THREE:The history of Greek philosophy, whether conceived in this comprehensive sense or as an erudite investigation into matters of detail, is a province which the Germans have made peculiarly their own; and, among German scholars, Dr. Zeller is the one who has treated it with most success. My obligations to his great work are sufficiently shown by the copious references to it which occur throughout the following pages. It is in those instancesand they are, unfortunately, very numerouswhere our knowledge of particular philosophers and of their opinions rests on fragmentary or second-hand information, that I have found his assistance most valuable. This has especially been the case with reference to the pre-Socratic schools, the minor successors of Socrates, the earlier Stoics, the Sceptics, and the later Pythagoreans. I must, however, guard against the supposition that my work is, in any respect, a popularisation or abridgment of Zellers. To popularise Zeller would, indeed, be an impertinence, for nothing can be more luminous and interesting than his style and general mode of exposition. Nor am I playing the part of a finder to a large telescope; for my point of view by no means coincides with that of the learned German historian. Thus, while my limits have obliged me to be content with a very summary treatment of many topics which he has discussed at length, there are others, and those, in my opinion, not the least important, to which he has given less space than will be found allotted to them here. On several questions, also, I have ventured to controvert his opinions, notably with reference to the Sophists, Socrates, Aristotle, and Plotinus. My general way of looking at the Greeks and their philosophy also differs from his. And the reasons which have led me to follow an independent course in this respect involve considerixations of such interest and importance, that I shall take the liberty of specifying them in some detail.For loading and unloading carts and waggons, the convenience of the old outside sling is well known; it is also a well-attested fact that accidents rarely happen with sling hoists, although they appear to be less safe than running platforms or lifts. As a general rule, the most dangerous machinery for handling or raising material is that which pretends to dispense with the care and vigilance of attendants, and the safest machinery that which enforces such attention. The condition which leads to danger in hoisting machinery is, that the power employed is opposed to the force of gravity, and as the force of gravity is acting continually, it is always ready to take advantage of the least cessation in the opposing force employed, and thus drag away the weight for which the two forces are contending; as a weight when under the influence of gravity is moved [65] at an accelerated velocity, if gravity becomes the master, the result is generally a serious accident. Lifting may be considered a case wherein the contrivances of man are brought to bear in overcoming or opposing a natural force; the imperfect force of the machinery is liable to accident or interruption, but gravity never fails to act. Acting on every piece of matter in proportion to its weight must be some force opposing and equal to that of gravity; for example, a piece of iron lying on a bench is opposed by the bench and held in resistance to gravity, and to move this piece of iron we have to substitute some opposing force, like that of the hands or lifting mechanism, to overcome gravity.

THREE:Sixth.Power can be transmitted to steam-hammers through a small pipe, which may be carried in any direction, and for almost any distance, at a moderate expense, so that hammers may be placed in such positions as will best accommodate the work, and without reference to shafts or other machinery.In planing and turning, the tools require no exact form; they can be roughly made, except the edge, and even this, in most cases, is shaped by the eye. Such tools are maintained at a trifling expense, and the destruction of an edge is a matter of no consequence. The form, temper, and strength can be continually adapted to the varying conditions of the work and the hardness of material. The line of division between planing and milling is fixed by two circumstancesthe hardness and uniformity of the material to be cut, and the importance of duplication. Brass, clean iron, soft steel, or any homogeneous metal not hard enough to cause risk to the tools, can be milled at less expense than planed, provided there is enough work of a uniform character to justify the expense of milling tools. Cutting the teeth of wheels is an example where milling is profitable, but not to the extent generally supposed. In the manufacture of small arms, sewing machines, clocks, and especially watches, where there is a constant and exact duplication of parts, milling is indispensable. Such manufactures are in some cases founded on milling operations, as will be pointed out in another chapter.

THREE:In fixing the relation of Plotinus to his own age, we have gone far towards fixing his relation to all ages, the place which350 he occupies in the development of philosophy as a connected whole. We have seen that as an attempt to discover the truth of things, his speculations are worthless and worse than worthless, since their method no less than their teaching is false. Nevertheless, Wisdom is justified of all her children. Without adding anything to the sum of positive knowledge, Plotinus produced an effect on mens thoughts not unworthy of the great intellect and pure life which he devoted to the service of philosophy. No other thinker has ever accomplished a revolution so immediate, so comprehensive, and of such prolonged duration. He was the creator of Neo-Platonism, and Neo-Platonism simply annihilated every school of philosophy to which it was opposed. For thirteen centuries or more, the three great systems which had so long divided the suffrages of educated mindsStoicism, Epicureanism, and Scepticismceased to exist, and were allowed to lapse into such complete oblivion that only a few fragments of the works in which they were originally embodied have been preserved. And Plotinus was enabled to do this by the profound insight which led him to strike less at any particular doctrine held by his opponents than at the common foundation on which they all stood, the materialism openly professed by the Stoics and Epicureans, and assumed by the Sceptics as the necessary presupposition of every dogmatic philosophy. It is true that the principle which he opposed to theirs was not of his own origination, although he stated it more powerfully than it had ever been stated before. But to have revived the spiritualism of Plato and Aristotle in such a way as to win for it universal acceptance, was precisely his greatest merit. It is also the only one that he would have claimed for himself. As we have already mentioned, he professed to be nothing more than the disciple of Plato. And although Aristotelian ideas abound in his writings, still not only are they overbalanced by the Platonic element, but Plotinus might justly have contended that they also belong, in a sense, to Plato,351 having been originally acquired by a simple development from his teaching."Is that really a fact?" Bruce cried.
