than it was assailed by a tempest and the ships were driven different ways. One of them was forced immediately on the Grand Stenet rock, and wreckedout of one thousand four hundred souls on board only sixty were rescued. Seven ships of the line, and ten of the vessels commanded by Rear-Admiral Bouvet, managed to reach Bantry Bay on the 24th of December, but there the storms continued to batter them. There being no sign of an insurrection, and no other part of the fleet appearing, they sailed back and reached Brest on the 1st of January, 1797. When they were gone, another portion of the fleet arrived in Bantry Bay, but only to be tossed and driven about without rest, to lose several of the ships, and to put back again. As for Hoche, he never saw Ireland; the greater part of the fleet being driven about and swamped in the Channel. Of the forty-three sail, only thirty-one returned, and thousands of the soldiers were drowned in the foundering transports. Sir Edward Pellew, in the Indefatigable, of forty-four guns, and Captain Reynolds, in the Amazon, of thirty-six guns, fell in with the Droits de l'Homme, of seventy-four guns, and after a severe fight close in Audierne Bay, south of Ushant, left her a wreck aground, where, of the one thousand eight hundred men aboard, scarcely more than three hundred were saved, notwithstanding the greatest exertions of the British seamen to rescue them.MR.
